Minutes Gallup Business Improvement District Meeting of Board of Directors, December 19, 2019, Rico Motors Call to order – 3:04 PM Attendance – Roll call. Present: Louie Bonaguidi, Steve Gurley, Anna Biava, Archie Baca, Jr, Mickey Menapace, JM DeYoung, Maryann Ustick. Excused absence: James Rich. Motion to approve Agenda: S. Gurley; 2nd: A. Biava. Unanimously approved. Motion to approve Minutes of November 21, 2019 meeting: A. Biava; 2nd: M. Menapace. Abstain: S. Gurley (not present at Nov. Board meeting). Unanimously approved. Motion to approve Monthly Financial Report: A. Biava; 2nd: M. Menapace. Unanimously approved. Voting item: Sign Grant - “Ah-Shi Beauty Studio & Gift Shop” sign: Building is owned by Anthony Bonaguidi. Business owner is Ahsaki LaFrance- Chachere. Sign fabricated, wired, installed by Dynamic Signs Total cost for sign: $2114.26. Amount for BID reimbursement: $1585.70 Motion to approve: S. Gurley; 2nd: A. Biava. Unanimously approved. Motion to provide $10,000 financial support to Gallup Main Street Arts and Cultural District for FY 20. NOTE: Funds will be released to GMSACD upon BID’s receipt in January of BID assessment funds from City of Gallup. Motion: S. Gurley; 2nd: M. Menapace. Unanimously approved. Motion to vote to approve BID FY 20 budget, per discussion during BID Board meetings on October 17 and November 21, 2019: A. Biava; 2nd: M. Menapace. approved. Discussion items: Discuss plans to fund, for existing buildings within the BID District, improvements to façade and interior, sidewalks and vacant second floor space; also support for analysis & planning to bring buildings up to code. Goal is creation of a fund that will be larger than the fund currently used for improvements. Programs will increase the rate of improvement within Gallup’s downtown commercial district building stock. Discuss organizational structure to manage these projects. Discuss the scope of these projects within the BID work plan Include on agenda for January 16, 2020: discussion of mid-year budget adjustments/revisions to be made during January 2020 Board meeting, after receipt of Bid assessment funds from City of Gallup. Board agreed to increase D&O insurance coverage. Discuss status of property owner arrears BID presentation to City Council on December 10 - action to be taken by City Council for BID to be in compliance with State BID Statute and getting City of Gallup BID Ordinance into compliance with New Mexico BID Statute; action to be taken by BID Board to improve compliance. Coal Avenue Commons project status update: City of Gallup Alley Pilot Project update: City of Gallup Other discussion Discussion of potential improvement project(s), including a traffic light, on West Coal Avenue - on the west side of the BID District. Board members agreed that a preliminary plan should be created. Executive Director will meet with property owners to begin developing ideas for improvements.
