Minutes BID Board meeting, Rico Motors, 3 PM February 16, 2017 Call to order Acceptance of minutes of January Board Meeting. Motion to accept as written: S. Gurley; 2nd: JM DeYoung. Approved. Monthly Financial Report: Motion to accept as written: S. Gurley; 2nd: L. Garcia. Approved Reports Update on relocation of BID office space. Move postponed until mid-March when carpet is installed. Downtown district security camera plan update: Jon DeYoung described cameras that Gallup IT Department is examining for the pilot project. Jon also described discussions with Metro Dispatch for real-time monitoring of the cameras and response to incidents. Planning continues. Next update will be provided at March BID Board meeting. Planning team for rehabilitation of alley between Coal & Aztec /1st & 2nd Streets will meet again with William Powell, NM Main Street consulting architect, on Tuesday, February 21. W. Powell will present design concepts. NM State Electrical Inspector will attend this meeting and tour the alley and the electrical connections throughout the alley in block between 1st and 2nd Street, Coal Avenue and Aztec. It will not be an inspection. Rather it will be an informational visit to provide guidance to Gallup Electric Department on the NM recommendations for change of electrical cabling and connections along the block. City Council will vote at scheduled Feb 28 Council Meeting on establishing a Tax Increment Financing District within boundaries of Gallup MRA Plan. TIF concept and potential for Gallup was presented at January 10 City Council meeting by Charlie Deans, Community By Design. BID Board support is important to secure passage of this program to support downtown business district revitalization. GEDA met on January 20 to develop Gallup McKinley Legislative Priorities. Those projects were incorporated into a brochure that was printed and presented to Governors office during Gallup Day visit. The brochure will be developed earlier for next year’s distribution in order to impact the budget planning “Interim” Committee hearings held during the seven months preceding the meeting of the Legislature (and Gallup Day). Report on January 23rd meeting with Richard Matske and Eric Winkler, City of Gallup Utilities, to discuss the BID request for installing antique style lights in additional blocks of Coal Avenue. There will be work and costs associated with this project that the Electric and Utilities Departments is not able to predict. Cost of sidewalk removal and replacement, cost of water and sewer work are examples. Cost of material and labor for installation of poles and lights in one block will be approximately $50,000. Report of January 24 meeting with Jeff Condrey, NW NM COG. We discussed steps for determining action plan after receipt of report from Highland Economics on job loss/ job creation in the NW section of New Mexico. January 27 meeting with consultant Elmo Baca to facilitate contract for developing plan for use of 106 W. Aztec. February 2 meeting with Liz Hannum, GMSACD to discuss plans and working with BID. Report on February 8 final meeting between NWNM planning group and principals of Highland Economics to discuss the findings in report on NWNM economic condition and suggestions for thinking about next steps. Report on February 9 press conference at NM Capitol Roundhouse: Patty Lundstrum, Gallup Land Partners, BNSF, NM EDD Cabinet Secretary Geisel, Governor Martinez. Report on February 9 meeting of Cibola, San Juan, McKinley working group with Tri- State Power Co-op consultants and management to discuss ideas for working together to attract new industries and jobs to the land surrounding Escalante Power Plant. Report on Gallup Day reception. Event was well managed and well attended. The number of Legislators attending was greater than prior year. Report on February 15 Indigenous Art Market planning meeting. The process is on schedule. Committee will continue to meet regularly. It has become apparent that this event will require at least 6-8 Red Rock Security guards. BID has agreed to pay for the security. Report on February 16 Gallup Investment Consortium planning meeting.
