A. CALL ORGANIZATIONAL MEETING TO ORDER
Mayor Laurie Jadwin called the January 11, 2023 Parks and Recreation
Board organizational meeting to order at 7:11 p.m. The agenda was
published on January 6, 2023.
B. SWEARING IN OF BOARD MEMBERS
Mayor Jadwin administered the Oath of Office to Donna Simmons and
Kevin McGinn
C. ROLL CALL
Present: 5 - Kevin McGinn, Eric Miller, Jan Ross, Ken Shepherd and Donna Simmons
Absent: 1 - Chrissy Kaminski
Staff in attendance: Stephania Bernard Ferrell, Director of Parks and
Recreation; Nichole Butler, Clerk
D. ELECTION OF CHAIR
Mayor Jadwin opened the floor for nomination of Chair. Simmons nominated
Chrissy Kaminski
A motion to elect Chrissy Kaminski as Chair of Parks and Recreation board was
made by Shepherd seconded by Miller

E. ELECTION OF VICE CHAIR
Mayor Jadwin opened the floor for nomination of Vice Chair. Miller nominated
Kevin McGinn.
A motion to elect Kevin McGinn as Vice Chair of Parks and Recreation board
was made by Ross seconded by Shepherd.
Yes: 5- McGinn, Miller, Ross, Shepherd and Simmons
Absent: 1- Kaminski
Mayor Jadwin handed the meeting over to Kevin McGinn, Vice Chair as
the Chair, Chrissy Kaminski was not present at the meeting.
F. ELECTION OF SECRETARY
Vice Chair McGinn opened the floor for nomination of Secretary. Simmons
nominated Miller
A motion to elect Eric Miller as Secretary of the Parks and Recreation Board
was made by Ross seconded by Shepherd.
Yes: 5- McGinn, Miller, Ross, Shepherd and Simmons
Absent: 1- Kaminski
G. ESTABLISH TIME AND DAY: REGULAR BOARD MEETINGS
McGinn opened the floor to discussion of setting the day and time of
regular meetings. All members present agreed that the current schedule
shall remain
A motion was made by Simmons and seconded by Ross that the regular
meetings remain the second Wednesday of every month at 7:00 pm.

H. ADOPTION OF RULES OF OPERATION AND PROCEDURE
A motion was made by Simmons seconded by Miller to approve the Parks and
Recreation Board Rules of Operation 2023 as amended with the location
updated to the Senior Center and redline edits

Recreation Board meeting to order at 7:24 p.m. The agenda was
published on January 6, 2023.

C. APPROVAL OF MINUTES
Ross states that there should be an addition to the minutes in the section
of conversation with the partnership with the YMCA of Central Ohio. After
discussion the board decided to add conversations with the city are still
vital in the next steps” to the discussion surrounding the partnership.

A motion was made by Ross and seconded by Shepherd that the minutes be
approved as amended to include clarification on the status of the ongoing
discussion of a potential partnership with the YMCA. The Motion carried the
following vote:

D. ADDITIONS OR CORRECTIONS TO THE AGENDA
Ferrell requested an addition to New Business to add a staffing update.
E. HEARING OF VISITORS
Rob Thorn, Gahanna Resident, 210 Creighton Court. Thorn states he is
present to be more aware of the city Parks and Recreation Department.
F. OLD BUSINESS
Master Plan Update
Ferrell thanked the board for their time and attention to the meeting in
December where Leon Younger and Scott Vollmer from PROS
Consultants were in attendance virtually to review progress with the
master plan. Ferrell states the next step will be that PROS consultants will
meet with the Gahanna Parks and Recreation Foundation in the morning
and the Steering Committee in the evening on January 19, 2023. Ferrell
states that the goal of those meetings is to evaluate the second draft of
the master plan, including data, action plans and recommendations from
the consultants. Ferrell mentions the capital information is incomplete
and is expected to be finalized along with the citywide capital
improvement plan.
Miller asked how the plan will be presented to the public, since providing

their input via the survey. Ferrell states that the plan will be presented at a
city council meeting. The survey data, focus groups and interviews are
outlined in the plan. Once the plan is adopted, it will be made available
to the public.
Miller stated that the community wants to know their opinion counts.
Simmons asked who was on the steering committee. Ferrell states that
is comprised of Jan Ross, as a representative not only for the Parks and
Recreation Board, but the Gahanna Parks and Recreation Foundation
and the Gahanna YMCA board, as well as councilwoman Nancy
McGregor; Nikki Galiardi from the Gahanna Parks and Recreation
Foundation Development committee; Daphne Moehring from the
Gahanna-Jefferson School Board. The steering committee also includes
city staff, Director Ferrell; Parks and Facilities Superintendent, Zac
Guthrie; Recreation Superintendent, Brian Gill ; Projects Manager, Alan
Little; Mayor Laurie Jadwin and Senior Director of Operations, Kevin
Shultz. Ferrell states that the steering committee is in place to help keep
the plan on the right trajectory and ensure nothing is being missed or
misrepresented.
Miller asked how everything would then be paid for. Mayor Jadwin stated
that along with the master plan, the city is working simultaneously to get
the long-term citywide capital improvement plan in place which will help
fund some of the priorities. Mayor Jadwin states that it is important to
complete the master plan prior to the citywide capital improvement plan
so that the projects may be included.
G. NEW BUSINESS
Staffing Update
Ferrell states that in planning the 2023 budget for the department, a
request was made to include a new position within the Parks Division for
a Forestry Supervisor. Ferrell states that this was approved by council
and an offer was extended and accepted by Julie Predieri.
H. CORRESPONDENCE AND ACTIONS
I. DIRECTOR'S REPORT
Ferrell states that in the attached directors report, under projects, it
mentions that the Ambassador playground will be replaced in 2023.
Ferrell mentions that Ambassador park is a heavily neighborhood
centered park and the department will be gathering input from the
residents in the neighborhood as to what they would like to see in this

park. Ferrell states this is also an opportunity for the Parks and
Recreation Board to take ownership in the project when the decision
comes to utilizing that feedback to build that park.
Ross asked what the timeline on the project is. Ferrell states that the
department is currently seeking for designs and would expect to see that
move forward in February. Ferrell states that the timeline and Parks and
Recreation Board expectations in that process will be brought to the
February meeting. McGinn asked if the park would be brought to ADA
accessibility standards. Ferrell ensured that it would be up to standards
and that those components are recognized when planning all parks.
Miller asked if there is an anticipated fee increase for the golf course.
Ferrell states, yes, for cart rental as the gasoline fees have increased
drastically.

J. COMMITTEE REPORTS
i. Bicycle & Trail Advisory Committee (BTAC)- None
ii. Gahanna Active Senior Advisory Committee (GASAC)
Miller states that the first meeting since February 2020, took place on
January 10 , 2023. The committee elected their officers, with Isobel
Sherwood as President. Miller states that the first meeting was an
overview and that there are still only six board members, allowing for one
vacancy. Miller states that the board will look at their by-laws and revise
because their normal terms began in May, prior to covid, but are being
elected now and would like to revisit the by-laws to update any other
changes needed. The committee will meet next in March.
iii. Natural Resources Advisory Committee (NRAC)- None
K. POLL MEMBERS FOR COMMENT
i. Gahanna Parks & Recreation Foundation
Ross states they approved their 2023 budget. Miller stated the
Foundation will meet next Thursday January 19, 2023 with PROS
consultants to go over the draft of the master plan, and that the
Foundation has a lot in the works.
