ADOPTION OF THE AGENDA • Fiscal Year 2023-2024 CDBG and HOME Funding Recommendations for Outside Housing and Public Services Agencies • Public Hearing for the Fiscal Year 2024-2028 Consolidated Plan and the Fiscal Year 2023-2024 Annual Action Plan C. APPROVAL OF THE MINUTES D. BUSINESS DISCUSSION ITEMS FUNDING RECOMMENDATIONS: Citizens Advisory Committee for Community Development (CACCD) FY 23-24 CDBG and HOME to determine funding recommendations for outside agencies housing and public services activities. Explanation: The CACCD, having received and reviewed all FY 23-24 CDBG and HOME applications for activities and services funding from outside agencies, will provide allocation recommendations to the Gainesville City Commission for their consideration and approval at the August 3, 2023, City Commission meeting. Committee review and funding recommendations are for the following set- asides: • CDBG (Housing - $185,000 and Public Services - $200,000). NOTE: $25,000 of Public Services funds is annually set-aside by the Gainesville City Commission to support the City's Cold Weather Shelter Program • HOME (Housing - $100,000 and Community Housing Development Organization (CHDO) Reserve - $95,452,35) Funded agencies will provide housing and public services activities and/or programs to assist extremely low, very low, low and moderate-income (LMI) City residents, utilizing the authorized percentage of allocated Community Development Block Grant (CDBG) and Home Investment Partnerships Program (HOME) funding provided by the U.S. Department of Housing & Urban Page 2 of 3 Development (HUD) for the period October 1, 2023, to September 30, 2024. PUBLIC HEARING: This meeting serves as a Public Hearing to provide an opportunity for citizen input on the FY 24-28 Consolidated Plan and the FY 23-24 Annual Action Plan. Explanation: City of Gainesville residents are encouraged to participate in the public input process in determining city goals and objectives which are supported by U.S. Department of Housing and Urban Development (HUD) funding. Virtual and In- Person community engagement sessions offered small-setting venues for collaboration, discussion and review of existing services and options for improved and new activities/projects. This Public Hearing provides a forum for continued discussion on the FY 24-28 Consolidated Plan and FY 23-24 Annual Action Plan compiled by City Staff which incorporates citizen and community goals and objectives. NOTE: A final Public Hearing opportunity to receive community feedback and input will be made available at the Thursday, August 3, 2023, City Commission Meeting.
