A regular meeting of the Gallatin Historic District Commission was held on August 15, 2017 , in
the Engineering Conference Room of Gallatin City Hall. Chair Richey called the meeting to order
at 4:30 p.m. A copy of the meeting agenda is attached to these minutes as Exhibit A.

Mr. Wilson motioned to approve the July 11,2017 Historic District Commission minutes as
corrected. Mr. Thomson seconded the motion and motion passed by unanimous vote.
Item2 - Certificate of - Perrolee Street - New Residence
This item was deferred.
Ms. Love motioned to move Other Business to the next item on the agenda. Mr. Wilson
seconded the motion and the motion passed by unanimous vote.

o Review May discussion on Conservation Districts.
Chair Richey said the current Gallatin Overlay District Ordinance applies to the Historic
Districts. It does not provide for Conservation Districts or Landmark Districts. Step one (1)
should be to propose an amendment to the Overlay District to add Conservation Districts and
Landmark Districts City Council and the Mayor. He presented a copy of the Metro Nashville
Ordinance as a model. Design guidelines would be prepared for each of the districts. This first
step should come before the public square properly owners are approached about Conservation
or Landmark District overlays, notifying them of the type of protection available.
Chair Richey motioned to create definitions for Neighborhood Conservation District and Historic
Landmark Overlays to the Mayor and City Councii for approval.

Mr. Matchett said he would like to be assured that these overlays are in the by-laws of the
Historic District Commission before proceeding to the Mayor and City Council.
Ms. Ogden said the Planning Department would proceed for the Historic District Commission.
Reiterating information from the last meeting, Ms. Ogden reviewed the procedure that must be
followed to place the overlays on the public square and what the Historic District Commission
would review.
Chair Richey said he visited the public square to determine the spirit of the square and what
should be preserved. Certain façade features and windows are a part of what could be preserved
Ms. Ogden said those details are typically only reviewed in a historic district.
Chair Richey said the Commission may consider a Historic District overlay for the public square
instead of a Conservation District. Conservation District are generally related to areas such as
residential neighborhoods.
Ms. Love said it was decided in a previous meeting not to pursue overlays on the public square.
Chair Richey said the decision was to look at the pros and cons of overlays on the public square.
Ms. Ogden said Chair Richey spoke to some property owners on the square and provided their
commcnts. At that time, the Commission asked that Conservation Districts and Preservation
Districts be presentcd.
Mr. Matchett said it is valid to look at Conservations Districts as a potential tool.
Ms. Ogden said if the overlay is added to the ordinance it could be applied to other
neighborhoods in the future.
Mr. Matchett said the Commission began in 1991 and this is the first time that vacant land has
come for approval to build.
Mr. Matchett seconded the motion and the motion passed by unanimous vote.
Item 3 - Uodate/Certificate of A - 349 E. Eastland Avenue - Demolition
Ms. Ogden said this home was destroyed by fire and the Codes Department is in touch with the
heirs regarding demolition. Half of the home has been removed at this time. The Certified Local
Government Representation suggested that a Certificate of Appropriateness be issued as a matter
ofrecord.
Mr. Wilson motioned to approve the Certificate of Appropriateness. Mr. Thomson seconded the
motion and the motion passed by unanimous vote.

Item 4 - Certificate of appropriateness (Discussion) - 444 Wemyess Street - Brick Walkwa)¡
Ms. Ogden said the property owners have moved back into the house and are making
improvements to the brick walkway. The property owners have a handicapped child and took
back residence of the house a few weeks ago. The pathway was to be repaired; however, the
bricks desintigrated during the repair process. The bricks were added in the 1980's.
Mr. Thomson said the daughter of the original owner said the brick path was original to the
house, which was built in the 1930's.
Ms. Ogden said she would need documentation of when the path was built. The property owner
wants to replace the brick with stamped concrete. There is a grey area as to whether the path
replacement should be reviewed by the Commission. If there is proof that the path had historical
significance the Commission may want to review the replacement.
Mr. Matchett said walkways are not specifically noted in the guidelines.
Ms. Ogden said the walkway has to be usable. Restoring stone walkways and driveways to the
original materials may not be practical. The homeowner is considering restoring a small
enclosed porch and other basic improvements. The homeowners is knowledgeable on the
historic district guidelines.
Mr. Wilson said if the handicapped child requires a wheelchair, the current brick walkway would
not be safe. He does not believe the change to the walkway will detract from the appearance of
the house.
Chair Richey suggested that stamped concrete be incorporated into the guidelines in the future.
Ms. Ogden asked if the Commission would like to review walkways and driveways.
The Commission agreed that Staff should review walkways and driveways.
Ms. Love asked that the property owner be encouraged to pick a stamped pattem appropriate to
the house.
Item 5 - Update - 756 East Main Street
Ms. Ogden said she spoke to the estate attomey and the estate has gone to probate. The attorney
is working to find a handyman to complete the repairs on the house.
Mr. Wilson said the lawn needs to be mowed.
Chair Richey said the attorney promised she would hire a landscaper to keep the grass cut.
Chair Richey requested staff send a letter stating that the property and lawn must be maintained.

Ms. Love suggested the letter be sent by certified mail.
Mr. Thomson asked why the property has not been sold.
Ms. Ogden said the trust is still in probate.

Woodson Terrace Historic District.

DEFINITIONS FROM THE CITY OF GALLATIN ZONING ORDINANCE
Structure – An object constructed or installed by man, including but not limited to buildings, signs, towers,
smokestacks, and overhead transmission lines.
APPLICABLE WOODSON TERRACE HISTORIC DISTRICT DESIGN GUIDELINES
1.3 NEW CONSTRUCTION
1.3.1 Definition: The construction of any freestanding structure on any lot, or addition to existing structure.
1.3.2 General Principles
The guidelines shall apply only to the exteriors of buildings and, predominately, to areas of lots clearly visible
from public rights-of-way.
The public façades – front and street-related elevations – of proposals for new buildings shall be more
carefully reviewed than other façades.
Since construction in the Woodson Terrace Historic District has taken place continuously from late-nineteenth
century to the present, a variety of building types and styles have emerged which demonstrate the changes in
building tastes and technology over the years. New buildings may continue this tradition while complementing
and being compatible with other buildings in the area.
Reconstruction may be appropriate when it reproduces façades of a building which no longer exists and which
was located in the historic district, if: the building would have contributed to the historical and architectural
character of the area; if it will be compatible in terms of style, height, scale, massing, and materials with the
buildings immediately surrounding the lot on which the reproduction will be built; and if it is accurately based
on pictorial documentation.
Because new buildings usually relate to an established pattern and rhythm of existing buildings, both on the
same and opposite sides of a street, the dominance of that pattern and rhythm must be respected and not
disrupted.
New construction should be consistent with existing buildings along a street in terms of height, scale, setback,
and rhythm; relationship of materials, texture, details, and color; roof shape; orientation; and proportion and
rhythm of openings.
In the case of planned new construction between two buildings of equal height or varying heights, an
individual judgment will be made by the Gallatin Historic Commission as to compatibility of the design.
Historically, East Main Street structures were designed as single-family residences of solid, permanent
construction and remain so today. Accordingly, all new construction, additions, or relocation of any structures
within or to the Historic District shall be of permanent construction and employed solely as single-family
residence.
1.3.3 Guidelines for New Construction
1.3.3.1 Height
New buildings must be constructed to the same number of stories and to a height, which is compatible with
the height of adjacent buildings.
1.3.3.2 Scale
The size of a new building; its mass in relation to open spaces; and its windows, doors, openings, and
porches should be visually compatible with the surrounding buildings.
1.3.3.3 Setback and Rhythm of Spacing
The setback from front and side yard property lines established by adjacent buildings must be maintained.
When a definite rhythm along a street is established by uniform lot and building within, infill new buildings
should maintain the rhythm.
1.3.3.4 Roof Shape
The roofs of new buildings shall be visually compatible, by not contrasting greatly with the roof shape and
orientation of surrounding buildings.
1.3.3.5 Proportion and Rhythm of Openings
The relationship of width to height of windows and doors, and the rhythm of solids to voids in new buildings
shall be visually compatible with surrounding buildings.
1.3.3.6 Relationship of Materials, Texture, Details, and Material Color
The relationship and use of materials, texture, details, and material color of a new building’s public façades
shall be visually compatible with and similar to those of adjacent buildings, or shall not contract
conspicuously.
1.3.3.7 Orientation
The site orientation of new buildings shall be consistent with that of adjacent buildings and shall be visually
compatible. Directional expression shall be compatible with surrounding buildings, whether that expression
is vertical, horizontal, or non-directional.
ANALYSIS
The applicant requests approval for the construction of a new house on a vacant lot. The property
is located at the northeast corner of N. Hume Avenue and Perrolee Street, which is located in the
Woodson Terrace Historic District. This property is currently zoned Residential-10 with an H-1
historic zoning overlay (R10, H1).
Historical Data
This property is currently vacant. The property was split from the adjacent property to the north
in 2016.
Project Description
The applicants have the undeveloped lot at 361 N. Hume Avenue/408 Perrolee Street under
contract and have submitted a Certificate of Appropriateness for approval to construct a new
residence on a vacant lot. The proposed one-and-a-half story residence with a gable roof and
front and side porches will be made up of primarily white fiber cement siding with an asphalt
shingled roof. The residence will use a small cottage model from the Moser Design Group Home
Collection. This is a permanent construction and will be used solely as a single-family residence.
The review of this request should focus on its compatibility to the adjacent property owners.
1.3.3.1 Height
The proposed one-and-a-half story residence is approximately 22 feet in height to the peak of the
main gable. The existing houses within the Woodson Terrace Historic District are between one
and two stories in height.
1.3.3.2 Scale
The house will have a footprint of 56’-8” by 34’ and approximately 1,900 square feet of living
space according to the attached site plan. The average square footage of homes in this
neighborhood vary. This proposed size is compatible with many of the adjacent properties along
East Main Street and within the Historic Overlay.
1.3.3.3 Setback and Rhythm of Spacing
The house will be set back approximately 35 feet from the adjacent rights-of-way, which
matches the residences on adjacent properties. The house will need to meet all setbacks
requirements as described in the Gallatin Zoning Ordinance (Section 06.06, G.Z.O.).
1.3.3.4 Roof Shape
The proposed gabled roof is consistent with the character of the surrounding neighborhood.
1.3.3.5 Proportion and Rhythm of Openings
The proposed front façade features four windows (three on the main floor and one on the upper
floor), the main front entry, and the side of a screened-in porch. The side facades match the
proportions of the front façade openings. These proportions are consistent with the character of
the surrounding neighborhood.
1.3.3.6 Relationship of Materials, Texture, Details, and Material Color
The materials (siding along facades, brick chimney and foundation) are consistent with the
character of the surrounding neighborhood.
1.3.3.7 Orientation
The main façade of the house will face Perrolee Street to match the adjacent residences.
RECOMMENDATION
Staff recommends approval of the construction of a new house that matches the Certificate of
Appropriateness application, this staff report, and accompanying attachments, as submitted. The
new residence meets the following items from the Secretary of Interior’s Standards of
Rehabilitation:
9. New additions, exterior alterations, or related new construction shall not destroy historic materials that
characterize the property. The new work shall be differentiated from the old and shall be compatible with the
massing, size, scale, and architectural features to protect the historic integrity of the property and its
environment.
10. New addition and adjacent or related new construction shall be undertaken in such a manner that if removed in
the future, the essential form and integrity of the historic property and its environment would be unimpaired.

Appendix: Outstanding Historic District Problem Properties
756 East Main Street
- Officer Jessica Jackson has an open case on the grass. She has also sent a citation to the
attorney responsible for the property as the repairs haven’t been completed. The re-
inspection date is/was September 7th.
- Planning staff sent certified mail to the attorney asking her to expedite the improvements for
both the house and the yard. The mail was received.
