AGENDA
The Gallatin Historic District Commission invites all members of the public to their
regularly scheduled meeting on Tuesday, July 10th, 2018 at 4:30 p.m. in the Engineering
Conference Room, Room 203 of Gallatin City Hall located at 132 West Main Street.
The agenda for this meeting is set as follows:

A regular meeting of the Gallatin Historic District Commission was held on May 8, 2018, in the
Engineering Conference Room of Gallatin City Hall. Mr. Kenneth Thomson, Chairman called the
meeting to order at 4:30 p.m. A copy of the meeting agenda is attached to these minutes as Exhibit
A.
Item 1: Approve Minutes – April 10, 2018 Historic District Commission Meeting.
Vice Chair Richey motioned to approve the minutes from the April 10, 2018 Historic District
Commission meeting with corrections. Ms. Love seconded the motion and the motion passed by
unanimous vote.
Item 2 – Certificate of Appropriateness Request – 509 East Eastland - Fence
Ms. Ogden said the applicant is requesting approval of a Certificate of Appropriateness in order
to construct a 6-foot tall wooden, board fence in the street side and rear yard of the property.
This property is located in the Woodson Terrace Historic District and is currently zoned R10-
Medium Density Residential District with an H-1 Historic Overlay. The fence will be built
behind existing trees and will not take up as much room as the previous picket fence installed on
the property. Staff recommends approval of the installation of the 6-foot tall wooden board
fence with the conditions listed in the staff report.
Mr. Nick O’Rick, applicant, said he is constructing the fence to keep his dogs in the yard.
Mr. Wilson motioned to approve the Certificate of Appropriateness with the following
conditions:
1. The applicant shall acquire a fence permit from the Building Department.
2. The applicant shall not block any line-of-site with the installation of the fence near the
intersection of Westland Street and East Eastland Avenue.
3. The applicant shall install the fence behind the existing tree line.

Vice Chair Richey suggested that a shadow box fence would give less of a wall effect than the
proposed solid fence.
Mr. O’Rick said he is open to building a shadow box fence.
Mr. Matchett suggested a decorative top to the exposed portion of the fence and showed Mr.
O’Rick an example.
The motion was amended to change the style of the fence to a decorative fence at the East
Eastland Street side with to four (4) feet with a decorative top to six (6) feet. Other boundaries
of the fence to be in shadow box style.
Vice Chair Richey seconded the motion as amended and the motion passed by unanimous vote.
Item 3 – Outstanding Historic District Problem Properties
Mr. Wilson said the Bank’s home needs the yard mowed.
Chair Thompson added that the porch repairs are not completed.
Ms. Ogden said she will check on the progress with the attorney for the property.
Item 4 – Woodson Terrace Street Reports
There were no issues to report.
Item 5 – East Main Street Historic District Street Reports
There were no issues to report.
Item 6 – Other Business
Ms. Ogden said she hopes to have an update on a public meeting for Conservation Districts at the
July meeting. There will not be a June meeting.
Item 7 – Adjourn
There being no further business to discuss, Chair Thomson adjourned the meeting at 5:15 p.m.

Downtown Conservation District – Boundary Discussion
For our July Historic Commission meeting, staff would appreciate some discussion on the
potential boundaries for a proposed Conservation District in the Downtown Square area. I have
included for you an exhibit showing the areas/properties included within the National Register
District in Downtown Gallatin. I am working to compile a list of people to notify of a public
meeting and would appreciate you feedback.
If you are aware of any other citizens/stakeholders that should be notified of the initial
informational meeting for the proposed Conservation District, please bring those names to our
meeting as well.
