Minutes Gallup BID Board of Directors meeting, May 15,2018, 3 PM Rico Motors Call to order Motion to accept minutes of April 18, 2018 Board meeting: S. Gurley; 2nd: A. Baca. Approved. Motion to accept Monthly Financial Report for April 2018: S. Gurley; 2nd: A. Baca. Approved. Voting item: Summer downtown cleanup agreement with City of Gallup, as approved by City Council. Motion to allocate $5,000 for “cleanup” line item within BID budget. Program will be invoiced monthly by City and paid upon receipt each month by BID. Motion to approve: A. Baca; 2nd: L. Garcia. Approved. Reports: Skate Park construction has resumed April 19 - meeting at Public Works Dept. with Stan Henderson, Marc DiPauli, Richard Matske, Natalia Nez, Curtis Hayes. BID ED F. Bee confirmed the earlier BID pledge to pay for connection of new electric lines to the boxes at each private property owner’s location in the Alley Improvement Pilot Program block. City of Gallup Electric Company will perform and supervise installation of electrical lines and junction boxes. BID letter of confirmation given to City Manager Ustick on May 15. City has not yet issued RFP for the construction. Brief discussion of the deplorable condition of alley surfaces, water and sewer lines throughout the central downtown business district. April 20 - GEDA meeting at NWNMCOG offices. This meeting was mostly devoted to the county’s effort to secure status from State of New Mexico as a development zone. New Mexico is accepting applications. GGEDC is assisting the County to develop their proposal/application. April 20 planning meeting at Rep Lundstrum office for May NM LFC meetings in Gallup. April 21 – Met in Santa Fe with consultant Elmo Baca to plan strategy for BID’s Transformative Project in downtown Gallup. May 1 - Coal Avenue Commons project public meeting held at El Morro Theater with presentations by project architects and guest presenter from downtown Phoenix revitalization effort. Approximately 85 people attended the meeting. May 3 & 4 - Visit to Gallup by Elmo Baca. Examined locations for potential projects. Met with property owners, E.D. of NWNMCOG and realtor May 7 - annual GGEDC Business luncheon meeting to honor Gallup-McKinley Business of the Year – Daniel Statile, VP-Refinery Manager & the Andeavor Gallup Refinery Team. Refinery had a very profitable year and was just bought by Marathon Oil. Refinery will continue to expand during the coming year. May 7 - Met with Anna Dallago at El Rancho Hotel to coordinate room rates and dinner reservations for Annual NM Rt. 66 Association cross state ride participants in late May. May 8 – City Council approved the hiring of workers for the BID sponsored/ City managed Downtown sidewalk and litter cleanup efforts during Summer 2018. May 9 – 11 - NM Legislative Finance Committee meetings held in Gallup. There were presentations by several city and regional organizations, including City of Gallup. Long discussion of City of Gallup’s financial struggle resulting from State of NM change in the “Hold Harmless” food tax sharing. This change creates a $3 million reduction to the City general operating fund over a fifteen-year period. The tax sharing will be reduced by approximately $200,000 per year for fifteen years. May 9 – BID economic development article “Creating the Downtown Experience” appeared In Gallup Independent and Gallup Sun as part of Economic Development week awareness effort May 11 - Meeting of BID Executive Committee to review Elmo Baca’s report on the potential for the BID’s Downtown Transformative Project. Committee agreed that is necessary to create a separate section (line items) within the BID budget to pay for expenses incurred as part of the initial planning for the project, including Mr. Baca’s fees. May 11 - meeting with downtown Consignment Shop to review sign grant application. Rich Sarracino will paint their sign. There was a long discussion about Richardson Trading’s sign. The passing of Bill Richardson and resulting division of the business among the heirs necessitates the change in Richardson’s corporate name and the sign on the front of the store. The new sign, fabricated by Dynamic Signs, is completed, but a small change must be made to it. Board looked at photos of the old and new signs. The BID reimbursement will be $5,000, which was approved. Art Crawl update – April and May Art Crawl events had high attendance (approximately 800 attendees) and were very well received by business owners. Discussion of the complaint made to City Council by owners of Gallup Coffee Company about the overall management of the Art Crawl events. No other business or property owners have complained. Many have praised the event. Overall, the event is well managed and promoted and is successful. Main Street update – Working to hire an Executive Director. Candidates have been interviewed.
