Minutes of the Regular Meeting of the Gallup City Council, City of Gallup, New Mexico, held in the Council Chambers at Gallup City Hall, 110W. Aztec Ave. at 6:00 p.m. on Tuesday, May 23, 2017. The meeting was called to order by Mayor Jackie McKinney. Upon roll call, the following were present: Mayor Jackie McKinney Councilors: Linda Garcia Allan Landavazo Fran Palochak Yogash Kumar Also present: Maryann Ustick, City Manager Presented to the Mayor and Councilors for their approval were the Minutes of the Special Meeting of May 3, 2017 and the Regular Meeting of May 9, 2017. Councilor Kumar made the motion to approve the aforementioned Minutes. Seconded by Councilor Garcia. Roll call: Councilors Kumar, Garcia, Landavazo and Mayor McKinney all voted yes. Councilor Palochak abstained. Motion carried. Writer and Director of MUD Films, LLC, Shaandiin Tome gave a presentation regarding her selection by the Sundance Institute to create a short film regarding addiction while focusing on the Gallup area. Ms. Tome asked for the Mayor and Councilors’ approval of a proposed Resolution, which will be presented at a Council meeting in the future. Presented to the Mayor and Councilors for their approval were the following Discussion/Action Topics: 1. Presentation on Charity Invitational Events and Request for Waiver of Fees in the Amount of $2,974.94 for Charity Invitational 21 Gala to be held at Red Rock Park ma Burmeister, RMCHCSIWestern — Health Foundation Ms. Burmeister asked that fees be waived for the usage of Red Rock Park for the Charity Invitational Gala. She gave a brief explanation of the event and answered questions provided by the Council. MINUTES Regular City Council Meeting — 5/23/2017 Page 2 Councilor Palochak made the motion to approve the waiver of fees in the amount of $2,974.94 for Charity Invitational 21 Gala at Red Rock Park. Seconded by Councilor Garcia. Roll Call: Councilors Palochak, Garcia, Landavazo, Kumar and Mayor McKinney all voted yes. 2. Approval and Acceptance of the Local Liquor Excise Tax Accountability Report for 1st Quarter Calendar Year 2017 Lori Parra, JSACC Program — Manager, Community Services Director, McKinley County Ms. Parra presented this calendar year’s 1st Quarter Accountability Report for liquor excise tax compared to last year’s reports. Councilors Palochak, Landavazo and Kumar had questions regarding the numbers listed on the report in which Ms. Parra stated she would need to review the numbers and resubmit a summary page along with more detailed information. Councilor Landavazo made the motion to table the Local Liquor Excise Tax Accountability Report for 1st Quarter Calendar Year 2017. Seconded by Councilor Palochak. Roll call: Councilors Landavazo, Palochak, Kumar, Garcia and Mayor McKinney all voted yes. Mayor McKinney asked Ms. Parra to work with the City Manager on the clarifications requested by the Councilors. 3. Request for Street Closures for the Annual Memorial Day Parade to be Held on May 29, 2017 and the Annual Veterans’ Day Parade to be Held on November 11, 2017 David Cuellar, Gallup Mckinley County Veterans — Committee David Cuellar presented the request for the street closures on May 29, 2017 for the Memorial Day Parade as well as the street closures on November 11, 2017 for Veterans’ Day Parade. Councilor Palochak made the motion to approve the requested street closures for Memorial Day Parade on May 29, 2017 and Veterans Day Parade on November 11, 2017. Seconded by Councilor Garcia. Request for Street Closures for the Gallup Lions Club Rodeo Parade and Barbeque to be Held on Saturday, June 10, 2017 Johnty Cresto, Gallup — Lions Club Mr. Cresto presented the request for street closures for the Gallup Lions Club Rodeo Parade. He stated the only difference from previous years would be to start later in the day to accommodate the Arts Crawl event as well as the Nightly dances. Mayor McKinney commended the Lions Club for all they do in the community. Councilor Kumar made the motion to approve the requested street closures for the Gallup Lions Club Rodeo Parade. Seconded by Councilor Landavazo Roll call: Councilors Kumar, Landavazo, Palochak, Garcia and Mayor McKinney all voted yes. 5. Proposed Issuance of a Private Security Guard Business License to Thomas Protective Service, Inc. Chief Phillip Hart, Gallup Police — Department Chief Hart presented a brief overview of the Business License Application. In accordance with the City Code, Chief Hart certified his finding in that he has no reason to deny the issuance of the license. Chief Hart introduced Mavis Price from Thomas Protective Service, Inc., who provided background information concerning her company. Councilor Landavazo made the motion to approve the issuance of a Private Security Guard Business License to Thomas Protective Service, Inc. Seconded by Councilor Palochak. Roll call: Councilors Landavazo, Palochak, Kumar, Garcia and Mayor McKinney all voted yes. 6. Proposed Relocation of the Veterans’ Center from 204 West Maloney Avenue to 908 East Buena Vista Avenue Jon DeYoung, Assistant City — Manager Mayor McKinney presented the recommendation to relocate the Veterans Center from 204 West Maloney Avenue to 908 East Buena Vista Avenue. He said the City temporarily closed the South Side Senior Center this past November to finish a construction project at the facility. The South Side Senior Center remained closed due to an inability to fill critical service delivery positions. In addition, the City of Gallup also received notice about cuts at the State and Federal levels regarding Senior Programs. MINUTES Regular City Council Meeting — 5/23/2017 Page 4 During the budget discussion for FY2018, a decision was made not to reopen the South Side Senior Center. The Veterans have outgrown their current location at 204 West Maloney and could benefit from a new location. The State of New Mexico has a part time Veterans Service Officer (VSO) in an office located at 908 East Buena Vista and a commitment from the Cabinet Secretary to make the VSO a full time position. Moving the Veterans Center to the South Side Senior Center will provide the necessary space to enhance and expand veteran service within the City. Mayor McKinney also said that an inventory will be taken on May 20, 2017 of all items inside the building at the Buena Vista location to determine which items were paid for by federal, state and local funds. He expressed his support in favor of the relocation as the Veterans do not have adequate parking at the current location and have been beneficial to other organizations in the City in need of space for meetings and other events. The Councilors also expressed their support for the relocation and their appreciation for all the Veterans do for the community. Councilor Palochak made the motion to approve the relocation of the Veterans Center from 204 West Maloney Avenue to 908 East Buena Vista Avenue. Seconded by Councilor Landavazo. Roll Call: Councilors Palochak, Landavzo, Kumar, Garcia and Mayor McKinney all voted yes. Mayor McKinney encouraged the public to look out for a fundraiser being held to help fund the 100-foot flag pole on Hassler Valley Road near the new Veterans Cemetery. 7. Recommendations for Lodgers Tax Funding for 1st Quarter Fiscal Year 2018 Jennifer Lazarz Tourism and Marketing Manager — Ms. Lazarz informed council of an article published by Expedia.com regarding Gallup and its designation as the Most Patriotic Small Town in America. She also expressed her gratitude for photos she received from Gary Langston and Sandra McKinney. The photos will be forwarded to Expedia.com for the upcoming article. Ms. Lazarz presented the recommendations for Lodgers Tax funding for the Jst Quarter Fiscal Year 2018. There are 12 recommendations totaling $178,500.00. A spreadsheet with the proposed recommendations is attached hereto, marked as Exhibit A and made a part of these official Minutes. Seconded by Councilor Palochak. Roll Call: Councilors Landavazo, Palochak, Garcia and Mayor McKinney all voted yes. Councilor Kumar abstained. Motion carried. 8. Approval of an Increase of $10,000 in Lodgers Tax Funding for the Fourth of July Stars and Stripes Celebration Jennifer Lazarz, Tourism and — Marketing Manager Ms. Lazarz presented the request for an increase of $10,000 in lodger’s tax funding for the Fourth of July Stars and Stripes Celebration. The request includes an agreement with iHeart Media for marketing the event. Councilor Garcia made the motion to approve an increase of $10,000 in Lodger’s Tax Funding for the Fourth of July Stars and Stripes Celebrations. Seconded by Councilor Palochak. Roll Call: Councilors Garcia, Palochak, Landavazo and Mayor McKinney voted yes. Councilor Kumar abstained. Motion carried. 9. Construction Contract Award for Customer Service Renovation Project — Stan Henderson, Public Works Director Mr. Henderson provided an overview of the proposed project which includes the relocation of the customer service transaction windows, reconstruction of the customer service lobby, reconstruction of the ADA transaction window and installation of ADA power doors. Only one bid was received for the project from Longhorn Construction, Inc. in the amount of $168,967.50. Mayor McKinney asked if a contingency plan had been put in place for Customer Care to remain open during the 60 days of construction and suggested the work take place after regular working hours. Mr. Henderson stated that windows will be taken down one at a time to remain open as often as possible, however, there may be periods when operations will have to shut down for the day. Due to security purposes and cash handling En Customer Care, work would need to be done during regular working hours. Mayor McKinney recommended all involved departments work together to ensure Customer Care remains open during regular business hours and to ensure no customers are turned away. MINUTES Regular City Council Meeting — 5/23/2017 Page 6 Councilor Palochak questioned the work on the ceiling and tile floor. Mr. Henderson said those items fell outside the budget; however, the Construction Department will address those issue should funding become available at a later time. Councilor Kumar expressed his concerns in the amount of money needed to do the renovations. Mr. Henderson gave a brief explanation of what is included in the costs and mentioned that only one, out-of-town vendor submitted a bid. Councilor Palochak made the motion to approve the construction contact award for Customer Service Renovation PrOject. Seconded by Councilor Landavazo. Roll Call: Councilors Palochak, Landavazo, Kumar, Garcia and Mayor McKinney all voted yes. 10. Reappointment of Tom Hartsock, Vicky Dube and Barbara Stanley to the Octavia Fellin Public Library Advisory Board Mayor Jackie McKinney — Mayor McKinney recommended the reappointment of Mr. Hartsock, Ms. Dube and Ms. Stanley to the board. Councilor Kumar made the motion to approve the reappointments of Tom Hartsock, Vicky Dube and Barbara Stanley to the Octavia Fellin Public Library Advisory Board. Seconded by Councilor Garcia. Roll Call: Councilors Kumar, Garcia, Palochak, Landavazo and Mayor McKinney all voted yes. The following Presentation and Information Item was presented to the Mayor and Council ors: 1. Red Rock Park Fee Schedule — Vince Alonzo, Parks and Recreation Director Vince Alonzo presented the recommendation to lower fees at Red Rock Park to attract more events to be hosted at the park. Mayor McKinney instructed the City Manager to meet with the Councilors to address any of their concerns in revising the fee schedule. The revised fee schedule will be presented to the Mayor and Councilors for their consideration at a future meeting. Councilors Palochak and Kumar said the marketing of the Park needs to be enhanced. Councilor Kumar also recommended the posting of information relative to Red Rock Park on the City’s website. MINUTES Regular City Council Meeting — 5/23/201 7 Page 7 Comments by Public on Non-Agenda Items Sandra McKinney commended the Parks Department for their work at the Run for the Wall event at Red Rock Park. She also thanked the Fire Department, Police Department, Gallup Lions Club and the Gallup-McKinley County Veterans Committee for their work in displaying flags at the event. Comments by Mayor and City Council Councilor Garcia concurred with Ms. McKinney and thanked all who participated in the Run for the wall. Councilor Garcia also thanked the Gallup Police Department for their presence at the Miyamura Graduation. Councilor Kumar commented on the pending retirement of Mary Ellen Pellington, Library Director. Although Councilor Kumar does not want to see Ms. Pellington leave, he commended her for the extensive work she has done for the City. Councilor Landavazo expressed his appreciation for all Veterans and to everyone who participated in the Run for the Wall event. Councilor Palochak provided information on the Relay for Life event to be held on June 16, 2017 at the Court House Square. Mayor McKinney voiced his appreciation for the dedication, commitment and sacrifices made by all Veterans. He commended all Veterans and everyone who participated in the Run for the Wall event. He also thanked Kyle Chancellor, reporter with the Gallup Independent, for his recent article about the event.
