Minutes Gallup BID Board of Directors meeting, April 18, 2018, 3 PM Rico Motors Call to order Guest: Vince Alonzo, Director City of Gallup Parks & Recreation Department presented proposal for funding for a cleaner downtown during the tourism season – City of Gallup will hire two employees for the summer months to work in the downtown business district. Workers will pick up litter; have trash receptacles emptied, power wash sidewalks. The workers will be supervised by Vince Alonzo and will carry Parks Dept. radios for rapid response if needed. The cost of the program will be $4,000 - $5,000. City Council must first approve such a program hiring, then the BID management Board can vote on the proposal during the May 15 Board meeting. Acceptance of Minutes of February 20, 2018 meeting. Acceptance of Monthly Financial Reports for February and March 2018 Voting items: Request for façade reimbursement by Pam Bell, - owner of 211 W. Coal Avenue. Cost of material for fence around back patio: $1430.24. BID assessment fees paid: $261.50. Please note: construction was performed by City of Gallup; Pam Bell paid for materials. The fence abuts the city-owned El Morro Theater. Tenant Silver Stallion Coffee executed decorative wood post treatment. Request tabled pending clarification of intentions of TENANT -Silver Stallion Café. Motion to approve request for façade improvement reimbursement by Marc DiPauli, 307 W. Aztec property. Cost of project: $10,530.30. BID assessment fees paid: $2708.02: Anna Biava; 2nd: S. Gurley. Approved. Request for sign grant by Marc DiPauli, MEK LLC: Cost of sign fabrication and installation totalled $22,203.05. Grant request is $5,000. Motion to table request, pending clarification of information provided in the invoice, proposal and request forms. If MEK agrees to have reimbursement go to First Financial, check may be made to First Financial: J. Rich; 2nd: M. Ustick. Approved. Motion to approve Downtown Event Sponsorship request by local non-profit Thai- Burma Border Initiative for “Telluride Mountain-Air Film Festival” at El Morro Theater - $250.00 (amount previously approved by BID) :J. Rich; 2nd:A. Baca. Approved. Discussion: Gallup B.I.D. Ordinance terminology, including seeking project funds. Reports: Status reports: City of Gallup - Alley Pilot Project – no change  Coal Avenue Event Street project – a public meeting will be held in El Morro Theater on May 1 with presentations by project architects, Rose Eason, Gallup ARTS, Evan Williams, City of Gallup, guest experts. Skateboard Park construction – construction will resume soon, depending upon weather conditions. Park should be completed by Fall 2018 at latest. I-40 interchange project - near Allison Bridge – project is approved, may not begin for several more years City of Gallup has hired private security patrols in downtown. Program is now in effect. February 26 - Meeting in Santa Fe with consultant Elmo Baca to discuss consulting to BID. February 28 - Proposal received from Elmo Baca to consult to BID to develop concepts for a transformative MRA type of project in downtown district. March 6 - Rt. 66 Freedom Ride Flight Cruise planning meeting, including police, fire and parks departments. March 8 - Meeting of BID Executive Committee March 13 - Correspondence with Friend of BID: Newberry Associates – Mr. Brett Newberry wishes for Newberry Associates to remain in “Friend of the BID” category when BID Ordinance is renewed in December March 13 - Meeting with Southwest Planning and Marketing to negotiate contract to obtain information to be used by BID in social media ad campaigns March 16 - GEDA meeting held at BID office. Lengthy discussion of McKinley County approach to seeking funds under new Federal Program, administered by State for Economic Opportunity zones. GGEDC performed the analysis. County Manager Anthony Dimas will make the applications. March 26 – Meeting at Public Works office to review Coal Avenue Event Street project with architects selected for this project. Finalized the timeline for public meetings and planning document deadlines, including renderings of the look/design of Coal Avenue project. March 29 - City of Gallup Land Development Standards - afternoon presentation at El Morro Event Center and evening presentation during Gallup Planning & Zoning Commission meeting at City Council Chambers. Entities doing the plan updates took comments from several participants at each meeting. Written comments were also encouraged. There will be more revisions and public meetings in the near future. March 30 – Recommendation of acceptance of Elmo Baca consulting proposal by BID Executive Committee meeting agreed to by full Board April 5 – Meeting of “Clean & Beautiful” grant project working group at City Hall. J. Lazarz is managing this project. Ben Welch is the liaison between BID and UNM student who will create several decorative treatments for the “Pedestrian Improvement” portion of downtown Rt. 66 April 5 – Meeting of Buxton project working group at BID office. Chamber of Commerce reported that the CofC Board wishes to create a plan of action for its economic development efforts prior to acquiring data and services from Buxton Company. A meeting will be scheduled for an Economic Development expert, Megan Lucas, to present an Economic Development tutorial to the Chamber of Commerce Board of Directors. Date of that presentation TBD. Invitees also TBD. April 6 – Meeting with architectural firm Dekker Perich Sabatini in Albuquerque office to examine potential for development of building projects in downtown business district. DPS is interested in working again in Gallup and will help BID’s effort to put together an actionable approach. April 11 – Meeting with Lee Langan, ReMax Realty, to discuss status of empty 10,000 square foot building at 105 W. Coal Avenue (former Gallup printing location). Monthly Art Crawl report - Theme: Time Travel; Attendance = approx. 900; Number of Artists/Creative partners (involved in planned Arts Crawl activities, minus Gallery shows): = 60; Food & Arts & Crafts Vendors: = 17 MainStreet update – all programs are currently on hold, pending hiring of new Executive Director. Date of next BID Board meeting – May 15, Rico Motors Public comment – Justin and Tiffany Benson, owners of 103 W. Coal Avenue and Gallup Coffee Company: 1. Request for continuous eight hour security patrols on Saturdays, which are the days with most incidents. 2. J. Benson is totally against LDS Standards updates. J. and T. Benson believe that any increase at all in height of downtown buildings will adversely affect the downtown district and their business at Gallup Coffee Company. BID Director will work with City and LDS planning committee to find an appropriate approach to height standards. BID Director will also work with LDS committee on lighted sign language in LDS update.
