Chair Richey called the meeting to order at 4:30 p.m. A copy of the meeting agenda is attached to these minutes as Exhibit A. Ms. Ogden introduced Ms. Jane-Coleman Harbison, with Certified Local Govemment. Ms. Harbison is in Gallatin to observe and inspect the Historic Districts. C 9 20r Mr. Wilson motioned to approve the May 9,2017 Historic District Commission minutes as corrected. Mr. Thomson seconded the motion and motion passed by unanimous vote. Item2 - Update -756 East Main Street Ms. Ogden said she spoke to the attomey for the property trust and there is a problem contracting a repair person to fix the window and porch. The grass and weeds have been cut down. Mr. Wilson said the property looks better because of the clean-up that has occurred. Ms. Ogden said the attorney is working with Officer Jessica Jackson, Enforcement Officer for the Gallatin Police Department. Item 3 - Progress on Moving the Amonette House (Franklin House) Ms. Ogden spoke to Mr. Nick Tuttle, City Engineer, regarding the scheduled move across the railroad tracks on July 12,2017 at 10:00 a.m. The house will be referred to as the Franklin House. Portions of the house were removed for the journey across the railroad tracks. A site plan will be submitted to the Planning Commission and an elevator will be added to the building making it ADA compliant. Gallatin Historic District Commission Meeting Minutes 2 July 11,2017 Item4-Discussionon Districts - Public Square Ms. Ogden presented Conservation Districts versus Preservation Districts for the Public Square. The current historic zoning is an overlay and any changes, except regular repairs, must come before the Historic District Commission. A Conservation District is not as stringent and would need to be added as an overlay option in the zoning district. Demolition projects would be reviewed by the Historic District Commission. Planning Commission and City Council would have to approve the ordinance update, and hold public hearings. A Conservation District designation could be used in other areas of the City where applicable. The big emphasis would be education and involvement by the public and the affected property owners. The square is Core Commercial zone district and the Conservation District would be an overlay to the current zoning. Chair Richey motioned to pursue changes to the zoning ordinance to add a Conservation District overlay. Mr. Wilson seconded the motion and the motion passed by unanimous vote. Ms. Ogden asked for feedback from the Historic District Commission members to be able to fine tune the ordinance. Chair Richey said he had feedback from one major property owner and he agreed that providing protection from demolition on the square would be beneficial. Chair Richey said he would like to see Historic District Commission review of major façade changes to buildings on the public square. Item 5 - Woodson Terrace Historic District Street Reoorts Chair Richey said the owners of the home at 444 Wymess have removed some historic brick from the front path. Ms. Ogden said she would contact the property owner. Chair Richey suggested a letter be sent to the owner asking if the removed bricks were saved. The house is in a stage of borderline neglect. He asked that the letter state that this house is a key property in the Woodson Terrace Historic District and should be maintained. Item 6 - East Main Street Historic District Street Reports There were no street reports to present. ItemT-OtherBusiness Chair Richey asked Ms. Harbison if she would like copies of the newspaper articles on historic homes printed in the Gallatin Newspaper. He asked if this would be a consideration towards City Certification under the charter of providing public education. Chair Richey asked if the City can make the property owners of the home that burned in the Historic District aware that the remains must be removed. This has become a safety issue for the neighborhood. Ms. Ogden will send a letter to the property owners and will speak to the Codes Department. APPLICABLE WOODSON TERRACE HISTORIC DISTRICT DESIGN GUIDELINES I.3 NEW CONSTRUCTION 1.3.1 Definition: The construction of any freestanding structure on any lot, or addition to existing structure. 1.3.2 General Principles The guidelines shall apply only to the exteriors of buildings and, predominately, to areas of lots clearly visible from public rights-of-way. The public façades - front and street-related elevations - of proposals for new buildings shall be more carefully reviewed than other façades. Since construction in the Woodson Terrace Historic District has taken place continuously from late-nineteenth century to the present, a variety of building types and styles have emerged which demonstrate the changes in building tastes and technology over the years. New buildings may continue this tradition while complementing and being compatible with other buildings in the area. Reconstruction may be appropriate when it reproduces façades of a building which no longer exists and which was located in the historic district, if: the building would have contributed to the historical and architectural character of the area; if it will be compatible in terms of style, height, scale, massing, and materials with the buildings immediately surrounding the lot on which the reproduction will be built; and if it is accurately based on pictorial documentation. Because new buildings usually relate to an established pattern and rhythm ofexisting buildings, both on the same and opposite sides of a street, the dominance of that pattern and rhythm must be respected and not disrupted. New construction should be consistent with existing buildings along a street in terms of height, scale, setback, and rhythm; relationship of materials, texture, details, and color; roof shape; orientation; and proportion and rhythm ofopenings. In the case of planned new construction between two buildings of equal height or varying heights, an individualjudgment will be made by the Gallatin Historic Commission as to compatibility of the design Historically, East Main Street structures were designed as single-family residences of solid, permanent construction and remain so today. Accordingly, all new construction, additions, or relocation of any structures within or to the Historic District shall be of permanent construction and employed solely as single-family residence. 1.3.3 Guidelines for New Construction 1.3.3.1Heiglt New buildings must be constructed to the same number of stories and to a height, which is compatible with the height ofadjacent buildings. I .3.3.2 Scale The size of a new building; its mass in relation to open spaces; and its windows, doors, openings, and porches should be visually compatible with the surrounding buildings. 1.3.3.3 Setback and Rhythm of Spacing The setback from front and side yard property lines established by adjacent buildings must be maintained. When a definite rhythm along a street is established by uniform lot and building within, infill new buildings should maintain the rhythm. 1.3.3.4 Roof Shape The roofs of new buildings shall be visually compatible, by not contrasting greatly with the roof shape and orientation of surrounding buildings. 1.3.3.5 Proportion and Rhythm of Openings The relationship of width to height of windows and doors, and the rhythm of solids to voids in new buildings shall be visually compatible with surrounding buildings. 1.3.3.6 Relationship of Materials. Texture. Details. and Material Color The relationship and use of materials, texture, details, and material color of a new building's public façades shall be visually compatible with and similar to those of adjacent buildings, or shall not contract conspicuously. 1.3.3.7 Orientation The site orientation of new buildings shall be consistent with that of adjacent buildings and shall be visually compatible. Directional expression shall be compatible with surrounding buildings, whether that expression is vertical, horizontal, or non-directional. ANALYSIS The applicant requests approval for the construction of a new house on a vacant lot. The property is located at the northeast corner of N. Hume Avenue and Perrolee Street, which is located in the Woodson Terrace Historic District. This property is currently zoned Residential-l0 with an H-l historic zoningoverlay (R10, H1). Hìstorícal Døtø This property is currently vacant. The property was split from the adjacent property to the north in2016. Project Description The applicants have the undeveloped lot at 361 N. Hume Avenue/408 Perrolee Street under contract and have submitted a Certificate of Appropriateness for approval to construct a new residence on a vacant lot. The proposed one-and-a-half story residence with a gable roof and front ¿rrd side porches will be made up of primarily white fiber cement siding with an asphalt shingled roof. The residence will use a small cottage model from the Moser Design Group Home Collection. This is a permanent construction and will be used solely as a single-family residence. The review of this request should focus on its compatibility to the adjacent property owners L3.3.1 Height The proposed one-and-a-half story residence is approximately 22 feet in height to the peak of the main gable. The existing houses within the Woodson Terrace Historic District are between one and two stories in height. 1.3.3.2 Scale The house will have a footprint of 56'-8" by 34'and approximately 1,900 square feet of living space according to the attached site plan. The average square footage of homes in this neighborhood vary. This proposed size is compatible with many of the adjacent properties along East Main Street and within the Historic Overlay. 1.3.3.3 Setback and Rhythm o.f Spacing The house will be set back approximately 35 feet from the adjacent rights-of-way, which matches the residences on adjacent properties. The house will need to meet all setbacks requirements as described in the Gallatin Zoning Ordinance (Section 06.06, G.Z.O.). 1.3.3.4 Roqf Shape The proposed gabled roof is consistent with the character of the surrounding neighborhood. 1.3.3.5 Proportion and Rhythm of Openings The proposed front façade features four windows (three on the main floor and one on the upper floor), the main front entry, and the side of a screened-in porch. The side facades match the proportions of the front façade openings. These proportions are consistent with the character of the surrounding neighborhood. 1.3.3.6 Relationship o.f Materials, Texture. Details, and Material Color The materials (siding along facades, brick chimney and foundation) are consistent with the character of the surrounding neighborhood. 1.3.3.7 Orientation The main façade of the house will face Perrolee Street to match the adjacent residences RECOMMENDATION Staff recommends approval of the construction of a new house that matches the Certificate of Appropriateness application, this staff report, and accompanying attachments, as submitted. The new residence meets the following items from the Secretary of Interior's Standards of Rehabilitation: 9. New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the properry. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. 10. New addition and adjacent or related new construction shall be undertaken in such a manner that if removed in the future, the essential form and integrity of the historic properry and its environment would be unimpaired. Attachment 3-1 Historic Survey Inventory DEFINITIONS FROM THE CITY OF GALLATIN ZONING ORDINANCE Structure - An object constructed or installed by man, including but not limited to buildings, signs, towers, smokestacks, and overhead transmission lines. APPLICABLE \ilOODSON TERRACE HISTORIC DTSTRICT DESIGN GUIDELINES 1.2 DEMOLITION 1.5.1 Definition: The tearing down of a building. 1.5.2 General Principles Since the purpose of historic zoning is to protect historic properties, the demolition of a building which contributes historically or architecturally to the character and significance ofthe district is inappropriate and should be avoided. 1.5.3 Guidelines 1.5.3.1 Demolition is Inappropriate: o If a building is of such architectural or historical interest and value that its removal would be detrimental to the public interest; a If a building is of such old or uncommon design and materials that it could not be reproduced or be reproduced without great difficulty and expense; or a If its proposed replacement would make a less positive visual contribution to the district, or would be visually incompatible. 1.5.3.2 Demolition is Appropriate: a If a building has lost its architectural and historical integrity and importance and its removal will not result in a more negative, less appropriate visual effect on the district; a If a building does not conhibute to the historical or architectural character and importance of the district and its removal will result in a more positive, appropriate visual effect on the district. ANALYSIS The Tudor Revival style residence at 349 E. Eastland Avenue was originally constructed in 1936. Earlier this summer, a majority of the house was destroyed in a fire. Unfortunately, what remains has been deemed a safety hazard, and the entire house will need to be demolished. The property owners have been in communication with the Gallatin Building Codes Department throughout this process. Due to these circumstances, staff believes that this is one of the few instances where a COA for a demolition is appropriate in a historic district. Per the recommendation of our Certified Local Govemment (CLG) representative, the issuance of this COA will be primarily for record purposes. RECOMMENDATION Staff recommends approval of a Certificate of Appropriateness for the demolition of the destroyed residence at349 E. Eastland Avenue.
