CITY OF GALT MINUTES REGULAR CITY COUNCIIL MEEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, February 18, 2020 The Mayor called the meeting to order at 6:00 pm. Council Members present: Lozano, Farmer, Campion, Lampson and Sandhu. Staff members present: Interim City Manager Haglund, City Clerk Hubert, Interim City Attorney Hood, Community Development Director Erias, Finance Director Tyson, Human Resources Director Van Steyn, Parks and Recreation Director Solis, Police Chief Sockman and Public Works Director Selling. OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: Campion pulled Consent Item No. F3 and Farmer pulled Consent Item No. F2 for discussion. PRESENTATION: None. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items. She stated no discussion or action could be taken on any item that was not listed on the agenda. The Clerk advised the location of the speaker cards, asked that speaker cards be presented to the Clerk prior to addressing City Council and that each person would have a five-minute time limit to speak. She said those who wished to speak on any item scheduled on the agenda would be given an opportunity to do so at the time that item was being considered. Ron Lawrence, President of the California Police Chiefs Association, honored Chief Sockman for his service and dedication to public safety. Jay Vandenburg, asked for clarification on the City’s position regarding the Galt Market property. Campion asked Mr. Vandenburg to resend email. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Sandhu attended the Sacramento Transportation Authority Meeting on February 13. INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 3, excluding Items No. 2 and 3 which were pulled for discussion. 1. SUBJECT: Receive and file Warrants for period ending January 8, 2020. RECOMMENDED ACTION: Receive and file warrants for the period ending January 8, 2020. ACTION: Upon a motion by Lozano, seconded by Lampson, the consent calendar was approved by a unanimous roll call vote. CONSENT CALENDAR: GALT CITY COUNCIL MINUTES REGULAR MEETING OF FEBRUARY 18, 2020 PAGE 2 2. SUBJECT: Amendment No. 7 to the Agreement for South County Transit Link Sharing of Responsibilities and Costs. RECOMMENDED ACTION: Adopt Resolution No. 2020-02 1) Authoring the City Manager to execute Amendment No. 7 to the agreement with Sacramento County Transit Link (SCT/Link) Sharing of Responsibilities and Costs to extend the term from April 30, 2020 to September 30, 2020; and 2) Authorizing the City Manager to negotiate a new responsibilities and costs sharing agreement with Sacramento County. Farmer asked for clarification of responsibilities when negotiating the cost sharing agreement. ACTION: Upon a motion by Lozano, seconded by Lampson, adopting Resolution No. 2020-02 was approved by a unanimous roll call vote. 3. SUBJECT: Approval of the Final Map and Authorizing a Subdivision Improvement Agreement for Veranda at River Oaks. RECOMMENDED ACTION: Adopt Resolution No. 2020-03 1) Approving the Final Map for Veranda at River Oaks and authorizing the filing and recordation thereof; and 2) Authorizing the City Manager to execute the subdivision improvement agreement with Elliott Homes, Inc. and the filing and recordation thereof. Campion asked if there was a reference to the tentative map conditions in the subdivision improvement agreement. ACTION: Upon a motion by Campion, seconded by Lozano, adopting Resolution No. 2020-03 approving the Final Map for Veranda at River Oaks and authorizing the filing and recordation thereof and authorizing the City Manager to execute the subdivision improvement agreement with Elliott Homes, Inc. and the filing and recordation thereof with the amendment that the subdivision improvement agreement be revised to include explicit language that the conditions of approval are incorporated by reference was approved by a unanimous roll call vote. SCHEDULED MATTERS - PUBLIC HEARING: None. REGULAR CALENDAR: CITY MANAGER’S OFFICE: 1. SUBJECT: Council Member Appointment to Sacramento Homeless Policy Council. RECOMMENDED ACTION: Appoint a council member to serve on the Sacramento Homeless Policy Council (SHPC). Haglund gave the agenda report. ACTION: Upon a motion by Lampson, seconded by Lozano, appointing Farmer to serve on the Sacramento Homeless Policy Council was approved by a unanimous roll call vote. COMMUNITY DEVELOPMENT DEPARTMENT: 2. SUBJECT: Senate Bill Number 2 Planning Grant. RECOMMENDED ACTION: Adopt Resolution No. 2020-04 authorizing the City Manager to appropriate $160,000 of revenue and expenditures for the State Senate Bill Number 2 (SB2) grant GALT CITY COUNCIL MINUTES REGULAR MEETING OF FEBRUARY 18, 2020 PAGE 3 funds and enter into a consultant services contract/task order with Raney Planning and Management to prepare SB2 grant program deliverables. Erias gave the agenda report. ACTION: Upon a motion by Campion, seconded by Farmer, adopting Resolution No. 2020-04 was approved by a unanimous roll call vote. PUBLIC WORKS DEPARTMENT: 3. SUBJECT: Water Meter Data Collection Service Contract. RECOMMENDED ACTION: Adopt Resolution No. 2020-05 1) Authorizing the City Manager to execute a one year contract with Aclara with the option of five – 1 year extensions to manage the City of Galt water data collection system. The initial contract amount is for $48,000 per year. The following annual contracts will not include the one-time set up costs but will include a 5% contract escalator for the on-going services; 2) Authorizing the City Manager to execute a one-time contract with Aclara for $32,560.50 to install needed upgrades for the seven Data Collection Unit (DCU’s); and 3) Approving an appropriation in the amount of $51,858 in the Water Plant Budget from Fund 005 available reserves. Selling gave the agenda report. ACTION: Upon a motion by Farmer, seconded by Campion, adopting Resolution No. 2020-05 was approved by a unanimous roll call vote. COMMUNICATION: None. CITY CLERK’S REPORT: None. COMMENTS BY STAFF: Erias said the Galt Market Master Plan community outreach dates were tentatively scheduled for March 9 and March 30, 6:00 pm – 8:00 pm with a location to be determined. He also congratulated Chief Sockman on his recognition. Solis said registrations were being accepted for adult softball and youth softball. He said swimming lessons and the Galt Gators programs would begin on March 1. Sockman said he and Vice Mayor Lozano attended a presentation regarding the Keeping California Safe Act. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR LOZANO: suggested the Liberty Ranch Cheer Squad perform the flag salute at an upcoming City Council meeting. He spoke about the Keeping California Safe Act and suggested Chief Sockman help educate the public regarding the act. COUNCIL MEMBER FARMER: agreed with the idea of Liberty Ranch Cheer Squad performing the flag salute. Encouraged the public to participate in the Galt Beautification Committee’s monthly community clean up Saturday, February 22 at BMD at 9:00 am. COUNCIL MEMBER CAMPION: None. COUNCIL MEMBER LAMPSON: None.
