meeting at 3:18 PM.

Coal Avenue Commons Project, Phase 2 – update by City Manager: Project
still on schedule for completion in April, 2023. Contractor will begin the the
sidewalk replacement after Labor Day.

Alley infrastructure replacement project, between 2d & 3 Streets and Coal
Avenue & Aztec Avenue – update by City Manager: Bixby Electric will begin
the underground electric installation soon. When that part of the project has
been completed, City go out for bids on the alley paving.
Annual Downtown Gallup Freedom Festival event –2022 report and 2023
planning update -
July 30, 2022 events went well, despite a rain delay during late afternoon-
early evening. The 2023 event will have a similar line up of entertainment.
With a longer lead time, the 2023 Car Show should attract more cars and
more visitors. There was no ballon rally this year. There may be one in 2023.

July 15 – Zoom meeting: Sheldon Bartel, NDC, Maureen K Milligan, NDC and
Robin Pelton Chelsea Investment Corporation. Discussed availability and use
of Federal tax credits for gap financing in housing projects. NDC secured a
$100 million allocation of tax credits.
July 18 – Meeting with Sherman McCorkle to discuss new Federal allocations
for technology based companies, with focus on possible legislative initiatives
for New Mexico.
July 20 – Online meeting for Manufacturing Extension Partnership (MEP) to
discuss potential for increased MEP activity in Gallup
July 20 – Car Show planning meeting with Ted Gonzales
July 20 - Telephone meeting with E. Williams, NWNMCOG to discuss housing
in Gallup
July 27 – Final Freedom Festival event walk through and logistics planning

Date of next BID Board meeting – September 22, 2022
Public Comment: Richard Kontz, Executive Director, Gallup Housing Authority,
asked to be placed on the agenda for the September 22, 2022 BID Board
meeting. He will provide a presentation about the work of the Housing
Authority and its plans for the future. BID Board agreed to place Richard on
the September agenda.
