Tuesday, April 4, 2017
The Mayor called the meeting to order at 5:30 pm. Council Members present: Crews, Heuer, Campion,
Lampson and Powers.
Staff members present: City Manager Palazzo, City Clerk Settles, and Interim City Attorney Hood.

UNREPRESENTED EMPLOYEE: City Manager
RECONVENED TO OPEN SESSION: The Council reconvened to open session at 7:02 pm at which
time the Interim City Attorney announced there was no reportable action.
The meeting was called to order at 7:02 by the Mayor. Council Members present: Crews, Heuer, Campion,
Lampson and Powers.
Staff members present: City Manager Palazzo, City Clerk Settles, Interim City Attorney Hood, Community
Development Director Erias, Finance Director Boyd, Police Chief Sockman and Public Works Director
Winkler. Absent: Parks & Recreation Director Solis and Interim Human Resources Administrator Harman
OPENING CEREMONIES - Silent prayer was observed, the flag salute was recited and the City Clerk
read the video statement.

PRESENTATION:
1. SUBJECT: Sacramento Yolo Mosquito & Vector Control District Annual Report –
Gary Goodman, General Manager.
Gary Goodman, General Manager, gave the presentation.
PUBLIC COMMENTS - The Clerk announced that members of the audience could address City Council
on any matter which was not on the agenda but within the subject matter jurisdiction. She advised the
location of the speaker sheets, asked that speaker sheets be presented to the Clerk prior to addressing City
Council and advised that each person would have a five-minute time limit to speak.
Al Baldwin invited the community to a dinner fundraiser for the Galt Area Historical Society on April 8,
2017 at the Littleton Community Center.
Maria Bernal complained her car had been broken into twice on A Street. She asked City Council to
consider security cameras.
CONSENT CALENDAR - Consisting of Items 1 through 4.
1. SUBJECT: Minutes of the regular meeting of March 21, 2017.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: Receive and File Warrants.
RECOMMENDED ACTION: Receive and file warrants for the period ending March 21, 2017.
3. SUBJECT: Third Amendment to the Agreement with NexLevel Information Technology, Inc., to
Provide Information Technology Management Services.
RECOMMENDED ACTION: Adopt Resolution No. 2017-17 authorizing the City Manager to
execute the Third Amendment to the agreement with NexLevel Technology, Inc., to provide
Information Technology Services.
4. SUBJECT: Treasurer's Report for period ending February 2017.
RECOMMENDED ACTION: Accept the Treasurer's Report as submitted.
ACTION: Upon a motion by Crews, seconded by Campion, the consent calendar was approved by a
unanimous roll call vote.
SCHEDULED MATTERS - PUBLIC HEARING: None.
REGULAR CALENDAR
1. SUBJECT: Sacramento County Transient Occupancy Tax Grant Program Applications.
RECOMMENDED ACTION: Authorize the City Manager to proceed with application
submittals.
Mendes gave the agenda report.
ACTION: Upon a motion by Heuer, seconded by Crews, authorizing the City Manager to proceed
with application submittals was approved by a unanimous roll call vote.

FINANCE DEPARTMENT:
2. SUBJECT: Utility Funds Cash Reserve Policy.
RECOMMENDED ACTION: Adopt Resolution No. 2017-18 approving the Utility Funds Cash
Reserve Policy.
Boyd gave the agenda report.
ACTION: Upon a motion by Campion, seconded by Heuer, adopting Resolution No. 2017-18
was approved by a unanimous roll call vote.
PUBLIC WORKS DEPARTMENT:
3. SUBJECT: Consider Support for Transportation Funding Bills Senate Bill No. 1 (SB 1)
and Assembly Bill No. 1 (AB 1).
RECOMMENDED ACTION: Authorize City advocacy for proposed Transportation Funding
measure currently pending consideration in the California Legislature, known respectively as
Senate Bill No. 1 (SB 1) and Assembly Bill No. 1 (AB 1); including formally registering support
and transmitting letters of support to the bills’ authors, Galt’s elected representatives and various
approval committees within the legislature.
Winkler distributed an updated agenda report. He reviewed the revisions and informed City Council
SB 1 was being presented for consideration.
ACTION: Upon a motion by Heuer, seconded by Crews, authorizing City advocacy for the
proposed Transportation Funding measure currently pending consideration in the California
Legislature, known as Senate Bill No. 1 (SB 1) so long as it remains in a form similar to its current
wording; such advocacy to include formally registering support and transmitting letters of support
to the bill’s author, Galt’s elected representatives and various approval committees within the
legislature, and to express opposition to substantive changes that would be detrimental to Galt was
approved by a unanimous roll call vote.
COMMUNICATIONS: None.
CITY CLERK'S REPORT: Nothing.
COMMENTS BY STAFF: Winkler commended City residents and businesses for their continued water
conservation efforts. Sockman read a written statement on federal immigration enforcement in the City of
Galt. Palazzo asked for two City Council volunteers to serve on the Cosumnes Service District 2X2.
Campion and Lampson volunteered.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS
1. SUBJECT: Reports by City Council Members on Regional Boards, Commissions and
Committees.
VICE-MAYOR CREWS: gave an update on the Land Use Committee meeting he attended
through Sacramento Area Council of Governments (SACOG). He said May was Bike Month.
Sockman announced the Food Truck Bike Rodeo on May 6. He added the Police Department has
a free bike registration program.

COUNCIL MEMBER HEUER: met with the executive director from the Sacramento Metropolitan Cable
Commission and discussed the Public, Educational, and Governmental (PEG) Grant. She met with
Supervisor Don Nottoli and discussed the Transient Occupancy Tax (TOT) Funding Grant opportunity.
Heuer attended the Neighborhood Watch Regional Meeting and encouraged the community to come out to
one of these meetings. She spoke about the homeless in Galt and commended the Police Department for
their compassion to the homeless.
COUNCIL MEMBER CAMPION: Nothing.
COUNCIL MEMBER LAMPSON: enjoyed Kite Day at McFarland Ranch for the Galt Area Historical
Society. She attended the Galt Youth Commission meeting and the Teen Art Exhibit. Lampson said the
Galt Youth Commission would be selling pancakes at the Eggstravaganza and encouraged the community
to attend.
MAYOR POWERS: said South County Services provided services to the homeless within the community.
