REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, September 3, 2019
The Mayor called the meeting to order at 4:35 pm. Council Members present: Farmer, Sandhu, Campion,
Lozano and Lampson.
Staff members present: Interim City Manager Haglund, City Clerk Settles, Interim City Attorney Hood and
Public Works Director Selling.
ADJOURNED TO CLOSED SESSION:
1. CONFERENCE WITH LEGAL COUNSEL-ANTICIPATED LITIGATION Significant
exposure to litigation pursuant to Government Code Section 54956.9(d) (2) – One potential case.
RECONVENED TO OPEN SESSION: The City Council reconvened to open session at 6:00 pm at which
time the City Attorney announced there was no reportable action.
The meeting was called to order at 6:01 pm by the Mayor. Council Members present: Farmer, Sandhu,
Campion, Lozano and Lampson.
Staff members present: Interim City Manager Haglund, City Clerk Settles, Interim City Attorney Hood,
Community Development Director Erias, Finance Director Tyson, Interim Human Resources Director
Narloch, Parks and Recreation Director Solis, Police Chief Sockman and Public Works Director Selling.
OPENING CEREMONIES - Silent prayer was observed, the flag salute was recited and the City Clerk
read the replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: Sandhu pulled No. J2 from the Consent
Calendar for discussion.
PRESENTATIONS:
1. SUBJECT: Oath of Office – Police Officer Carlos Aguiar and Police Officer Nicholas Kohler.
Sockman introduced Officer Aguiar and Officer Kohler. Settles administered the oath of office.
2. SUBJECT: Commission on Aging Annual Report to City Council.
Bob Balliet, Commission on Aging, gave the report.
3. SUBJECT: Parks and Recreation Commission Annual Report to City Council.
Solis gave the report.
4. SUBJECT: Proclamation honoring Michael Guttridge.
Lampson presented the proclamation to Guttridge.

PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items. She stated no discussion or action could be taken on any item that was not
listed on the agenda. The Clerk advised the location of the speaker cards, asked that speaker cards be
presented to the Clerk prior to addressing City Council and that each person would have a five-minute time
limit to speak. She said those who wished to speak on any item scheduled on the agenda would be given an
opportunity to do so at the time that item was being considered.
Annelte Kunze and Arelly Benavidez, Galt Teen Center, gave an overview of the project.
Kathleen Amos spoke on Measure R proposed budget cuts.
Jacqueline Bourassa shared her concerns with an Airbnb vacation rental in her neighborhood. Haglund
would address her concerns and report back to City Council.
Gene Davenport objected to some of the budget cuts and encouraged City Council to open a cannabis
dispensary.
Greg Davidson questioned if Council Chambers was in compliance with the American with Disabilities
Act.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: None.
CONSENT CALENDAR - Consisting of Item No. 1.
1. SUBJECT: Minutes of the regular meeting of August 20, 2019 and special meeting of August 27,
2019.
RECOMMENDED ACTION: Accept the minutes as submitted.
ACTION: Upon a motion by Lozano, seconded by Campion, accepting the consent calendar was approved
by a unanimous roll call vote.
CONSENT CALENDAR:
2. SUBJECT: Receive and File Warrants for period ending August 21, 2019.
RECOMMENDED ACTION: Receive and file warrants for the period ending August 21, 2019.
Sandhu had questions on two of the warrants.
ACTION: Upon a motion by Campion, seconded by Lozano, receiving and filing warrants for the
period ending August 21, 2019, was approved by a unanimous roll call vote.
SCHEDULED MATTERS - PUBLIC HEARING: None.
REGULAR CALENDAR:
CITY MANAGER’S OFFICE:
1. SUBJECT: Implementation of Financial Sustainability Plan with Fiscal Year 2019-20
Supplemental Budget Adjustments and Council Direction on Long and Mid-Term Actions.

RECOMMENDED ACTION: Approve recommended Fiscal Year 2019-20 budget adjustments
as presented by Interim City Manager and review long-term and mid-term budget options to
provide direction to staff.
Haglund gave the agenda report.
Farmer asked to keep the adult softball program. Sandhu wanted to remove the youth sports lighting
fee from the recommended expenditure cuts and keep the adult softball program. Campion
suggested increasing the fees for adult softball program. Farmer opposed increasing fees for the
adult softball program.
Kathleen Amos was opposed to budget cuts to the Police Department.
Sherry Daley was opposed to City Council discretionary funding.
Greg Davidson was opposed to City Council discretionary funding.
Chris Brossman spoke on budget cuts.
Gene Davenport supported City Council discretionary funding.
Julie Clark was concerned with the cost of attorney fees.
ACTION: Upon a motion by Campion, seconded by Lozano, adopting Resolution No. 2019-63
was approved by a roll call vote with Farmer and Sandhu dissenting.
City Council discussed long-term and mid-term budget options presented by Haglund. City Council
directed staff to bring back information regarding a parcel tax, sales tax and a community facility
district in early October. City Council gave direction to schedule a closed session to discuss
employee contracts. City Council also directed staff to review city fees and bring back in late
October.
2. SUBJECT: Consideration of Removal of a Member of the Measure R Oversight Committee and
Advertisement for a Replacement.
RECOMMENDED ACTION: Recommend City Council, by motion, consider whether to remove
Kathleen Amos from the Measure R Oversight Committee and if so, direct staff to advertise for a
replacement member.
Haglund gave the agenda report.
Kathleen Amos opposed her removal from the Measure R Oversight Committee.
Sherry Daley opposed the removal of Amos from the Measure R Oversight Committee.
Fran Brossman was upset by the post made by Kathleen Amos.
Michelle Frederick supported the removal Kathleen Amos.
Amanda Muller asked City Council make a decision based on facts.
Sherry Daley asked City Council to review her case for bad behavior by another City Council
committee appointee. Campion said to contact Haglund.

Jerry Sauter supported the removal of Kathleen Amos.
ACTION Upon a motion by Lozano, seconded by Farmer, removing Kathleen Amos from the
Measure R Oversight Committee and directing staff to advertise for a replacement member was
approved by a unanimous roll call vote.
