Gallup BID Board of Directors Meeting, July 21, 2022 Minutes Call to order – 3:07 PM Attendance – roll call. Present: A. Biava, M. Menapace, J. Sanchez, L. Bonaguidi, M. Ustick, J DeYoung. Absent: L. Garcia. Note: A. Baca joined meeting at 3:15 PM Motion to Approve Agenda: M. Menapace; 2nd: L. Bonaguidi. Roll call: A. Biava - yes, M. Menapace - yes, J. Sanchez - yes, L. Bonaguidi – yes. Approved Discussion items Coal Avenue Commons Project, Phase 2 – update by City Manager: project is on schedule Alley infrastructure replacement project, between 2d & 3rd Streets and Coal Avenue & Aztec Avenue – update by City Manager: project is on schedule Annual Gallup Freedom Festival event planning update: Car Show will be held in the parking lots of former Lowe’s Plaza and a Rico Motors lot across 5th Street from Lowe’s. Balloon rally organizers will not have an event in Gallup on July 30. Hence, there will not be any tunnel of fire for the motorcycle riders entry into Downtown Gallup. A tunnel of light will be created instead. Wise Fool circus performers, live bands, beer garden will take place as in past years. City department heads have been meeting with FB. We have a good plan to follow for this event. Other discussion - Hinkley Signs has provided a Sign Grant application, including the design of the sign, from Quintana’s Music, which plans to move back its space next to American Bar. Hinkley is backed up with work and will not be able to fabricate and install the Quintana sign until late September. Quintana’s has not yet moved back to its former location. Reports June 11 – Monthly Arts Crawl event: good performers, arts & crafts vendors, food trucks kids crafts in the Event Center, good weather, a good turnout = a good event. June 13 – Housing Workshop, “Gallup Housing Emergency: From Visioning to Action”, sponsored by Gallup BID. Presentations by Sheldon Bartel, NDC and Maureen K. Milligan, NDC, with lengthy Q&A with attendees. June 15 – Telephone meeting with D. Buchholtz and P. Kelton, Rodey Law to discuss threat of lawsuit against BID by R. Zollenger. Rodey opinion: BID is not violating any NM statutes. June 16 – Brief meeting with R. Zollenger in lobby of Gallup Independent. June 16 – BID Board meeting June 20 – Start of Red Rock security downtown unarmed bicycle patrols June 20 – Planning meeting for July 30 Freedom Festival event, with J. Morales, B. Welch, T. Gonzales, “Hammer” June 21 – Bi-weekly meeting of Coal Avenue construction planning group for update June 21 – Telephone meeting with D. Williams and Carey Beam, NM MEP, to discuss the work of Gallup BID and the possibility of having the MEP program become active in Gallup. June 22 – Meeting with Councilor M. Schaff to review content of the NDC housing workshop June 22 – Meeting with T. Gonzales to discuss logistics for July 30 auto show June 22 – Meeting with Councilor L. Garcia to review content of the NDC housing workshop June 22 – NDC training session for REDP alliance June 23 – Meeting with M. O’Malley about GLP plans to develop GLP land June 27 – Received check from NM EDD-NM Finance Dept. to support REDP’s work with NDC. BID is fiscal agent and lead coordinator for REDP alliance. June 28 – City Council approved event permit for July 29, 30 Annual Gallup Rt. 66 Freedom Festival June 29 – NDC training for REDP alliance: Computer spreadsheet analysis for rental housing July 6 – Telephone meeting with S. Bartel, NDC July 8 – Monthly GEDA meeting, held at UNM-G July 9 – Arts Crawl event: : good performers, arts & crafts vendors, food trucks, kids crafts in the Event Center, good weather, a good turnout = a good event. July 12- meeting with R. Pelton, Chelsea Investment Corporation, to discuss potential for developing low-middle income housing in Gallup July 13 – NDC training for REDP alliance, Sheldon Bartel and Patricia Liu, NDC: “The NDC MODEL for PPP” July14 – Car show planning meeting with T. Gonzales July 15 – Meeting via zoom with S, Bartel and M. Milligan, NDC, and R. Pelton, Chelsea Investment Corporation, to discuss tax credit housing development financing July 18 – Meeting with S.
