Gallup Business Improvement District Meeting of Board of Directors January 16, 2019, 3 PM, Rico Motors MINUTES Call to order Attendance – Present: A. Baca, A. Biava, J. DeYoung, L. Garcia, M. Menapace, J. Rich, M. Ustick. Absent, excused: S. Gurley, L. Bonaguidi. Guest: Eric Babcock, Interim Director, Gallup Electric Department, Presnted current Electric Department plan to upgrade the electrical grid in City of Gallup. Motion to approve Minutes for December 20 BID Board meeting: J. Rich; 2nd: A. Baca. Abstain: M. Ustick. Approved Motion to approve Monthly Financial Report: L. Garcia; 2nd: M. Menapace. Approved Voting Items: Façade Improvement Grant reimbursement requests – 1. Front window of Embroidery Shop: 123W. Coal Avenue – 2nd Avenue side of bldg. Property owner: Tony Bonaguidi. Amount of BID fees paid: $804.00 Cost of window replacement: $850.00 Motion to approve reimbursement of $804.00: J. Rich; 2nd:M.Ustick. Approved 2. Installation of exterior door: 211 W. Coal Avenue – rear patio Property owner: Pamela Bell Amount of BID fees paid: $261.50 Cost of door installation: $283.55 Motion to approve reimbursement of $261.50: A. Baca; 2nd: L. Garcia. Approved Discussion about telephone campaign by Gallup property owners to request Legislative help for funding the Coal Avenue Commons project Reports December 20 – Meeting with consultant Elmo Baca to discuss the Downtown Transformative Project December 20 – Meeting with David Abbey, Executive Director, New Mexico Legislature – Finance Committee January 4 – Pinnacle Bank, with Anna Biava – arranged for credit card for BID Arts Crawl Coordinator Rhonda Quintana. Planning meeting with R. Quintana for 2019 events, including January 12 “Annual Brainstorm” at the Event Center January 9 – Meeting with Fr. Matt Keller, Sacred Heart Parish. No progress yet with the litigation over the property at 4th & Aztec. January 10 – Meeting with Evan Williams, MWMNCOG, to discuss plans for fund seeking for Coal Avenue Commons Project.
