1. Approval of Minutes for January 13 and February 10, 2023
The minutes for January 13 and February 10, 2023 could not be approved
due to the lack of a quorum.
Recommendation: The SHIP - Affordable Housing Advisory Committee
approve the minutes from the January 10 and February 13, 2023
meetings.
D. BUSINESS DISCUSSION ITEMS
1. General Discussion-Quorum Requirements Update
Chair Bell asked staff to provide a brief update about several topics
previously discussed, as well as several items that will be on future AHAC
agendas. These items included the following:

Amending the City Code Regarding AHAC Membership and Quorum
Mr. Wachtel noted that at a recent City Commission meeting,
Commissioner Saco (who is also an AHAC member) brought up the idea
of amending the City Code regarding AHAC to match the State Statute,
particularly with respect to membership and the definition of a quorum.
Previously, AHAC had noted that the City Code is more restrictive than the
State Statute. Commissioner Saco reported details of City Commission’s
discussion, including the fact that they instructed the City Attorney to
develop draft revisions. Commissioner Saco reported that AHAC would
have a chance to review the proposed revisions and provide comments.
Commissioner Saco said that she hoped the draft would change the size
of AHAC from “11 members” to “8 to 11 members” which would match the
State Statute.
Chair Bell added that she would like a quorum to be “a majority of active
members.”
Joint Meeting with the County AHAC
Housing and Community Development Director Corey Harris reported on
his meetings with the County’s Housing Staff and efforts to set up a joint
meeting with both AHACs.
ARPA Recommendations
Mr. Wachtel reported the recommendations of the Staff Evaluation
Committee (SEC) and that both recommendations (AHAC and SEC)
would be presented to the City Commission on June 15, 2023.
Inclusionary Zoning Recommendations
Mr. Wachtel reported that on June 8th, the Department of Sustainable
Development presented Inclusionary Zoning proposals to the City Plan
Board (CPB). He said that that presentation included AHAC’s
recommendations. Mr. Wachtel reported that the CPB asked for some
additional information and continued the item to a “to be determined” date.
LIHTC/LGAO and SAIL
Mr. Wachtel discussed the application process and schedule for these two
affordable housing funding programs that require a local government
match.

Incentives and Recommendations Report (IRR)
Mr. Wachtel discussed the schedule for the IRR, including AHAC adoption
of the report at a Public Hearing on November 14.
AHAC Report to the City Commission
Mr. Wachtel said that he expects a request that AHAC submit a report to
the City Commission. The report will be due at the end of the year or the
beginning of 2024, and will likely address the following questions to
AHAC:
What do you understand the mission of your board to be?
What are the three most important things your board has done
during calendar years 2022-2023?
What are the three most important things your board is working on
right now?
What could the City Commission do to help your board better serve
our neighbors?
What else do you need the City Commission to know about your
board?
Recommendation: Hear an update from staff.

1. Discussion of Community Engagement for Inclusionary Zoning
(Continued) - 2022-774
After reviewing the materials provided by DOSD, the Committee
discussed revisions and additional materials they felt were needed for the
upcoming Community Engagement Meetings. They also discussed a
schedule for DOSD to provide the materials and AHAC to review them.

The Committee agreed that for IZ regulations to be effective, the City and
County would need to work together to have the same, or nearly the
same, development requirements.
To meet several goals, including conducting a meeting in each City
Commissioner District, Ms. Hildreth agreed ask Parkview Baptist Church,
located in District 4, if its meeting space would be available on February
16, 21, or 23. Similarly, Commissioner Saco agree to reach out to facility
in District 3, particularly on February 28, or March 2, 7, or 9.
The AHAC should discuss community engagement regarding Inclusionary
Zoning and take action deemed necessary.

After brief discussion, the Chair announced that the February Meeting date would

1. Inclusionary Zoning Community Engagement Discussion (NB) -
2023-147
The AHAC discussed the results of the January 23, 2023 meeting with the
East Gainesville Alliance (EGA), and the two sessions at the February 4,
2023 City Services Fair. In summary, Chair Bell noted that the feedback
emphasized the following concerns:
the City needs to be clear about how information is communicated,
and then follow through;
the City should study using IZ for home ownership, as well as
rental;
the City should study requiring the affordability period to be "the
lifespan of the building," rather than 20 years; and
the City should clarify the use of In-Lieu Fees, including specifics
about who controls the funds, and how they are managed; there
was some discussion of linking the funds to certain geographic
areas.
The Committee discussed additional details in preparation for the final two
IZ meetings.
Recommendation: The Affordable Housing Advisory Committee discuss
the results of the first two community engagements and take action
deemed necessary for the remaining two community engagements.
2. 2023-150 Discussion of Evaluation of American Rescue Plan Act
(ARPA) Funded Projects (NB) - 2023-150
Mr. Wachtel briefly provided some information about the City's ARPA
funds and AHAC's role in recommending funding for ARPA-funded
affordable housing projects.
Recommendation: The AHAC hear a presentation and take action
deemed necessary.
