Minutes     BID  Board  meeting,  Rico  Motors,  3  PM  January  19,  2017     Guest:  Liz  Hannum,  Executive  Director,  Gallup  MainStreet  Arts  &  Cultural  District.   Description  and  handout  with  2017  GMSACD  projects  Liz  will  recommend  to   GMSACD  Board.  GMSACD  Board  retreat  will  be  held  soon.     Call  to  order     Acceptance  of  December  meeting  minutes.  Motion:  S.  Gurley;  2nd:  M.  Ustick.   Approved     Voting  items:     B.I.D.  Trash  Receptacle  Decorating  Project  with  Artist  Contest  was  delayed  for   months  due  to  replacement  of  water  and  sewer  lines  along  the  street  at  entrance  to   the  City  (former  Alpine  Lumber)  facility  that  was  used  for  cleaning  and  painting  of   concrete  trash  receptacles  and  planters.  This  project  is  now  successfully  completed.   Archie  Baca  Jr.  owner  Jerry’s  Café  and  member  of  Board  of  Directors,  Gallup  B.I.D.   paid  all  costs  involved  with  the  work  throughout  the  duration  of  the  project.  In  this   manner,  materials  were  purchased  and  artists  paid  in  a  timely  manner.  This  Project   was  a  major  contribution  to  the  appearance  of  Gallup’s  downtown  business  district   and  accomplished  by  Gallup  Business  Improvement  District.   Motion  to  reimburse  Baca  &  Zarzyczny  Co.  Inc.  for  costs  borne  by  Baca  &  Zaraycny   during  the  execution  of  the  Gallup  Downtown  Trash  Can  Project:  J.  Rich;  2nd:  L.   Garcia.    Approved.     A.  Baca  also  thanked  M.  Ustick  for  the  support  of  City  of  Gallup  Parks  &  Rec  Dept  for   moving  the  receptacles  during  the  project     Motion  to  delete  the  amount  allocated  (17,500)  to  the  budget  for  Downtown   Lighting  Project.  Funding  will  be  reinstated  in  budget  created  for  next  fiscal  year:     A.  Baca;  2nd:  M.  Ustick.  Approved     Monthly  Financial  Report:  Motion  to  accept  Financial  Report:  M.  Ustick;  2nd:  J.  Rich.   Approved     Relocation  of  BID  office:  J.  Lazarz  has  been  hired  as  Gallup  Marketing  Director  and   Gallup  Tourism  Director,  and  will  oversee  the  operation  of  El  Morro  Theater  and   Gallup  History  Museum  (Rex).  Using  the  space  at  205  W.  Coal  for  a  theater  and   tourism/tourist  information  office  for  J.  Lazarz  and  assistant(s)  is  very  practical   because  of  the  high  visibility  of  this  space  and  its  location  within  the  theater   building.  City  of  Gallup  has  offered  B.I.D.an  office  space  within  the  Gallup  Joint         development  work  in  exchange  for  the  space.  Gallup  MainStreet  Arts  &  Cultural   District  is  also  moving  to  the  Utilities  Building.    B.I.D.  will  leave  the  custom  made   furniture      Motion  to  approve  move  of  BID  to  Utilities  Building  &  leave  furniture  at  205  W.  Coal   for  use  by  J.  Lazarz  and  staff:  A.  Baca;  2nd:  S.  Gurley.  Abstained:  M.  Ustick.   BID  will  sign  MOU  for  use  of  Utilities  Building  space,  as  written  by  City  Attorney  G.   Kozeliski.         Reports   Security  camera  plan  update  –  Jon  DeYoung  reviewed  idea  to  use  Wi-­‐Fi  because  it   can  be  expanded.  Discussion  of  issues  associated  with  area  wide  Wi-­‐Fi  availability.   Jon  will  continue  researching  options  for  a  pilot  program.       Gallup  Indigenous  Indian  Art  Market  August  2017.  Committee  includes  prominent   Native  American  artists,  who  are  setting  up  a  jury  committee  to  accept  artists  into   the  Indigenous  Art  Market  show.  Marketing  will  extend  to  source  markets  for  Gallup   in  an  effort  to  stimulate  hotel  stays  and  discretionary  spending  downtown  during   the  week  of  Gallup  Inter-­‐Tribal  Ceremonial,  as  requested  by  Ceremonial  Board   President  during  December  7  meeting.  Visitors  to  2016  Ceremonial  stated  “there  is   not  enough  to  do  downtown  during  the  week  of  Ceremonial.  Indigenous  Art  Market.   Art  exhibited  during  Indigenous  Art  Market  will  not  be  judged,  no  prizes  will  be   awarded.  Indigenous  Market  will  compliment  the  Ceremonial  Preview  Night.    Jury   committee  will  make  every  effort  to  make  certain  that  no  jewelry  will  be  exhibited   that  is  not  authentic  Native  American  work.  BID  Board  members  support  the   Indigenous  Art  Market.     Gallup  Development  Investment  Consortium  –  next  planning  meeting  will  be   February  16,  10  am,  at  Gurley  Ford  conference  room.     Property  lien  was  placed  on      W.  Rt.  66,  which  was      years  in  arrears  for  the  BID   special  assessment  fee.  This  property  was  sold  privately,  without  involving  a  Title   Company.  City  of  Gallup  notified  the  new  owner  that  he  now  owed  the  amount  of  the   lien.  BID  asked  Gallup  City  Attorney  if  there  is  a  mechanism  for  the  new  owner  to   work  through  this  lien  issue.  Answer:  the  assessment  fees  are  billed  and  checks   collected  by  the  municipality,  City  of  Gallup.  The  lien  on  the  property  was  agreed  to   by  City  of  Gallup  and  Gallup  BID,  then,  ordered  by  the  Court.  It  is  a  straightforward   process.  The  new  owner  must  obtain  relief  directly  from  the  seller.     City  Manager  Ustick  presented  the  update  on  the  alley  rehabilitation  pilot  project   planning  meeting,  which  was  attended  by  Architect  Will  Powell,    Asst.  City  Manager,   City  Public  Works  Director,  City  Electric,  Utility  and  Sanitation  Departments,  DiPauli   Engineering.    That  meeting  included  a  lengthy  discussion  of  new  commercial  trash   receptacles  that  occupy  less  space  than  the  “herbies”  currently  in  service.  In   addition,  they  are  emptied  by  trucks  that  are  smaller  than  the  trucks  currently  in   use  in  Gallup  –  smaller  size  (footprint)  as  well  as  lower  height.  This  system  will  be   much  better  for  collecting  trash  in  the  narrow  alleys.  Next  meeting  of  the  planning   group  with  Mr.  Powell  will  be  on  February  21  in  Gallup.   Meeting  in  Santa  Fe  with  Creative  Director  of  Wise  Fools  Performance  group  to   discuss  fund  seeking  for  performance  in  Gallup  on  July  29.  Wise  Fools  and  BID  will   continue  to  seek  funding.     Charlie  Deans,  Principal  at  Community  By  Design,  which  created  Gallup’s  downtown     Metropolitan  Improvement  Area  plan,  gave  a  presentation  to  Gallup  City  Council  on   January  10.  He  explained  the  benefits  of  initiating  a  TIF  District  to  dedicate  funds   from  any  increase  in  downtown  property  tax  amounts  above  the  current  amount  to   projects  that  will  enhance  the  business  appeal  of  the  downtown  commercial  district.   The  TIF  concept  does  not  provide  a  new  tax.  It  dedicates  the  increase  in  the  amount   collected  over  and  above  a  base  amount  specified  (i.e.  current  tax  level)  a  twenty-­‐ year  period  to  downtown  improvement.  Council  discussed  the  idea  and  agreed  to   vote  on  it  at  the  February28  Council  meeting.     Summary  of  report  commissioned  by  City  of  Gallup  to  analyze  the  BID’s  Annual  Rt.   66  Freedom  Ride  Flight  Cruise  event  in  2016.    Total  area  economic  impact  from  the   event  was  $295,453.  Tax  impact  was  $26,000.     Meeting  with  Trisha  Korbet,  USEDA  Representative  for  New  Mexico  and  West  Texas.   There  is  an  opportunity  to  apply  for  a  grant  for  downtown  improvement  to  renovate   the  Historic  masonic  Hall  at  106  W.  Aztec.  BID  Director  F.  Bee  will  work  with  COG   Director  J.  Kiely  on  the  grant  application.     Review  of  Gallup  ARTS  January  14  ”Community  Brainstorming”  Meeting.  Receiving   input  from  a  wide  spectrum  of  area  residents  about  the  monthly  Arts  Crawl  events   was  very  positive  development.  GA  Director  R.  Eason  distributed  a  schedule  of  the   themes  for  each  month’s  event  during  2017  (calendar  year).     Meeting  on  January  13:  M.  Ustick,  L.  Hannum  and  F.  Bee  to  discuss  ways  that  City,   GMSACD  and  BID  can  work  together  on  a  permanent  basis.       M.  Ustick  described  statewide  effort  by  NM  to  improve  the  use,  efficiency  and  results   of  the  Lodgers  Tax  program.  The  Lodgers  Tax  application,  approval  and  dispersal  of   funds  process  itself  will  change.       Next  Board  meeting  will  be
