Gallup Business Improvement District Board Meeting, June 22, 2017,

Call to Order
Motion to accept Minutes of May 18 Board Meeting: S. Gurley; 2nd: J.
Rich; Abstain: L. Garcia. Approved
Motion to accept monthly financial report: L. Garcia; 2nd: M.
Menapace. Approved
Voting Items: FY 2018 budget.
Lengthy discussion of BID commitments to support two City Downtown
projects – Alley reconstruction and beautification project; and Coal
Avenue Event Street project. City Manger estimates that the funds
committed by BID as a match to the NEA “Our Town” grant for
planning and construction drawings for Coal Avenue Event Street
Project will be needed during FY 18; while funds for replacement of
electric meters as part of the Downtown Alley reconstruction Pilot
Project will be needed during FY !9.
Board agreed to include $25,000 Match payment to City to fulfill
requirement for NEA grant as a line item in FY 18 budget. A letter
confirming that will be provided by BID to City of Gallup City Manager
to provide to City of Gallup Purchasing Department. BID will be
invoiced by City of Gallup at a later date, when the funds are actually
needed for the project.
Discussion of the few BID assessment fee accounts that have never
paid. Approaches should be developed to negotiate payment of the
outstanding fees, especially those that have been liened by City of
Gallup.
Discussion of City of Gallup’s decision to hire and have five more police
officers on duty this year. Discussion of BID spending on private
security patrols downtown during the summer season.
Discussion of errors in Gallup Independent description of the Coal
Avenue project. As a “correction”, Independent will interview Rose
Eason, Gallup Arts Executive Director, and publish a story about the
project with correct details.
Discussion of one-time expenditure for private security for large First
Annual Gallup Native Art Market.
Motion to approve the BID FY 18 budget, incorporating elimination of
existing provision for $16,000 wages for Administrative Assistant and
one-time transfer of $20,000 from money market account to checking
account to help cover $25,000 commitment for BID match to City of
Gallup Our Town NEA grant award: J. Rich; 2nd: L. Garcia. Approved.

“Clean & Beautiful” grant - for Downtown Walkway improvement
“Our Town” grant - for engineering & construction documents for Coal
Avenue reconstruction, per Gallup MRA Plan
Annual Gallup Rt. 66 Freedom Ride Flight Cruise (Freedom Festival)
event permit was approved by City Council.
Native American Art Market, August 9 - 14 – BID providing security by
Red Rock.
May 19 Economic Development Roundtable held at UNM Gallup,
coordinated by GGEDC, moderated by NWNMCOG J. Kiely. Topics: 1.
Workforce Development, 2. Housing Needs in Gallup.
Red Rock Security downtown for summer 2017 – City has provided
some unused Rex Museum space for writing reports, etc.
RFC event: Lodgers Tax, event permit, sponsor
Downtown building rehabs: Owners of 210 W. Coal and 306 W. Coal
(Ricca) working with architectural firm that specializes in historic
buildings
Gallup Native American Art Market - planning is ongoing. City is
sponsor. BID, which is not a sponsor, is providing private security.
Sign grant program –two signs are now being fabricated, several more
in discussion stage.
Annual Relay for Life was successful. Better attendance and increase in
funds raised for American Cancer Society
