CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, February 2, 2016, 6:45 pm The mayor called the meeting to order at 6:47 pm. Council Members present: Payne, Heuer, Campion, and Crews. Absent: Powers. Staff members present: City Manager Palazzo, City Clerk Settles and City Attorney Rudolph. ADJOURNED TO CLOSED SESSION: 1. PUBLIC EMPLOYEE PERFORMANCE EVALUATION pursuant to Government Code section 54957. Title: Clerk Administrator RECONVENED TO OPEN SESSION: The council reconvened to open session at 7:00 pm at which time the city attorney announced there was no reportable action. The mayor called the meeting to order at 7:00 pm. Council Members present: Payne, Heuer, Campion, and Crews. Absent: Powers. Staff members present: City Manager Palazzo, City Clerk Settles, City Attorney Rudolph, Community Development Director Stewart, Interim Finance Director Lucido, Parks & Recreation Director Solis, Interim Police Chief Drummond and Public Works Director Winkler. Absent: Human Resources Administrator Islas. OPENING CEREMONIES - Silent prayer was observed, the flag salute was recited and the city clerk read the video statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS - None PRESENTATIONS: 1. SUBJECT: Economic Development Update. Amie Mendes, Economic Development Manager, gave the presentation. 2. SUBJECT: Proposed Revisions to Federal Emergency Management Agency (FEMA) Flood Hazard Maps. William Forrest, Senior Civil Engineer, gave the update. 3. SUBJECT: Galt Youth Commission Teen Art Exhibit. RECOMMENDED ACTION: Proceed with the Teen Art Exhibit. GALT CITY COUNCIL MINUTES REGULAR MEETING OF FEBRUARY 2, 2016 PAGE 2 Juliet Rodriguez, Galt Youth Commission, gave the presentation. ACTION: Upon a motion by Campion, seconded by Payne, proceeding with the Teen Art Exhibit with the following stipulations: 1) application for submission of the artwork would include a disclaimer supplied by the City Attorney and 2) artwork for public exhibit on City property would be at the discretion of the City was approved by a unanimous roll call vote of council members present. Absent: Powers. 4. SUBJECT: Parks and Recreation Commission Annual Report to City Council. Janice Reuthinger, Chairperson, gave the report. PUBLIC COMMENTS - The clerk announced that members of the audience could address the council on any matter, which is not on the agenda but within the subject matter jurisdiction. She advised the location of the speaker sheets, asked that speaker sheets be presented to the clerk prior to addressing council and advised that each person would have a five-minute time limit to speak. CONSENT CALENDAR - Consisting of Items 1 through 5. 1. SUBJECT: Minutes of the special and regular meetings of January 19, 2016. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: City of Galt Warrants. RECOMMENDED ACTION: Approve the warrants as submitted. 3. SUBJECT: Dry Creek Oaks General Plan Amendment, Rezone, and Tentative Subdivision Map Project. RECOMMENDED ACTION: Adopt Ordinance No. 2016-01 approving the proposed rezone for the Dry Creek Oaks Project. 4. SUBJECT: Award of contract for Landscaping and Lighting Assessment District Reviews. RECOMMENDED ACTION: Adopt Resolution No. 2016-05 authorizing the City Manager to execute a contract with Harris & Associates for Landscape and Lighting District Assessment Reviews for $34,370 with a $3,440 contingency for unanticipated costs. 5. SUBJECT: Amendment to Clerk Administrator Employment Agreement. RECOMMENDED ACTION: Adopt Resolution No. 2016-06 1) approving the First Amendment to the Employment Agreement for the Clerk Administrator 2) authorizing the Mayor to execute on behalf of the City and 3) authorizing a $6,000 appropriation to fund this increase. ACTION: Upon a motion by Campion, seconded by Heuer, the consent calendar was approved by a unanimous roll call vote of council members present. Absent: Powers. SCHEDULED MATTERS - PUBLIC HEARING: None. REGULAR CALENDAR: None. COMMUNICATIONS: None. CITY CLERK’S REPORT: Nothing. Heuer asked Stewart for printed copies of the Eastview Project documents. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS VICE MAYOR PAYNE: Nothing. COUNCIL MEMBER HEUER: announced there was an open position as an adult mentor on the Galt Youth Commission and to contact the City Clerk for more information. COUNCIL MEMBER CAMPION: said the Galt Area Historical Society was holding a benefit dinner for the Rae House Museum on February 18, 2016 starting at 5:30 pm. COUNCIL MEMBER POWERS: Absent.
