CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, November 6, 2018 The meeting was called to order at 6:00 pm by the Mayor. Council Members present: Crews, Malson, Campion, Lampson and Heuer. Staff members present: City Manager Palazzo, City Clerk Settles, Interim City Attorney Hood, Community Development Director Erias, Finance Director Tyson, Human Resources Director Hall, Parks & Recreation Director Solis, Police Chief Sockman and Public Works Director Winkler. OPENING CEREMONIES - Silent prayer was observed, the flag salute was recited and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None. PRESENTATIONS: 1. SUBJECT: New Employee Introduction – Claire Tyson, Finance Director. Palazzo introduced Tyson. 2. SUBJECT: Farm to Fork Dinner – Galt Future Farmers of America Agriculture Boosters (Galt FFA AG Boosters). Mandy Gardner gave the presentation. 3. SUBJECT: Galt High School Homecoming Parade – Galt High School Associated Student Body. A representative was not in attendance. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items. She stated no discussion or action could be taken on any item that was not listed on the agenda. The Clerk advised the location of the speaker cards, asked that speaker cards be presented to the Clerk prior to addressing City Council and that each person would have a five-minute time limit to speak. She said those who wished to speak on any item scheduled on the agenda would be given an opportunity to do so at the time that item was being considered. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Campion attended the South Sacramento Conservation Agency meeting. Lampson attended the Galt Youth Commission meeting, a Galt Chamber of Commerce event and the Blue Angel Fundraiser. She was present at the Galt Chamber of Commerce luncheon. Malson attended the Sacramento Area Council of Governments (SACOG) Unmet Transit Needs Hearing held in the City Council Chambers. GALT CITY COUNCIL MINUTES REGULAR MEETING OF NOVEMBER 6, 2018 PAGE 2 He enjoyed the Blue Angel Fundraiser and the Galt Chamber of Commerce Mixer. Malson attended the Commission on Aging and the Galt Youth Commission meetings. Crews was present at the SACOG Unmet Transit Needs Hearing and attended the SACOG Transportation meeting. Heuer attended the Blue Angel Fundraiser, the Measure R Committee meeting, Commission on Aging, Galt Youth Commission and the Sacramento Public Library Authority meeting. CONSENT CALENDAR: Consisting of Items 1 through 4. 1. SUBJECT: Minutes of the regular meeting of October 16, 2018. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and File Warrants for period ending October 24, 2018. RECOMMENDED ACTION: Receive and file warrants for the period ending October 24, 2018. 3. SUBJECT: South Sacramento Habitat Conservation Plan. RECOMMENDED ACTION: Adopt Ordinance No. 2018-05 adding Chapter 15.30, Section 15.30.010 through Section 15.30.110 to Title 15 of the Galt Municipal Code regarding Aquatic Resources Protection and adopt Ordinance No. 2018-06 adding Chapter 15.32, Section 15.32.010 through Section 15.32.100 to Title 15 of the Galt Municipal Code regarding Establishment of Mitigation Fees for the South Sacramento Habitat Conservation Plan. 4. SUBJECT: Approval of Landscape Maintenance Agreements for Frontage Improvements along East Stockton Boulevard. RECOMMENDED ACTION: Adopt Resolution No. 2018-81: 1) Authorizing the City Manager to execute a Landscape Maintenance Agreement with the California Department of Transportation for the maintenance of frontage improvements associated with the proposed Gilly’s Car and Dog Wash at 12851 East Stockton Boulevard; 2) Authorizing the City Manager to execute a Landscape Maintenance Agreement with J. Gilbert Moore, for the maintenance of frontage improvements associated with the proposed Gilly’s Car and Dog Wash along East Stockton Boulevard in both State and City rights-of-way. ACTION: Upon a motion by Malson, seconded by Campion, the consent calendar was approved by a unanimous roll call vote. SCHEDULED MATTERS - PUBLIC HEARING: 1. SUBJECT: 320 Fifth Street General Plan Amendment, Rezone and Design Review Project. RECOMMENDED ACTION: 1) Receive a presentation regarding the 320 Fifth Street Project; 2) Open public hearing to receive comments on the 320 Fifth Street Project; 3) Upon closing the public hearing, adopt Resolution No. 2018-82 approving the proposed General Plan Amendment and Design Review for the 320 Fifth Street Project; and 4) Introduce Ordinance No. 2018-07 approving the proposed rezone for the 320 Fifth Street Project, waive full reading, and continue to the next regular meeting for adoption. Erias gave the agenda report. Heuer opened the public hearing and hearing no comments, closed the public hearing. ACTION: Upon a motion by Lampson, seconded by Crews, adopting Resolution No. 2018-82 was approved by a unanimous roll call vote. GALT CITY COUNCIL MINUTES REGULAR MEETING OF NOVEMBER 6, 2018 PAGE 3 ACTION: Upon a motion by Malson, seconded by Campion, introducing Ordinance No 2018-07 was approved by a unanimous roll call vote. 2. SUBJECT: 500 Fairway Drive General Plan Amendment and Rezone, and Zoning Text Amendment to allow Billboards. RECOMMENDED ACTION: 1) Receive a presentation; 2) Open public hearing to receive comments; 3) Upon closing the public hearing, adopt Resolution No. 2018-83 approving the proposed amendment to the General Plan Land Use Map for 500 Fairway Drive; and 4) Introduce Ordinance No. 2018-08 amending Galt Municipal Code Section 18.56.050, Prohibited Signs and adding Section 18.56.120, Electronic Billboard Regulations and Standards, and amending the District Zoning Map for the property located at 500 Fairway Drive, waive full reading, and continue to the next regular meeting for adoption. Erias gave the agenda report. Heuer opened the public hearing, hearing no comments, closed the public hearing. ACTION: Upon a motion by Malson, seconded by Crews, adopting Resolution No. 2018-83 was approved by a unanimous roll call vote. ACTION: Upon a motion by Crews, seconded by Campion, introducing Ordinance No. 2018-08 was approved by a unanimous roll call vote. PRESENTATIONS: 4. SUBJECT: Liberty Ranch High School Homecoming Parade – Liberty Ranch High School. Becca Dennis, Liberty Ranch High School, thanked City Council for allowing the parade and gave a brief report. REGULAR CALENDAR: TREASURER'S OFFICE: 1. SUBJECT: Treasurer's Report for period ending September 2018. RECOMMENDED ACTION: Accept the Treasurer's Report as submitted. Farrell gave the report. ACTION: Upon a motion by Lampson, seconded by Crews, accepting the Treasurer’s Report for period ending September 2018 was approved by a unanimous roll call vote. CITY COUNCIL’S OFFICE: 2. SUBJECT: Discretionary Funds – Heuer. RECOMMENDED ACTION: Approve allocating $1,000 from Mayor Heuer’s discretionary funds for Fiscal Year 2018-19 budget for the Galt Senior Resource Center. Heuer gave the agenda report. GALT CITY COUNCIL MINUTES REGULAR MEETING OF NOVEMBER 6, 2018 PAGE 4 ACTION: Upon a motion by Crews, seconded by Malson, allocating $1,000 from Mayor Heuer’s discretionary funds for Fiscal Year 2018-19 budget for the Galt Senior Resource Center was approved by a unanimous roll call vote. 3. SUBJECT: Discretionary Funds – Crews. RECOMMENDED ACTION: Approve allocating $1,000 from Vice-Mayor Crews’ discretionary funds for Fiscal Year 2018-19 budget for the Military Banner Program. Crews gave the agenda report. ACTION: Upon a motion by Campion, seconded by Lampson, allocating $1,000 from Vice-Mayor Crews’ discretionary funds for Fiscal Year 2018-19 budget for the Military Banner Program was approved by a unanimous roll call vote. CITY MANAGER'S OFFICE: 4. SUBJECT: Budget Update. RECOMMENDED ACTION: 1) Suspend completion of non-essential maintenance and purchasing capital equipment items in the current budget for the Northeast and Westside Lighting and Landscape Districts, Parks and Recreation and General Funds; 2) Schedule a budget workshop focused on funding options for Lighting and Landscape Districts; and 3) Schedule a series of budget workshops focused on departments funded by the General Fund. Palazzo gave the agenda report. Tyson assisted in the presentation. ACTION: Upon a motion by Campion, seconded by Malson, suspending completion of non- essential maintenance and purchases of capital equipment items in the current budget for the Northeast and Westside Lighting and Landscape Districts, Parks and Recreation and General Funds; 2) Scheduling a budget workshop focused on funding options for Lighting and Landscape Districts; and 3) Scheduling a series of budget workshops focused on departments funded by the General Fund was approved by a unanimous roll call vote. PUBLIC WORKS DEPARTMENT: 5. SUBJECT: Fourth Street Traffic Calming Study Costs. RECOMMENDED ACTION: Receive a report and provide direction as to whether to proceed with further traffic calming analysis for the Fourth Street Corridor and related funding appropriations. Winkler gave the agenda report. ACTION: Upon a motion by Heuer, seconded by Malson, directing no further action for traffic calming analysis for the Fourth Street Corridor, was approved by a roll call vote with Crews dissenting. COMMUNICATIONS: None. CITY CLERK'S REPORT: Settles reminded the public the regular city council meeting on November 20, 2018 had been cancelled. GALT CITY COUNCIL MINUTES REGULAR MEETING OF NOVEMBER 6, 2018 PAGE 5 COMMENTS BY STAFF: Winkler gave an update on the City’s water conservation and added Marengo Road construction would begin on November 9, 2018. Erias said the Industrial Annexation would go before the Local Agency Formation Commission in December. He was preparing to roll out to the public the Climate Action Plan and the Carillion Boulevard Master Plan. Hall announced the City’s open positions. Solis said staff was currently removing rotted out eucalyptus trees at Harvey Park. He announced the Lighting of the Night Event was on December 1, 2018. Sockman attended the Community Character Coalition meeting. Sockman announced the Police Department’s Holiday Open House was on December 10, 2018, the Police Awards Banquet on December 12, 2018 and the Holiday Toy Drive on December 16, 2018. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR CREWS: Nothing. COUNCIL MEMBER MALSON: Nothing. COUNCIL MEMBER CAMPION: Nothing. COUNCIL MEMBER LAMPSON: Nothing. MAYOR HEUER: announced the Senior Luncheon was on December 13, 2018. There being no further business to come before City Council, the Mayor adjourned the meeting at 7:41pm.
