CITY OF GALT MINUTES SPECIAL CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, August 27, 2019, 6:00 pm The Mayor called the meeting to order at 6:00 pm. Council Members present: Farmer, Sandhu, Campion, Lozano and Lampson. Staff members present: Interim City Manager Haglund, City Clerk Settles, Interim City Attorney Hood, Community Development Director Erias, Finance Director Tyson, Parks & Recreation Director Solis, Police Chief Sockman, Public Works Director Selling and Interim Human Resources Director Narloch. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items. She stated no discussion or action could be taken on any item that was not listed on the agenda. The Clerk advised the location of the speaker cards, asked that speaker cards be presented to the Clerk prior to addressing City Council and that each person would have a five-minute time limit to speak. She said those who wished to speak on any item scheduled on the agenda would be given an opportunity to do so at the time that item was being considered. Bonnie Rodriguez, Galt District Chamber of Commerce, shared information concerning the commercial solid waste rates. Cara Morris disagreed with the commercial solid waste rates. Daniel Bitondo spoke concerning the budget deficit. Ray Patel complained about the commercial solid waste rates. DEPARTMENTAL: 1. SUBJECT: Financial Sustainability Plan – Review of Expenditure Reduction Recommendations. RECOMMENDED ACTION: Review information in report and provide direction to staff. Haglund gave the presentation. Kami Martin shared her cost saving measures. Chris Brossman said a percentage of General Fund should be dedicated to the Parks and Recreation Department. Gene Davenport gave his ideas for cost reductions. During the discussion, the City Council directed staff to explore the fourteen recommendations listed in the Cost Allocation Plan Project memo from Inez V. Kiriu, Retired Finance Director. There being no further business to come before City Council, the Mayor adjourned the meeting at 8:57 pm. Respectfully submitted, Donna Settles City Clerk

PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the council on non-agenda items. Speakers may address council on any agenda item during consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter jurisdiction of the City Council and limit comments to a maximum of five minutes.
