CITY OF GALT MINUTES SPECIAL CITY COUNCIIL MEEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, February 11, 2020 The Mayor called the meeting to order at 6:00 pm. Council Members present: Lozano, Farmer, Lampson and Sandhu. Absent: Campion. Staff members present: Interim City Manager Haglund, City Clerk Hubert, Interim City Attorney Hood, Community Development Director Erias, Finance Director Tyson, Human Resources Director Van Steyn, Police Chief Sockman and Public Works Director Selling. Absent: Parks and Recreation Director Solis. OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None. PRESENTATION: None. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items. She stated no discussion or action could be taken on any item that was not listed on the agenda. The Clerk advised the location of the speaker cards, asked that speaker cards be presented to the Clerk prior to addressing City Council and that each person would have a five-minute time limit to speak. She said those who wished to speak on any item scheduled on the agenda would be given an opportunity to do so at the time that item was being considered. Robert Kraude spoke about the Galt fairground property. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Lozano attended the Sacramento Area Council of Governments (SACOG) Policy and Innovation Committee meeting on February 10. Farmer attended the Public Safety Committee meeting on January 27. Lampson attended the Sacramento Metropolitan Air Quality Management District Board meeting on January 23. INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 2. 1. SUBJECT: Minutes of the regular meeting of December 17, 2019 and January 21, 2020. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and file Warrants for period ending January 22, 2020. RECOMMENDED ACTION: Receive and file warrants for the period ending January 22, 2020. ACTION: Upon a motion by Lozano, seconded by Farmer, the consent calendar was approved by a roll call vote of council members present. Absent: Campion. SCHEDULED MATTERS - PUBLIC HEARING: None. REGULAR CALENDAR: GALT CITY COUNCIL MINUTES SPECIAL MEETING OF FEBRUARY 11, 2020 PAGE 2 TREASURER’S OFFICE: 1. SUBJECT: Treasurer’s Report for period ending December 2019. RECOMMENDED ACTION: Accept the Treasurer’s Report as submitted. Farrell gave the report. ACTION: Upon a motion by Lampson, seconded by Lozano, accepting the Treasurer’s Report as submitted was approved by a roll call vote of council members present. Absent: Campion. CITY MANAGER’S OFFICE: 2. SUBJECT: Proposed Assembly Bill Pertaining to the 44-Acres Comprising the Galt Market and Surrounding City Owned Properties. RECOMMENDED ACTION: Adopt Resolution No. 2020-01 authorizing staff to work with legislative leaders to introduce a bill with language authorized by the City Council during the upcoming legislative session pertaining to the 44-acres comprising the Galt Market and surrounding City owned properties as regards the current deed restrictions on the properties. Haglund gave the agenda report and introduced Legislative Director Roy Sianez and District Director Mikey Hothi, representatives from AssemblyMember Jim Cooper’s Office. Campion entered at 6:30 pm. Jay Vandenburg distributed written material and opposed changing the legislation at this time. Harry Wensel opposed changing the legislation at this time. Sam Mitchell opposed changing the legislation at this time. Barbara Payne opposed changing the legislation at this time. Gary Goldsmith opposed changing the legislation at this time. Julie Clark opposed changing the legislation at this time. Carl Bonar opposed changing the legislation at this time. Barbara Woods opposed changing the legislation at this time. Mathew Pratton opposed changing the legislation at this time. Gene Davenport opposed changing the legislation at this time. Robert Kraude opposed changing the legislation. Chris Brossman opposed changing the legislation at this time. Julia Parrish opposed changing the legislation at this time. GALT CITY COUNCIL MINUTES SPECIAL MEETING OF FEBRUARY 11, 2020 PAGE 3 Campion supported introducing legislation to explore new revenue opportunities. Said he would not support a bill that would not ensure financial sustainability for the Parks and Recreation department. Lampson supported introducing legislation to explore options for revenue opportunities. Lozano supported introducing legislation to explore revenue opportunities. Said he would not support a bill that would not have a continued revenue stream for Parks and Recreation. Farmer opposed introducing legislation and would like to see a plan in place for the market property before moving forward. Sandhu opposed introducing legislation and would like to see a plan in place for the market property before moving forward. ACTION: Upon a motion by Campion, seconded by Lampson, adopting Resolution No. 2020-01 was approved by a roll call vote with Farmer and Sandhu dissenting. COMMUNICATION: None. CITY CLERK’S REPORT: None. COMMENTS BY STAFF: Selling said the City purchased a battery drop off box, through a grant, which was located in front of the police station. Erias said the Planning Commission meeting was Thursday, February 13. He gave an update on the SB2 Grant and the California Energy Commission Grant. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR LOZANO: attended the Tiny Smiles Run and wished Rick Keiser a speedy recovery. COUNCIL MEMBER FARMER: said the Tiny Smiles was a great event and gave condolences to a friend and customer who lost his son. COUNCIL MEMBER CAMPION: attended the South Sacramento Habitat Conservation Plan meeting on January 27. COUNCIL MEMBER LAMPSON: volunteered at the Night to Shine event and congratulated Liberty Ranch High School for winning the Florida Nationals Cheerleading Championship. MAYOR SANDHU: attended the Winter Bird Festival wine and food event and the Galt Chamber of Commerce’s Business of the Month event.
