BID Board Meeting, November 18, 2015, 3 PM, Rico Motors Agenda Call to order. Approval of October meeting minutes Voting items: Holidays promotion proposal from Sammy C - Millennium Media Reports: Financial report Trash can enclosure decorating project – Gallup MainStreet Arts & Cultural District and GallupArts have agreed to manage the logistics of this decorating contest for BID. Gallup MRA Plan and Cultural Plan proceeding on schedule. Public meeting held, steering committee meeting held. Special session of Gallup City Council has been set for December 8, prior to the regularly scheduled Council meeting on that date. The session will be the best and last opportunity for BID members to comment on the plans before City Council votes on the acceptance of these plans. NM MainStreet, with other NM Depts., conducted three day “Building Creative Communities Conference”. Members of GMSACD Board and City of Gallup staff attended. Several of the ideas presented have significant appeal for improving Gallup and are under review for feasibility. Gallup Electric Dept. invoice for installation of Coal Avenue decorative lights has been paid. BID spending plan for FY 16 to be finalized. Discussion of BID feasibility study for private capital fund ongoing. Historic District Nomination process continues. Gallup’s nomination may be heard at the December meeting of NM HPD in Santa Fe. NM Legislature Interim Committees have voted to approve several items that will help Gallup: Reinstate the Scenic By-Ways program, with specific funding provided to Tourism Dept. to manage and promote the program. Create tax credit incentive for firms that need to build a warehouse or other commercial building where an appropriate building does not currently exist. Increase the amount available as tax credit to owner of historic building or building in historic district from $25,000. to $100,000. The exact language of this bill has not yet been finalized. Credits program will continue to be managed by NM Historic Preservation Department. NOTE: these programs will have to go through the rest of the legislative/political process this year. Schedule next meeting of BID executive committee. Adjourn.
