Councilman Overton made motion to approve; Councilman Fennell seconded. Councilman Hayes closed Mayor's Comments. Agenda 1.. Ordinance #01905-26 Rezonins a 0.03 (+/-) Acre Parcel from the A-A$icultural Residential District to the MU-Mixed Use District and Approvins an Amended Preliminary Master Development Plan for Newmans Crossing, on 23.12 (+/-) Acres City Planner Bill McCord provided a PowerPoint presentation for the rezoning request. Mr. McCord explained that there is one grave on the property that must be moved. Councilman John D. Alexander entered the meeting at this time. Mr. McCord continued to explain the varied new construction for this location and provided renderings. Motion carried with7 ayes and 0 nay. 2. Request for Deferral of an Annexation, Plan of Service and Rezo ning Requests for "The Meadows" located west of Dobbins Pike and East of the CSX Railroad City Planner Bill McCord said the developer has requested a deferral of the annexation and the rezoning at this time. Councilman Overton made motion to approve; Councilman Fennell seconded. Motion carried withT ayes and 0 nays. 3. Access Drive off of East Broadway City Attorney Susan High-McAuley said the title search is completed and there is no easement for the access drive that has been recorded for these three (3) properties. Ms. High-McAuley said they only found one 50'easement and without a survey they can't be certain. She said it appears to be a right-of-way to the highway so at this point the access drive is considered private property. Mayor Brown said City Engineer Nick Tuttle received information from the state that they might consider something. Councilman Overton made motion to defer for two (2) weeks; Councilwoman Love seconded. Motion carried with7 ayes and 0 nays. 4. Ordinance #01905-27 Ordinance to Provide Revenue for the Citv of Gallatin, Tennessee for Municipal Purposes for the 2019 Tax Year and the 2020 Fiscal Year Finance Director Rachel Nichols said this is the tax rate ordinance for next year's tax rate and it takes three (3) reading to approve this ordinance. Ms. Nichols explained the certified rate could be late this year due to the reappraisal. She said this just starts the Process. Councilman Alexander made motion to approve; Councilwoman Love seconded Motion carried with7 ayes and 0 nays. a J 06/11/19 Council Work Session Agenda-Page 4 Council Committee Minutes May 74,2019 5. Discussion of Sumner County Courthouse Parking Facility Councilman Overton said he met with the county subcommittee, along with Councilman Fennell and Councilman Hayes concerning the parking garage. He said the county is looking for a commitment from the city to agree to help with the parking garage addition if the terms are agreeable. Council discussed Councilman Overton said the county is wiiling to come to council to provide a presentation of the entire plan. Council agreed to have the county attend the next work session. Council continued the discussion. 6. Discussion of the Fy 2019/2020 Budeet Mayor said she has received very little feedback concerning the budget Council discussed Councilman Overton made motion to approve; Councilwoman Love seconded. Motion carried withT ayes and 0 nays. Other Business Councilman Hayes opened other business a City Attorney Susan High-McAuley said the Dangerous Buildings are back before council again because one of the owners has not been located. Now they must go through the publication process for the hearings. Ms. High-McAuley asked to move the Show Cause Hearings for 361, St. Luke Place and 4'1,0 Pace Street to June 18th. Councilman Overton made motion to move the Show Cause Hearings to June 18th; Vice Mayor Camp seconded. Motion carried with7 ayes and 0 nays. 4 06/11/19 Council Work Session Agenda-Page 5 Council Committee Minutes May 14,2019 Mayor asked permission to apply for a Tourism Grant to purchase a boat dock for future festivals. Mayor said they will have a temporary dock for this year's festival. Council discussed all available options Councilman Overton made motion to allow the Mayor apply for the grant; Councilman Fennell seconded. Motion carried with7 ayes and 0 nays. a Mayor shared a memo from City Engineer Nick Tuttle about the 109 Access Management Corridor Study. Mayor said Gallatin needs Wilson County and Portland to adhere to this also. With no one else wishing to speak Councilman Hayes closed other business. Department Head Reports Councilman Hayes opened department head reports. a Fluman Resource Director Debbie Johnson said she will be presenting a resolution that addresses personal relationships in the workplace. Ms. Johnson said MTAS and the State of Tennessee already have a rule in place. Ms. Johnson said there have been some situations in the past that could cause or create a liability for the city. a City Planner Bill McCord introduced his new Assistant City Planner Josh King a Deputy Building Official Tim Wakeley highlighted the Class and Bass Tournament that was held on May 3'd. Mr. Wakeley said there were 30 participants and 91,220 was raised for the Miracle Park project. Mr. Wakeiey thanked council and everyone that helped make this event a success. He also asked for continued support for next year's event. Resolution #R1 906-26 - Resolution Acceptin e Public bv the Citv of Galla tin, Tennessee - Twin Ea sles, Phase 9, Section B City Engineer Nick Tuttle presented the resolution accepting the public improvements for the Twin Eagles, Phase 9, Section B. Councilman Overton made motion to approve; Councilman Fennell seconded. Motion carried with7 ayes and 0 naYs 4. Continued Discussion of Sumner CounW C ouse Parkine Facilit.v President of Justice Planning Associates Mike Thomas provided a PowerPoint presentation. Mr. Thomas also provided a history and back ground on this project' He iaid nothing has been funded at this time but design fees have been approved and the design is in the Process. Mr. Thomas also spoke about the site selection and the proposed court house. He provided images of the site, the court house and the parking garage. Mr. Thomas iontinued to explain and provide details of the phases, the timeline, the court house, and the parking garage for the project. There was much discussion about options for available parking for downtown businesses and their patrons during the construction of this project. County Commissioner Leslie Schell spoke about the disruption in parking during the construction and there is currently no funding for the building. Commissioner Schell said the county is looking for a commitment from the city to partner with them to build the parkinggarage. Discussion continued. County Commissioner Paul Goode stated he is one of the two commissioners on this .o.n-ittu" and he spoke about the expert company that is building this project' Commissioner Goode also spoke about the projected growth of commerce around this project. Discussion continued on sidewalks, widening the intersection at Smith Street and South Water and several other oPtions. J 06/11/19 Council Work Session Agenda-Page 10 Council Committee Minutes May 28,2019 Council was in agreement to give the County a vote of confidence that they are willing to work with them on this Project. Other Business Councilman Hayes opened other business. . Council was provided an example of a computer monitor that will be used for Council Meetings and Planning Commission Meetings. IT Supervisor Cameron Calvert said these monitors will be permanently mounted and the idea is to have a wireless keyboard, mouse, andf or use the touch screen. RIg A5.25 RESOLUTION CREATING A NEW PERSONNEL RULE R"ELATING TO PERSONAL RELATIONSHIPS WHEREAS, Section 13-104 of the Gallatin Municipal Code provides for amendment of the Personnel Rules; BE IT RESOLVED BY THE CITY OF GALLATIN, TENNESSEE, that the Gallatin Personnel Rules and Regulations, Rule 17, Section 26 is hereby added as follows: RULE T7-26 _ PERSONAL RELATIONSHIPS If a romantic or intimate relationship is established between supervisors and subordinate staff within a department, it is the responsibility and obligation of the employees involved to disclose the existence of the relationship to the Director of Human Resources. When a conflict or potential conflict arises due to the relationship affecting employment, the city reserves the right to make any and all employment decisions in the best interest of the city.
