MINUTES Gallup Business Improvement District Board Meeting October 19, 3 pm, Rico Motors Call to order Motion to accept Minutes of September 27 BID Board Meeting: J. DeYoung, 2nd: M. Menapace. Approved Motion to accept Monthly Financial Report: A. Biava, 2nd: M. Ustick. Approved. Voting items: Motion to approve two Sign Grant Program applications: A. Baca, 2nd: A. Biava. Approved. 1. Weaving in Beauty – cost of sign: $3086.91. BID Program reimbursement: $2315.18. 2. Native Jewelers Supply - cost of sign: $3195.22. BID Program reimbursement: $2396.42. Discussion of request by J. Rich to change the BID Sign Grant Program and the BID Façade Improvement Program was postponed. Reports: Discussion of Rt. 66 pedestrian improvement area beautification with “Clean & Beautiful” grant – Ben Welch, City of Gallup, will meet with UNM-G's welding department to discuss having students create western themed sculptural elements Contract for Design Services, including construction documents, for Coal Avenue Event Street & Creative Place making project: Committee selected Wilson & Company architectural firm. Budget was approved by City Council. Contract was awarded. This process will take many months. BID will receive monthly updates. Presentations to BID and public will be made during this time. F. Bee presented to New Mexico Economic Development Commission planning meeting, which was held in Gallup. Described formation and efforts of Gallup BID, Gallup MainStreet and Gallup Arts & Cultural District and successful pursuit of National Historic District designation for Gallup Downtown Commercial District. Made request for ED Commission to include in its five-year plan for New Mexico an approach to convince New Mexico Finance Authority to follow federal HUD guidelines for allocating CDBG funds for Gallup and similar size cities in New Mexico. The funds are badly needed for downtown revitalization. Changes to City of Gallup Special Event Ordinance were approved by Council to facilitate "No Parking" on Coal Ave and Second Street prior to Arts Crawl events and other events requiring street closures. Alley improvement pilot program update: Work in progress. RFP for construction will go out within next two months. GMSACD update – Board developed and voted to adopt FY 18 work plan based on Main Street four-point approach. Arts Crawl update Downtown Night Out update Motion to adjourn: A. Baca; 2nd: M. Menapace.
