Minutes     BID  Board  Meeting,  3PM,  March  14,  Rico  Motors       Call to order. Motion to accept February Minutes as written: L. Garcia; 2nd: A. Biava Motion to accept Financial report: S. Gurley: 2nd: M. Menapace Reports: Repair of kiosks, including replacement of damaged glass panels. The work will coincide with, and compliment, the improvement being made in the Walkway under “Clean & Beautiful” grant awarded to City of Gallup. Downtown business district security video camera pilot program update – J. DeYoung presented a pilot program plan to Mayor and Council. Jon will share the guidance provided by Council at the April BID Board meeting. Report on March 1 Clean & Beautiful Walkway improvement project meeting, including the downtown cleanup effort. Report on February 21 alley improvement (sewer, water, electrical, surface, trash containers, etc.) planning meeting, including remarks of NM State Electrical Inspector, renderings from W. Powell. Discussions with property owners are ongoing. Update on relocation of BID office – move at the end of March. City Council approved downtown TIF District. CFO Holland will coordinate the collection and management of the TIF funds. Report on new quote from Gallup Utilities Dept. for installation of antique style street lamps on West Coal Avenue. Electric Department will continue discussion with BID to determine the most efficient way to do the project. Report on meeting with American Tent Company at Courthouse Plaza to review possible set-up for Indigenous Art Market and Rt. 66 Freedom Ride Flight Cruise events. Based on available funds, 2017 Ride Flight Cruise committee decided to hire American Tent to set up the same configuration that was used in 2016. Cost will be within $100. of the cost last year. Report on March 1 presentation/discussion at NM History Museum. Topic: “How the presence of an art school is an economic driver for the downtown area.” This was presentation and discussion by Mayor of Greenville, SC and Mayor of Santa Fe. The concept may work well in Gallup. It would require a lot of time, money and effort. BID can help with planning and fund raising. March 2 meeting with Photo Imaging Specialist, Photo Archives at NM History Museum in Santa Fe. Established a method to keep up with new inventory of images of historic buildings in Gallup as they a re added to the collection, especially images taken by Hight and Mullarky. Such images are very important for securing assistance, tax credits and funds through the NM Historic Preservation Dept. Executive Director worked March 8 at NM Capitol to speak in support of Economic Development Day (including Main Street) at the Rotundra; and to speak to Legislative Committee about a bill setting the ground to create legislation that benefits rural downtown areas. This bill proposes extending some of the flexibility in building code compliance found in Historic Building codes to older legacy buildings that are not in a Historic District nor have been registered on the Federal Register of Historic places. The bill was tabled for being too general in its language, not specific enough. Committee members supported the concept. The bill will be revised and submitted again next year. Discussion of the Memorial introduced by Rep. Lundstrum and passed unanimously during legislative session. It directs Workforce Dept., Energy Mineral and Natural Resource Dept., and Economic Development Dept. to work together, and also include local planning group in Gallup/McKinley and Cibola, to develop an actionable plan for replacing the jobs lost by decline in the coal industry.
