Mr. Kenneth Thomson, Chairman called the meeting to order at4:30 p.m. A copy of the meeting agenda is attached to these minutes as Exhibit A. Item 1: Aoorove Minutes - Mav 8- 201 Historic District Commission Meeting. Mr. Matchett motioned to approve the minutes from the May 8,2018, Historic District Commission meeting with one correction. Mr. Wilson seconded the motion and the motion passed by unanimous vote. Item 2 - Downtown National Register District (and potential Conservation District) - Boundarv Discussion Ms. Ogden said she would like the Historic District Commission members to give input regarding borders for Downtown National Register District. She contacted Vice Chair Richey and he suggested the boundary be expanded to the Trousdale House and to the Garrott House. Chair Thomson said the animal hospital on Bledsoe Avenue and South Water Avenue, built in I 829 should also be added. Ms. Ogden said the public meetings will emphasize that potential Conservation District goal is to eliminate the possibility of demolition of these properties. The public meetings will likely be held in August. The Mayor and Ms. Jane Coleman, representing the State of Tennessee, will be invited to the meeting. Chair Thomson agreed that, beyond demolition protection, property owners are not interested in putting regulations on their properties. Mr. Wilson suggested the Glover House, behind Trousdale House, be included in the National Register District and potential Conservation District. Eastland Street, which is located in the \iloodson Terrace Historic District (H-9183-18). Attachment 2-l CertificateofAppropriatenessApplication Attachment 2-2 Elevations of Proposed Residence with Site Plan DEFINITIONS FROM THE CITY OF GALLATIN ZONING ORDINANCE Structure - An object constructed or installed by man, including but not limited to buildings, signs, towers, smokestacks, and overhead transmission lines. APPLICABLE WOODSON TERRACE HISTORIC DISTRICT DESIGN GUIDELINES I.3 NEW CONSTRUCTION I .3. I Definition: The construction of any freestanding structure on any lot, or addition to existing structure. 1.3.2 General Principles The guidelines shall apply only to the exteriors of buildings and, predominately, to areas of lots clearly visible from public rights-of-way. The public façades - front and street-related elevations - of proposals for new buildings shall be more carefully reviewed than other façades. Since construction in the Woodson Terrace Historic District has taken place continuously from late-nineteenth century to the present, a variety of building types and styles have emerged which demonstrate the changes in building tastes and technology over the years. New buildings may continue this tradition while complementing and being compatible with other buildings in the area. Reconstruction may be appropriate when it reproduces façades of a building which no longer exists and which was located in the historic district, if: the building would have contributed to the historical and architectural character of the area; if it will be compatible in terms of style, height, scale, massing, and materials with the buildings immediately surrounding the lot on which the reproduction will be built; and if it is accurately based on pictorial documentation. Because new buildings usually relate to an established pattern and rhythm of existing buildings, both on the same and opposite sides of a street, the dominance of that pattern and rhythm must be respected and not disrupted. New construction should be consistent with existing buildings along a street in terms of height, scale, setback, and rhythm; relationship of materials, texture, details, and color; roof shape; orientation; and proportion and rhythm ofopenings. In the case of planned new construction between two buildings of equal height or varying heights, an individual judgment will be made by the Gallatin Historic Commission as to compatibility of the design. Historically, East Main Street structures were designed as single-family residences of solid, permanent construction and remain so today. Accordingly, all new construction, additions, or relocation of any structures within or to the Historic District shall be of permanent construction and employed solely as single-family residence. 1.3.3 Guidelines for New Construction L3.3.1 Height New buildings must be constructed to the same number of stories and to a height, which is compatible with the height of adjacent buildings. 1.3.3.2 Scale The size of a new building; its mass in relation to open spaces; and its windows, doors, openings, and porches should be visually compatible with the surrounding buildings. 1.3.3.3 Setback and Rhythm of Spacins The setback from front and side yard property lines established by adjacent buildings must be maintained. When a definite rhythm along a street is established by uniform lot and building within, infill new buildings should maintain the rhythm. 1.3.3.4 Roof Shape The roofs of new buildings shall be visually compatible, by not contrasting greatly with the roof shape and orientation of surrounding buildings. 1.3.3.5 Proportion and Rh)¡thm of Openings The relationship of width to height of windows and doors, and the rhythm of solids to voids in new buildings shall be visually compatible with surrounding buildings. 1.3.3.6 Relationship of Materials. Texture. Details. and Material Color The relationship and use of materials, texture, details, and material color of a new building's public façades shall be visually compatible with and similar to those of adjacent buildings, or shall not contract conspicuously. 1.3.3.7 Orientation The site orientation of new buildings shall be consistent with that of adjacent buildings and shall be visually compatible. Directional expression shall be compatible with surrounding buildings, whether that expression is vertical, horizontal, or non-directional. ANALYSIS The applicant requests approval for the construction of a new house on a vacant lot. The property is located on E. Eastland Street west of N. Hume Avenue, which is located in the Woodson Terrace Historic District. This property is currently zoîed Residential-l0 with an H-l historic zoning overlay (R10, Hl). Historical Data This property is currently vacant. The previous residence located on this lot was demolished due to fire damage in20l7. Architectural drawings were approved by the Historic Commission in January 2018 for this same lot. However, that owner decided not to build the house. This is a new property owner. Project Descriptíon The applicant has submitted a Certificate of Appropriateness request for approval to construct a new residence on a vacant lot. The proposed one-and-a-half story bungalow-style residence with a walk-out basement has a side gabled roof with front gables and dormer details. The facades will be made up of primarily of hardiboard. There is a front porch and a rear deck for ingress and egress. This is a peffnanent construction and will be used solely as a single-family residence. The review of this request should focus on its compatibility to the adjacent property owners. The applicant shall acquire building permits as required by the Codes Department. 1.3.3.1 Height The proposed one-and-a-half story residence (with a walk-out basement) is approximafely 23'-3" feet in height to the peak of the main gable. The existing houses within the Woodson Terrace Historic District are between one and two stories in height. 1.3.3.2 Scale The house will have a footprint of 74'-4 ll2" by 35'-2" with approximately 2,335 square feet. The average square footage of homes in this neighborhood vary. This proposed size is compatible with many of the adjacent properties. 1.3.3.3 Setback and Rhythm qf Spacing The house will be set back approximately 32 feet from the adjacent rights-of-way, which is consistent with the residences on adjacent properties. The site plan indicates that the house will meet all setbacks requirements as described in the Gallatin Zoning Ordinance (Section 06.06, G.z.o.). 1.3.3.4 Roo-f Shape The proposed side gabled roof with front gables is consistent with the character of the surrounding neighborhood. 1.3.3.5 Proportion and Rh).thm of Openings The proposed front façade features four windows (two full-size, two half-size) with a covered front porch bracketed by stacked stone columns. All proportions are consistent with the character of the surrounding neighborhood. 1.3.3.6 Relationship of Materials, Texture, Details, and Material Color The materials (stacked stone columns and hardiboard siding) are consistent with the character of the surrounding neighborhood. The hardiboard siding will be gray and emphasized by white trim. L3.3.7 Orientation The main façade of the house will face E. Eastland Street to match the adjacent residences. RECOMMENDATION Staff recommends approval of the construction of a new house that matches the Certificate of Appropriateness application, this staff report, and accompanying attachments, as submitted. The new residence meets the following items from the Secretary of Interior's Standards of Rehabilitation: 9. New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. 10. APPLICABLE EAST MAIN STREET DISTRICT DESIGN GUIDELINES 1.2.2 General Principles - These guidelines shall apply only to the exteriors of buildings and to areas of lots clearly visible from public rights-of-way. Proposals for exterior work to be done on public façades - front and street-related elevations - shall be more carefully reviewed than to be done on other façades. Non-public façades shall mean those façades not visible from the street. 1.2.15.1 Fences Low retaining walls in front yards should be kept where they exist. Introduction of retaining walls where none existed should be avoided, if feasible. However, if introduced, the retaining walls should be visually conducive to the natural landscape of the property. Historic, stacked walls should be maintained in their natural state. Mortar pointing at stress points and in areas of retaining is appropriate. New stacked stone walls which are similar to the historic walls in the district are perfectly acceptable and highly encouraged. New or reclaimed, lower height, iron fencing may be appropriate for properties with pre- l 900 houses. Iron fencing is generally not appropriate for later houses. Low, wood-picket fences of a style and color which is compatible to the residence are appropriate in front or rear yards. Decorative board fences, usually taller, with wider boards set close together for privacy, may be appropriate around the rear yards ifthey are ofa style, texture, and color to match the property. In general, decorative board fences designed for privacy should not extend beyond the back yard area. Chain link, vinyl, metallic-like, or woven fences are inappropriate for front or visible side yards. They may be used in rear yards. If a portion of a rear fence is visible from the street, it must be camouflaged with hedge, vine, or appropriate landscaping. High, solid walls are inappropriate for a residential district. 1.3.3.9 Outbuildines 2 Garages and storage buildings should reflect the character ofthe existing house and surrounding buildings and should be compatible in terms of height, scale, roof shape, materials, texture, and details. If vinyl siding is used, it should be compatible to the architectural style of the house. No metal or vinyl storage buildings, garages, or carpofts are allowed. Garages, if clearly visible from the street, should be situated on the lot as historically traditional for the neighborhood. The location and design of outbuildings should not be visually disruptive to the character of the surrounding buildings. APPLICABLE SECRETARY OF INTERIOR'S STANDARDS FOR REHABILITATION 6. Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials. Replacement of missing features shall be substantiated by documentary, physical, or pictorial evidence. 9. New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. ANALYSIS The applicant is requesting approval of a Certificate of Appropriateness in order to construct a (at maximum) 6 foot tall wooden, board fence in the side and rear yard of the property and a 10' x 16' shed at720 East Main Street located in the East Main Street Historic District. This property is currently zoned Residential-15 with an H-1 historic zoning overlay (R-15, H-1). Hßtorícøl Data The property is located at the corner of East Main Street and Hillcrest Drive and contains a one and a half story brick residence constructed around 1930. The residence features a side gable roof with asphalt shingles, center brick chimney, and three gabled dormers. A driveway off East Main Street services the property, and an existing rock wall runs along the northeast property line. Proposed Fence The proposed fence will be installed in three sections as detailed below: - A 6' tall wood privacy fence with a finished top edge and flat captopped column supports along 100' of the rear yard and along 140' of the interior side yard - A 4' tall wood privacy fence where the fence extends approximately l0' past the front of the house - A 3.5' tall blade steel fence with a gate connecting the wood fence to the residence. The primary pulpose of the fence is to provide privacy from the adjacent property. The East Main Street Historic District Design Guidelines state that decorative board fences are appropriate for rear yards. Staff supports the applicant's request because it is more decorative than a standard board wooden fence as described in the East Main Street Historic District's Design Guidelines for new construction of fences as vvell as complies with the Gallatin Zoning J Ordinance. In Staffs opinion, the fence will not adversely affect the surrounding property owners as it will be mostly obstructed from view from the primary road, East Main Street, with existing vegetation. It will be visible from Hillcrest Drive. The applicant could consider straining the wooden portion of the fence to fuither hide it from view of passersby. The applicant should also be particularly aware of the view of the fence on the interior in the rear of the house as that is the side that will be visible from Hillcrest Drive. Additionally, there is an existing rock wall and rock stairs along the northeast property line in the area of the proposed fence. While the wall is on the applicant's property, the applicant's house and property sit higher than the adjacent property. The rock wall serves as the "retaining wall" that separates the two properties and will remain in place. Staff highly reconìmends that the applicant be sensitive to the location of the wall and make accommodations to not damage or remove the rock wall and its features as it stands. The applicant shall acquire a fence permit from the Building Department as required. Storøge Shed The proposed 10' x 16' shed will be located in the northeast comer of the property. The shed will resemble one of the attached exhibits, be constructed of wood siding, and be painted to match the existing residence. The shed will likely be visible from Hillcrest Drive. Staff believes this is an appropriate design and location for the proposed shed and matches the character of the East Main Street historic district. The applicant shall acquire a building permit by the Building Department (if required). RECOMMENDATION Staff recommends approval of the installation of the fence and the shed that matches the Certificate of Appropriateness application, this staff report, and accompanying attachments, as submitted, with the following conditions: L Construction of the proposed fence shall be sensitive to the location of the historic rock wall.
