Chair Richey called the meeting to order at 4:30 p.m. A copy of the meeting agenda is attached to these minutes as Exhibit A. Item 1 - Approval of Minutes (GHDC Meeting – April 11, 2017) Mr. Wilson motioned to approve the April 11, 2017 Historic District Commission minutes as corrected. Mr. Thomson seconded the motion and motion passed by unanimous vote. Item 2 – Update – 756 East Main Street Ms. Ogden said she spoke to the attorney for the property owner. The attorney said the property is still in probate and the minimum maintenance is being done to keep up the property. Wood and broken windows will be replaced; however, the screened porch is still an issue. The attorney was given a copy of the Woodson Terrace Historic District Guidelines and the H-1 Regulations from the Gallatin Zoning Ordinance. Ms. Love distributed a copy of an email conversation between Officer Jessica Jackson and Ms. Love. A copy of the email correspondence is attached to these minutes as Exhibit B. A landscaping company was hired to care for the grass. Mr. Wilson said there were cars and a truck at the property over the weekend. Item 3 – Discussion of Potential Gallatin Square Project Chair Richey distributed a copy of an email conversation between Clay Haynes, property owner, and Chair Richey concerning the Gallatin Square Project. Mr. Haynes is in favor of an overlay to protect the square from demolition; however, he is concerned about an additional approval process for buildings on the public square. A copy of the email correspondence is attached to these minutes as Exhibit C. Gallatin Historic District Commission Meeting Minutes 2 May 9, 2017 Ms. Ogden will contact the State to determine what must be done to place local landmark status on the Gallatin Public Square. Chair Richey asked if language can be put into the local landmark designation to require approval from the Historic District Commission for demolition. Chair Richey said some buildings on the square may be key anchors. Mr. Thomson agreed and added that buildings such as the Suddarth building and the Sumner County Bank building have been compromised. The Suddarth building has gone through major renovations of their façade. The Suddarth Building name and the stain glass has been removed. Mr. Matchett asked if the entire square would be designated as a local landmark. Some of the buildings are in good condition and some are not. It would help if approvals were required before work is done to the façade of these buildings. He suggested that each property be considered on a case by case basis. Chair Richey said the integrity of the façade of the building should be what is considered. The inside of the building is not an issue. Mr. Wilson suggested that the owners should be a part of the process. Mr. Matchett said this will be a challenge considering the recent activity on the Gallatin Square. Ms. Ogden said she would bring information on the process to the July Historic District Commission meeting. Chair Richey said we will have an observer at that meeting, Ms. Jane-Coleman Harbison from Certified Local Government. Chair Richey suggested one option may be to apply for National Registry for the entire public square. Ms. Love said she anticipates more apartments will go up on the square because urban living is a trend. Ms. Ogden reiterated that she would bring all the information to the July meeting as well as what the Commission can and cannot do. Item 4 – Woodson Terrace Historic District Street Reports Chair Richey said the house above the service station on Westland Street has very high grass. Ms. Ogden noted the complaint. Item 5 – East Main Street Historic District Street Reports There were no street reports to present. Gallatin Historic District Commission Meeting Minutes 3 May 9, 2017 Item 6 – Other Business Ms. Ogden gave an update on the Amonette House. A meeting was held between City Departments, Mayor Brown, Chair Richey and Ms. Ogden to discuss moving the house to the Public Works Department property. A site plan must be submitted to the Planning Staff. Mr. Michael Manous, with Manous Design was hired to work on the move. He worked on Foxland Hall and intends to keep the integrity of the outside of the building. Chair Richey added Mr. Manous had been a member of the Lebanon Historic District Commission.
