ADOPTION OF THE AGENDA 1. 2025-473 - The CACCD CDBG and HOME Fund Recommendation 3 FY25-26 Department: Department of Housing & Community Development Fiscal Note: NA Recommendation: The City Commission having heard presentations from HCD staff and CACCD member(s) on the FY 2025-2026 Annual Action Plan will: 1) Approve and adopt the FY 2025-2026 Annual Action Plan for CDBG and HOME Programs and the increase in HOME-ARP Program funding; 2) Authorize the City Manager or designee to submit the FY 2025-2026 Annual Action Plan and revised HOME-ARP Plan to HUD; 3) Authorize the City Manager or designee to execute all necessary documents required for FY 2025-2026 Annual Action Plan and the revised HOME-ARP Plan; 4) Authorize the City Manager or designee to take actions, as appropriate, to allocate the FY 2025-2026 CDBG and HOME Program funds; and 5) Authorize the City Manager or designee to execute sub-recipient agreements with those outside agencies designated to receive FY 2025-2026 CDBG and HOME funding, subject to approval by the City Attorney as to form and legality. ADJOURNMENT Page 2 of 4  City of Gainesville Agenda Item Report File Number: 2025-473 Agenda Date: June 17, 2025 Department: Department of Housing & Community Development Title: 2025-473 The CACCD CDBG and HOME Fund Recommendation FY25-26 Department: Department of Housing & Community Development Fiscal Note: NA Explanation: The Citizens Advisory Committee for Community Development (CACCD), having received and reviewed FY 25-26 CDBG and HOME funding requests applications from outside agencies, will provide allocation recommendations to the Gainesville City Commission to be presented by HCD Staff and others for their consideration and approval at the July 17, 2025, City Commission meeting. Committee review and funding recommendations are for the following set-asides for Outside Agencies: CDBG (Housing - $200,000.00 and Public Services - $200,000.00). NOTE: $25,000.00 of Public Services funds is annually set aside by the Gainesville City Commission to support the City's Cold Weather Shelter Program. HOME (Housing - $120,000.00 and Community Housing Development Organization (CHDO) Reserve - $90,791.00). Funded agencies will provide housing and public services activities and/or programs to assist extremely low, very low, and low-income City residents, utilizing the authorized percentages of allocated Community Development Block Grant (CDBG) and Home Investment Partnerships Program (HOME) funding provided by the U.S. Department of Housing & Urban Development (HUD) for the period October 1, 2025, to September 30, 2026.
