Minutes Gallup BID Board of Directors Meeting Rico Motors, 3 PM, June 19, 2018 Guests: Stan Henderson, Director of Public Works, City of Gallup and Marc DiPauli, DiPauli Engineering re: City of Gallup request for BID support for 2018 Alley Improvement Pilot Project. BID was asked to pay for the connections of the new electrical boxes to be installed on each property owners building as part of the Alley Project being planned for the alley between 1st & 2nd Streets, and between Coal Avenue & Aztec Avenue. BID will not be responsible for hookups at Public Buildings: City Hall, Council of Governments. NOTE WELL: Comcast and Century Link are not part of the City alley project. They may or may not increase the billing rate after the project. Thirty minute discussion. Call to order. Acceptance of Minutes of May 15, 2018 Board meeting Acceptance of Monthly Financial Report Voting items: City of Gallup’s request for funds in support of 2018 Alley Improvement Pilot program. This motion replaces the letter of commitment given to City of Gallup after the June, 2018 BID Board meeting, Motion by J. Rich: Gallup BID Management Board agrees to let the City select by an RFP process, manage and pay the electrical contractor that will perform the hook up to the private property owners buildings as part of the Alley Pilot Project, rather than the BID directly contracting for that work. Gallup BID agrees to pay to the City of Gallup the amount shown in the winning proposal when City issues the RFP for the entire alley reconstruction project. If the actual cost exceeds the amount shown in the winning contractor’s bid, City of Gallup will pay the difference between the amount bid and the actual cost. BID will promptly provide the funds to the City of Gallup upon completion of project and acceptance and approval of the work by City Of Gallup. The preliminary estimate for this specific part of the project is $35,000. If the bid for electric work is extraordinarily high, city of Gallup may have to re-bid the project. 2nd: L. Garcia. Approved by Board. Motion to accept BID budget for FY 19: S. Gurley; 2nd: A. Biava. Approved. Reports: Downtown security camera pilot program update – JM DeYoung - postponed Skate park update – M. Ustick - Grand Opening scheduled for Saturday, July 28, 10:00 am. May 16 - Discussion with Jessica Falk, Area Director US EDA, about potential availability of grants for Gallup projects. May 17 – Meeting with Jacqueline Martinez, Senior Fiscal Analyst, NM Legislative Finance Committee May 18 – mailed invitations to BID members for May 23 focus group meeting between BID property owners and consultants on the Coal Avenue Commons project May 22 – Gallup Freedom Ride Flight Cruise event planning meeting at Gurley Ford May 25 – Meeting with Red Rock Security supervisor at Gallup History Museum. Red Rock will again use second floor space during their summer assignment with the BID. May 26 - Downtown Red Rock Security patrols begin. May 29 – Planning meeting with consultant Elmo Baca for Downtown Transformative Project May 31 – Clean & Beautiful group meeting at City Hall May 31 – Assist with NM Rt. 66 Association visit to Gallup during morning sign-in and evening dinner. June 4 – COPE organization bought 208 West Coal Avenue June 6 – Meeting with Rev. Matt Keller to discuss 4th & Aztec property June 8 – Meetings with architect and place making consultant for Coal Avenue Commons project June 12 – meeting with Eric Begay, Community President, US Bank in Gallup to discuss possible “Friend of BID” status for US Bank June 15 – Relay For Life event in Courthouse Plaza Main Street update – no change in status Art Crawl update Date of next BID Board meeting – July 19 Adjourn: S.
