Gallup Business Improvement District Meeting of Board of Directors, June 20, 2019, 3 PM Rico Motors Minutes Call to order – 3:11pm Attendance – Roll call: Present: L. Bonaguidi, B. Rosebrough, A. Baca, Jr., S. Chioda, M. Menapace, B. Newberry, J. Rich, JM DeYoung. Excused absence: A. Biava, S. Gurley, and M. Ustick. Guest: Kara Smith, Gallup Main Street Arts and Cultural District Director - presented GMSACD FY19 Annual Report. Motion to approve Minutes of May 16, 2019 meeting: B. Newberry; 2nd: A. Baca. Unanimously approved. Motion to Approve Monthly Financial Report: B. Newberry; 2nd: M. Menapace; Unanimously approved. Voting items: Bright Life Arts, LLC - BID Appearance Reimbursement Program request for pointing bricks. Cost of project: reimbursement: $375.00. Assessment fees paid during past twelve months: $379.40: Motion to approve: M. Menapace; 2nd: B. Rosebrough. Unanimously approved. Discussion items: Fourth of July downtown celebration: reimbursement for promotion effort to attract people downtown. To be voted on in July 18 Board meeting (pending June 26 Budget discussion/vote for FY 20 approval) Discussion of FY 20 budget allocations for activities determined to be BID priorities during the June 13, 2019 strategy retreat. Discussion of Downtown summer security patrol contract. Proposals were received from Red Rock Security and Blackstone Security. Security agreement will be voted on after the approval of BID FY 20 budget at June 26 meeting. Discussion - Idea for an informational joint presentation by gallupARTS, BID, MainStreet to be held at El Morro Theater or Event Center. Waiting for NM Main Street to set a date for visit by NM Main Street consultant who will present at the proposed joint presentation. Reports: May 17 – Annual Gallup Freedom Ride Flight Cruise BID Signature Event planning meeting at Gurley Ford May 24 – New Mexico Secretary of State office – renew BID corporate status May 28 – Captain Tovar, Red Rock Security: bicycle security patrols begin for summer season. May 29 – Meeting at NM Economic Development Department to review material for webinar about BIDs May 30 – BID Executive Director F. Bee presented 60 minute webinar from EDD office: “Learning From Gallup – Making BID’s work”, plus Q&A. May 31 – Meeting with Sherman McCorkle in Albuquerque to discuss facilitation of Gallup BID strategic planning retreat June 4 – New Mexico Road Runner business group meeting at Sammy C’s June 4 – Meeting at BID office with B. Rosebrough June 5 – Meeting with R. Quintana to discuss Arts Crawl plans for June and July June 5 – Meeting with A. Baca to discuss plans for gift shop and Ricca building June 6 – Meeting with Kara Smith, ED, GMSACD – explanatory look at properties in the downtown commercial district June 6 – Meeting at NWNMCOG: Review of “60% complete” Coal Avenue Commons construction renderings. June 7 – GGEDC meeting at Event Center with presentation by Transatlantic Business and Investment Council, re: “FDI-Qualified Community Certification” June 13 – BID strategic planning meeting, at Gallup Cultural Center June 14 – BID Executive Committee meeting – create agenda for June 20 BID Board meeting Date of BID Special meeting to vote for Board officers and approval of FY 20 budget – June 26, 2019, 3 PM Date of next BID Board meeting – July 18, 2019, 3 PM, Rico Motors Comment by Carl Ballenger, owner of Navajo Spirit at 813 W Coal Avenue.
