Councilman Overton made motion to approve; Councilman Hayes seconded. Friday,June 14ft is the Kids Summer Movies: Muppet Treasure Island playing at The Palace Theatre at 10:00 A.M. o Next Thursday, June 20ft begins the Third Thursday on Main with The Parks playing from 6:30 to 9:00 P.M. Resolution # R1905-25 - Resolution aN ew Personnel Rule Relatine to Personal Relationships Mayor Brown presented and explained this new personnel rule relating to personal relationships. Resolution #IR1906-27 - to Revise the Employee P av Plans Mayor Brown said this is the 1.5% cost of living adjustment effective June23,201'9. Councilman Overton made motion to approve; Councilman Hayes seconded. Motion carried with 6 ayes and 0 nays. 3. PureedB Debt W - 2079 Utilities Public Utilities Director David Gregory presented the report of the bad debts to be purged for fiscal year 2019. Mr. Gregory provided a listing for review and reported the debts from gas,watet and sewer. Mr. Gregory said this is information only to be presented to council each year. 4. Ordinance #O1 906-31. - Ordinance Awardine Bid and Authorizins Funds in the Total Amount of $3.600,000 from Water/Sewer Reserves for 2019 Sewer Svstem in Various Areas in the Contract'179" Public Utilities Director David Gregory presented this ordinance authorizingfunds and awarding the bid for the sewer rehabilitation project. Mr. Gregory said this is another sewer rehab project that will cover various areas in the city. He said this is the low bid. Councilman Overton made motion to approve; Councilman Fennell seconded. Motion carried with 6 ayes and 0 nays. 5. Daneerous Undate - 321 Main Street - Randv's Record Shoo Building Codes Official Chuck Stuart said this is still a dangerous and deteriorating building. Mr. Stuart also reported that there is asbestos on the site. Council discussed. Councilman Overton made motion to move this item forward to next week's council meeting; Councilman Fennell seconded. Motion carried with 6 ayes and 0 nays. Councilman Fann said he would inform the owners to be present next Tuesday night. J 06/25/19 Council Work Session Agenda-Page 4 Council Committee Minutes June I 1,2019 Other Business Councilwoman Love opened other business' Councilman Overton asked City Engineer Nick Tuttle for an update on the memo concerning the Town Creek Flood Reduction Final Agreement Execution. Councilman Overton asked Mr. Tuttle about several private properties and four (a) ball fields at Triple Creek Park that may flood after the detention work is completed. City Engineer Nick Tuttle explained that the Corp determined this option will provide the best results. Councilman Fennell asked to see the site plan for this project Much discussion continued. Mr. Tuttle said the Corp has requested a signing ceremony with Mayor Brown for this Friday, June 14ft and there was no objection from council. Councilman Overton requested the State Right-of-Way on 31E be placed on the next work session for more discussion. City Engineer Nick Tuttle said Mike Brown with TDOT has some information on this issue. Department Head RePorts Councilwoman Love opened department head reports. o Finance Director Rachel Nichols presented the newly created reporting form for the hotel/motel occupancy tax for approval from council. Council discussed. Councilman Overton made motion to approve; Councilman Hayes seconded Motion carried with 6 ayes and 0 nays. 4 06/25/19 Council Work Session Agenda-Page 5 Council Committee Minutes June 11,2019 o City Planner Bill McCord stated a grant is being offered by the Tennessee Department of Transportation. Mr. McCord provided an updated listing of existing projects that would qualify for the grant. He said the city's portion of the cost witl be 5% and the state's portion is95%. Mr. McCord stated Coles Ferry Road/Airport Road, Boyers Avenue, Blakemore Street and Vol State are the projects he would suggest. There was much discussion Council directed Mr. McCord to provide a cost estimate on the Coles Ferry Road/Airport Road and the Boyers Avenue sidewalk projects for the next council meeting. Code Ann. $ 7-52-108 provides that directors of a municipal electric board shall be appointed by the chief executive with confirmation by the governing body of the municipality; and WHEREAS, Stanley Carver's appointment to the Gallatin Electric Power Board expires on July 1,2019; and, WHEREAS, the Mayor has nominated Meredieth Haley for appointment to the board for a 4-year term which she will serve until July 01, 2023. NOW, THEREFORE, BE IT RESOLVED, that Meredieth is hereby appointed to the Gallatin Electric Power Board.
