Minutes BID Board meeting, October 17, 2016, 3PM, Rico Motors Guest: Joe DiGregorio: pedestrian crosswalk issues in downtown business district; restoration of neon Rotosphere sign. Motion to accept September meeting minutes: S. Gurley; 2nd M. Menapace Reports: Motion to accept monthly financial report: A. Biava; 2nd: S. Gurley Discussion of three hour presentation, with Q&A, at Second Street Event Center: Harvey Kaplan, New Mexico Historic Preservation Department Tax Credit manager Review of BID Annual meeting report. Report will also be mailed to all property owners Downtown lighting project update – City of Gallup will furnish estimate for each option requested BID sign grant program update –A M Appliance signs completed; Gallup Coffee Company sign will be installed by end of October. Silver Stallion sign will be installed after measures are taken for wiring. Several businesses have requested applications for next sign grant cycle, which will open after the Silver Stallion sign is installed. Review of potential project opportunity with Comcast Surveillance camera system update – Jon DeYoung briefly described City’s desire to have a surveillance camera pilot program Angled parking on 3rd Street update - discussion meeting will be held by BID President, City Manager & Assistant City Manager, Public Works Director and Police Chief to discuss traffic and street width considerations NM 188 Pedestrian Safety Improvement project continues. Project well received. Downtown sidewalks update – City will learn in April 2017 the result of City’s application for Our Town Grant, which includes planning sidewalk replacement in downtown business district. Discussion of NM MainStreet “Great Blocks” planning grant, for which Gallup MSACD will apply Downtown alleys and infrastructure update – discussion of erosion occurring where alleys meet rear exterior walls of businesses, which continues to cause damage to building foundations. This condition exists throughout the central (oldest) part of the downtown business district. Presentation to City Council: request to present at first regular meeting of November. City Manager informed BID that the meeting would likely be held on Wednesday, November 9 to due to voting related activities on November 8. Discussion of Coal Avenue businesses request to have an Arts Crawl event held in January and February. There was unanimous agreement that the winter events have low attendance. Gallup Arts should make the decision to conduct Jan and Feb events. BID will invite Gallup Arts Director to present again at November BID meeting. MainStreet Arts & Cultural District update – FB and GMSACD Board meeting with new GMSACD Executive Director tomorrow, Oct. 18. Director scheduled to start work in Gallup on November 1st. Downtown Rudy Radosevich Memorial Bicycle sculpture update - sculpture location has been moved to SW corner of Aztec & 2nd intersection. Ceremony will be held there on October 22 at 1 PM. Next BID Board meeting will be held Thursday, November 17. Joe DiGregorio described the dangers of crossing the street on foot downtown, especially for the employees working in the Federal and County buildings. Drivers do not slow down for pedestrians. Aztec, Hill, Courthouse, Main Library areas especially precarious. A. Biava, M. Menapace and Steve Gurley described additional intersections that are difficult for pedestrians. There was discussion of the effectiveness of 4 way stop signs. City Manager Ustick recommended that BID Board research situation, then vote to take the topic to an open general City Council meeting. J. DiGregorio offered to attend and support the BID request to Council. Discussion of City long range planning in view of likely increased pedestrian and vehicular traffic when the GLP Logistics Park and the BNSF Inland Port projects have been completed. Discussion of Archie Baca Jr.’s request to have a visible crosswalk between Jerry’s Cafe (a very busy 200 ft stretch all day) and his planned gift shop across Coal from Jerry’s. Discussion of need for bus stop signs with route map. Tommy Mimms is working on revising the routes. Joe DiGrgorio asked BID to consider paying for the restoration of the large “Rotosphere” neon sign that was in Lowe’s market parking lot for many years, after Joe has the sign brought back to Gallup from its present storage location in Albuquerque. Joe volunteered to ask NM EDD for funds for the restoration of the Rotosphere. Joe will also visit the Albuquerque shop that currently has the sign to determine the storage fee payoff figure. Restoration and placement of sign on city parking area near Chamber of Commerce is recommended in City of Gallup MRA Plan. Joe will inform the BID of the status of the sign after his meeting with the shop owner in Albuquerque. Motion to Adjourn: S. Gurley; 2nd: Jon DeYoung.
