CALL MEETING TO ORDER Kaminski, Chair called the February 8, 2023, meeting of the Parks & Recreation Board to order at 6:57 p.m. The agenda was published on February 3, 2023. B. ROLL CALL Present: 6 - Sue Horn, Chrissy Kaminski, Kevin McGinn, Eric Miller, Jan Ross and Donna Simmons Absent: 1 - Ken Shepherd Staff in attendance: Stephania Bernard-Ferrell, Director of Parks & Recreation, and Ellen Ore, Clerk C. APPROVAL OF MINUTES Motion was made by Ross, seconded by Simmons, that the minutes from the Organizational and Regular meeting on January 11, 2023 be approved with typos. Motion carried by the following vote: Yes: 6- Horn, Kaminski, McGinn, Miller, Ross and Simmons Absent: 1- Shepherd 2023-0023 P&R Organizational and Meeting Minutes 1.11.23 D. ADDITIONS OR CORRECTIONS TO THE AGENDA City of Gahanna Page 1 Parks & Recreation Board Meeting Minutes February 8, 2023 Ferrell requested to add the Gahanna Rotary Foundation request under New Business E. HEARING OF VISITORS - NONE F. OLD BUSINESS Master plan update Ferrell advised the Plan is close to completion, with a Town Hall Meeting scheduled in Council Chambers on Tuesday February 21st at 6:00pm which will be held by City Staff and promoted by the Marketing Team via social media. Horn suggested to collaborate with the schools to put this information in the Friday Update which goes out to many community members. Horn will provide Ferrell with Eric Starkey’s contact information. Community Signs and the flashing road signs were suggested as advertising tools as well. The Forum will present high overviews of each component of the Master Plan and some of the results received that formulated into the action plan. This will allow for questions and answers so, if needed, adjustments can be made. The Master Plan document will not be released yet but hopes are to release the Executive Summary at that time. Parks Board members are encouraged to participate if available. March 13th at 7:00pm is slated for the first presentation to City Council to start the process for legislation for adoption. The time frame between the Town Hall Meeting and the presentation to Council gives time if adjustments to the Plan are needed. Ferrell will send out a reminder for these dates and advised as a reminder, the City Council meetings are live streamed if unable to attend in person. G. NEW BUSINESS Donation request - GJEA GALA 2023-0018 GJEF Donation Request Ferrell advised in the Board’s packets, a request was received from the Education Foundation again this year for five pool memberships, four golf passes, one GMAC rental and one four-hour shelter reservation for their annual fundraiser auction. Miller asked if the pool memberships City of Gahanna Page 2 Parks & Recreation Board Meeting Minutes February 8, 2023 were individual, and Ferrell advised we do not restrict those and potentially it could be for a family as well. Simmons inquired on the dollar value of the donation and Ferrell advised she would be able to provide that information. Motion was made by Ross, seconded by McGinn, that the donation request from the Gahanna Jefferson Education Foundation be approved. Motion carried by the following vote: Yes: 6- Horn, Kaminski, McGinn, Miller, Ross and Simmons Absent: 1- Shepherd Gahanna Rotary Foundation donation request Ferrell advised a donation request was also received from the Gahanna Rotary Foundation and they did not make a specific request. Staff suggested to model the GJEA ask which was five pool memberships, four golf passes, one GMAC rental and one four-hour shelter reservation for the Rotary Foundation. Ferrell advised the Rotary supports the Department heavily and has funded projects and programs in the past and volunteers as a group. Motion was made by Miller, seconded by Horn, that the donation request for the Gahanna Rotary Foundation be approved. Motion carried by the following vote: Yes: 6- Horn, Kaminski, McGinn, Miller, Ross and Simmons Absent: 1- Shepherd GASAC- Carolyn Gee Ferrell advised as previously approved; the Gahanna Active Senior Advisory Committee has seven member seats but there were only six applicants at the time of approvals. There was a person who attended the meeting as a visitor who showed interest and submitted an application for the seventh committee member seat. The application is part of the meeting packet for review. Motion was made by Simmons, seconded by Ross, that Carolyn Gee be appointed as a GASAC Committee Member with a term to be confirmed based on the updated by-laws being reviewed in March 2023. CORRESPONDENCE AND ACTIONS - NONE I. DIRECTOR'S REPORT 2023-0024 Directors Report Feb 2023 Ferrell updated the Board with details regarding the new addition to Nichole Butler’s family and advised her return-to-work date will be at least ten weeks out. Ferrell also added that a formalized approval through state funding (through ODNR) was obtained which will enable a bid request for Price Road, House Renovation and it will go to Council on Monday February 13th. The grant was for $100,000 for the renovation of the facility. The construction timeline will be established once the formalized bid process is completed. The project is expected to be completed by June 2024. Time extensions can be requested if there are any construction issues. Grant funding was discussed, and Ferrell reported that in 2022 the department brought in over $250,000 in alternative funding. At the next Council Meeting, a request to apply for a Clean Ohio Conservation Grant Fund is slated due to the expanding funds available for projects. A larger amount now available grant funds will enable the department to increase applications. The Master Plan will help prioritize and strategize the grant applications and will justify the reason for the application. Ferrell then advised to update the membership numbers provided, pool memberships are at 70 sold to date. Seasonal positions are open and please share with folks to increase applications. J. COMMITTEE REPORTS i. Bicycle & Trail Advisory Committee (BTAC) - None ii. Gahanna Active Senior Advisory Committee (GASAC) No report given but the date of meetings was in question. Ferrell to confirm. City of Gahanna Page 4 Parks & Recreation Board Meeting Minutes February 8, 2023 iii. Natural Resources Advisory Committee (NRAC) - None K. POLL MEMBERS FOR COMMENT i. Gahanna Parks & Recreation Foundation Miller advised a two-hour presentation was given by Pros Consulting LLC and funding opportunities were discussed. The Hops & Vines event was scheduled for September 16th. The budget has been set and volunteers are encouraged. ii. School District Update Horn stated a new Chief Operations Officer for the district was hired, Cliff Hetzel. He will oversee all operations, the building, transportation, and food service. He will be the bigger liaison for all of the projects with more community outreach blending of the operations. The two elementary schools are mostly finished with clean up and outside work to be completed. The Athletic Complex is coming along well, and the one room schoolhouse has been moved. The new football stadium is where Lincoln Elementary was and will host varsity sports. The lighting situation is still being decided. The Middle School East addition is to start next month.
