MINUTES Gallup Business Improvement District Board Meeting July 20, 2017, 3 PM, at Rico Motors Call to Order Motion to accept minutes of June 22, 2017 Board Meeting: S. Gurley; 2nd: L. Garcia. Approved Motion made to create a new budget line item for the BID’s $2000. match to the “Clean & Beautiful” Grant awarded to City of Gallup: A. Biava; 2nd: A. Baca. Approved. Motion to approve monthly financial report: A. Biava; 2nd: A. Baca. Approved. Voting Items: BID Sign Grant reimbursement applications – 1. Motion to approve Linda Bolby, OPO Art, Inc., 112 W. Hill St. sign application. Contractor Hinkley Signs – Cost of project: $4874.00; reimbursement: $3655.00: S. Gurley; 2nd: M. Ustick. Approved. 2. Motion to approve City Electric Shoe Shop sign application: Contractor Ric Sarracino - Cost of project: $3500.00; reimbursement: $2625.00: A. Biava; 2nd: M. Ustick. Approved. Reports Downtown coordination meeting, June 26: City manager convened a working group for “Our Town” grant project- for engineering & construction documents for Coal Avenue reconstruction, per Gallup MRA Plan. Plan will be created to provide information to and obtain input from local community. Bohannan-Huston will host discussions of the revision to City of Gallup Land Development Standards at Event Center on Second Street on Tuesday, August 1. Gallup LDS was last updated in 1996. BID Board session with B-H and City /Staff is scheduled for 2:30 – 3:30 PM. Annual Gallup Rt. 66 Freedom Ride Flight Cruise (Freedom Festival) final “walk through” planning meeting on Monday, July 2 with event planning committee and Fire, Police, Parks & Rec Depts. City support has been crucial to making the total event successful. Print advertising is placed and TV, radio and social media are running now. Event will be larger than 2016 – twice the number of hot air balloons, more out-of-market car owners, larger tunnel of fire event. BID Board Executive Committee met on July 14 to discuss relationship between BID and Gallup MainStreet Arts & Cultural District organizations, including GMSACD vision & approach to its work plan. GMSACD Board President recently resigned from the Board for personal time constraint reasons. New President will be elected at GMSACD Board meeting on August 8. GMSACD Treasurer is currently Interim President. BID Executive Committee will schedule a meeting with GMSACD Executive Committee after new president is elected. Land Of Enchantment Opera organization will conduct a shorter season this year. It will not request funds from BID this year. It is rebuilding for a stronger season next summer and will keep the BID advised on its progress. Structural Engineer and Architectural firm have examined (separately) 210 W. Coal and 306 W. Coal for renovation. Gallup ARTS monthly Art Crawl report distributed to Board. Art Crawl continues to be successfully planned and managed, with 800 – 1000 attendees each month. BID will visit with new Gallup City Attorney to review the process and collection of court ordered liens on delinquent accounts. Will try to meet with City Atty. in September. City Manager invited Gallup MainStreet Arts & Cultural District Executive Director Liz Hannum and Board President Brett Newberry to provide a presentation on activities of the past fiscal year and plan for coming year. L. Hannum presented Annual Report 2016 – 2017, which was followed by 40 minute Q&A with members of BID Board: Design section: window wraps on 2 vacant stores on Coal Avenue; MainStreet Design Services provided by consultant for alley improvement project; a long-term goal: artist incubator space; a long term goal – relocate auto dealerships away from downtown business district. Promotion section: scavenger hunt; locate volunteers to work during City sponsored Native Art Market, August 10 - 14; monthly downtown networking dinner. Economic Vitality section: Coffee hours held to encourage entrepreneurs; anticipate receiving $4000 grant to teach business succession planning; designing a logo for consignment boutique on Coal Avenue. FY 17 accomplishments listed were mostly accomplished by BID. Organization section: seeking to raise funds through the Kentucky Derby dinner held at Hilton Garden Inn, and sales of Christmas Ornaments; educate community about MainStreet and ACD programs; collaborate with area organizations, work toward achieving Main Street ‘Fully Certified” status.  Projects: Renovate Alpine lumber into business incubator for artists. This Alpine renovation is not endorsed or supported by City Staff or City Council, which intend a different use for the building, which is included in Gallup Master Plan. Funding for planning phase for an incubator is uncertain. Participating with other organizations in City of Gallup effort to create planning documents for Coal Avenue Event Street project, as funded by “Our Town” grant. Planning and building 100 unit housing structure in downtown Gallup. Every component of the project is highly speculative. BID Board requested a meeting between BID Board Executive Committee and GMSACD Board Executive Committee to discuss GMSACD focus for the coming fiscal year, steps toward securing full “Certification” for the Gallup program from National/New Mexico Main Street management; potential funding request for GMSACD from Gallup BID for FY 18. This meeting will take place after the expected confirmation of B.Newberry as GMSACD Board President. L. Bonaguidi and B. Newberry will coordinate the scheduling.
