'l32 West Moin Streel Gollotin, TN 37066-3244 (615)451-5796 www.gollotinonthemove.com MINUTES OF THE GALLATIN HISTOzuC DISTRICT COMMISSION October 10,2017 MEMBERS PRESENT STAFF PRESENT Thomas Richey, Chair Jillian Ogden, Planner II Kenneth Thomson, Vice Chair Marianne Mudrak, Board Secretary Roger Matchett, Secretary Johnny V/ilson Lynda Bradley MEMBERS ABSENT OTHERS None None A regular meeting of the Gallatin Historic District Commission was held on October 10,2017 , in the Engineering Conference Room of Gallatin City Hall. Chair Richey called the meeting to order at 4:30 p.m. A copy of the meeting agenda is attached to these minutes as Exhibit A. Chair Richcy movcd Itcm 2 to thc bcginning of the agenda. Item 2 - Certificate of Appropriateness - Perrolee Street - New Residence Ms. Jillian Ogden, Planner II, said this is a vacant lot and the applicant would like to build a new home on the property that is consistent with the neighborhood. A materials list and images of the house are included in the Historic District packets. Everything is consistent with the neighborhood and compatible with the surroundingarea. Staff supports approval of the Certificate of Appropriateness. Mr. Wilson motioned to approve the Certificate of Appropriateness. The motion was seconded by Mr. Thomson. Chair Richey asked who would install the fiber cement siding. Mr. Raymond Martin, applicant, said he had not contracted anyone to do the fiber cement siding work, at this time. Chair Richey encouraged Mr. Martin to be certain his contractor is experienced in installing fiber cement siding. The Historic District Commission voted on the motion and the motion passed by unanimous vote. Gallatin Historic District Commission Meeting Minutes 2 October 10,2017 Item 1: Approval of minutes from the September 12. 2017 Historic District Commission meeting. Mr. Wilson motioned to approve the minutes. Mr. Matchett seconded the motion and the motion passed by unanimous vote. Item 3 - Discussion - Current Historic Districts Classifications in the GZO Ms. Ogden said last month there was discussion about local landmarks designation. The local landmark is not in the City of GallatinZoning Ordinance; however, it is a State of Tennessee Code. Local landmarks are designated through Planning Commission upon recommendation of the Historic District Commission and must be approved by City Council. Ms. Ogden said Conservation Districts are not in the State Code and would go through the same process to create a conservation district. If approved, the process would be to designate a conservation district area. Particular guidelines would be created at this point. Chair Richey asked if Conservation Districts would be an overlay to the zone district. Ms. Ogden said it would be an overlay to the zone district. Chair Richey presented a booklet with preservation approaches used in the Metro Nashville area, including procedures for applying for Conservation District status. The booklet includes answers to frequent questions. He suggested a similiar handbook or handout along the same lines for the City of Gallatin. A subcommittee could be appointed to review how the handbook would be created using the Metro Nashville booklet as a model. Ms. Ogden said she'would research any materials the City has before preparing an official document to be available to the public. Any such document would have to be approved by City Council. Mr. Matchett asked if the Planning Staff would like the Historic District to pursue Conservation Districts. Ms. Ogden said Staff does see a need for some protections for buildings such as those on the public square. She would like to discuss this with the Mayor. Chair Richey asked Ms. Ogden if she would like help from a subcommittee. Ms. Ogden said right now staff will do the research. Chair Richey reiterated that staff would look at organizing a handbook for the public. Mr. Thomson left the meeting at this time Item 4 - Outstandine Historic District Problem Properties Ms. Ogden said 7 56 East Main Street has a court date of October 1 1 to determine the next step, since the owner died and the home may be auctioned off. The window has been fixed and the grass was cut by Public Works Department. Ms. Ogden said the attorney is still in charge of the estate. a Gallatin Historic District Commission Meeting Minutes J October 10,2017 Item 5 - Woodson Terrace Historic District Street Reports There were no reports. Item 6 - East Main Street Historic District Street Reports There were no reports. ItemT-OtherBusiness Ms. Love asked the status of the home at the end of Hume Street where a porch was being screened. Ms. Mudrak will research past minutes to determine what they say about the porch.
