CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, May 5, 2020 This meeting of the Galt City Council was conducted by video/teleconference in compliance with the State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29- 20, which allowed for a deviation of teleconference rules required by the Brown Act. Council Members and City staff participated via remote video/telephone connections and the meeting was broadcast on Metro Cable and livestreamed on the City’s website. The Mayor called the meeting to order at 6:02 pm. Council Members present: Lozano, Farmer, Campion, Lampson and Sandhu. Staff members present: Interim City Manager Haglund, City Clerk Hubert, Interim City Attorney Hood, Community Development Director Erias, Finance Director Tyson, Human Resources Director Van Steyn Parks and Recreation Director Solis, Police Chief Sockman and Public Works Director Selling. OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: Farmer pulled Item F3 for discussion. PRESENTATION: None. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items via the email submission process identified on the agenda. She stated no discussion or action could be taken on any item that was not listed on the agenda. She said those who submitted written public comments would be read out loud by the City Clerk, subject to the customary five minute time limit, on any item scheduled on the agenda at the time that item was being considered. Kristi MacLeod spoke in favor of opening up the community. Robert Porter spoke in favor of opening up the community. Peggy Porter spoke in favor of opening up the community. Kimberly Pennington spoke in favor of opening up the community. Joe Pryor asked about opening the tennis courts. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Lozano attended the Sacramento Area Council of Governments (SACOG) Policy and Innovation Committee meeting on May 4. Campion attended the South Sacramento Conservation Agency Joint Powers Authority meeting on April 27. Lampson attended the Sacramento Air Quality Management District Board of Directors meeting on April 23. Farmer attended the Sacramento Public Library Authority Board meeting on April 23. SUBJECT: Minutes of the regular meeting of April 21, 2020. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and File Warrants for period ending April 22, 2020. RECOMMENDED ACTION: Receive and file warrants for the period ending April 22, 2020. 4. SUBJECT: Cosumnes Subbasin Sustainable Groundwater Management Act Framework Agreement for Phases 3 and 4. RECOMMENDED ACTION: Adopt Resolution No. 2020-21 ratifying the Cosumnes Subbasin Sustainable Groundwater Management Act (SGMA) Working Group Framework Agreement for Phases 3 and 4 of Groundwater Sustainability Plan Development dated January 9, 2020. 5. SUBJECT: Cardoso II Subdivision Project. RECOMMENDED ACTION: Adopt Ordinance No. 2020-01 amending the District Zoning Map of the City of Galt for the Cardoso II Subdivision to rezone 59.17 acres of land identified as Assessor’s Parcel Number APN 150-0101-076 and -077 from Low Density Single Family Residential District (R1A) and Open Space (OS) to Maximum Density Single-Family Residential District (R1C) and Open Space. ACTION: Upon a motion by Lozano, seconded by Lampson, the consent calendar was approved by a unanimous roll call vote. CONSENT CALENDAR: 3. SUBJECT: Blue Dog Distributing Rent Reduction Lease Agreement Amendment. RECOMMENDED ACTION: Adopt a resolution approving the Blue Dog Distributing lease agreement amendment to provide rent reduction due to the COVID-19 pandemic. Farmer expressed his concerns with providing rent relief and wanted to discuss alternative rent deferral options. After City Council discussion, City Council directed staff to bring back the lease agreement amendment to provide for rent deferral, rather than rent relief, and allow up to a one year deferral payback period. SCHEDULED MATTERS - PUBLIC HEARING: None. REGULAR CALENDAR: CITY MANAGER’S OFFICE: 1. SUBJECT: Coronavirus (COVID-19) Update. RECOMMENDED ACTION: Information only. Haglund gave the update and answered City Council questions. Rachelle Herendeen, Galt Chamber of Commerce President, spoke in favor of opening up the community. GALT CITY COUNCIL MINUTES REGULAR MEETING OF MAY 5, 2020 PAGE 3 City Council directed Haglund to draft a letter to the Governor and the Sacramento County Health Officer advocating for businesses to open in Galt under appropriate social distancing and health guidelines. 2. SUBJECT: City Council, Committees, Commissions and Boards Handbook. RECOMMENDED ACTION: Information only. Haglund gave the agenda report. City Council agreed to bring back amendment topics at a later date for discussion. COMMUNITY DEVELOPMENT DEPARTMENT: 3. SUBJECT: Adoption of Resolution of Intention to Form Community Facilities District No. 2020- 1. RECOMMENDED ACTION: Approve Resolution No. 2020-22 of Intention of the City Council of the City of Galt, California, with respect to formation of proposed City of Galt Community Facilities District No. 2020-1 (Public Services). Erias introduced Mrunal Shah, Best Best & Krieger, who gave the presentation. Erias introduced Michael Medve, Willdan Financial Services, who answered City Council questions. ACTION: Upon a motion by Campion, seconded by Lozano, adopting Resolution No. 2020-22 was approved by a unanimous roll call vote. Campion left the meeting at 8:51 pm. COMMUNICATION: Hubert stated one more public comment had been received from John Linberger asking about funding services if the shutdown continued. CITY CLERK’S REPORT: None. COMMENTS BY STAFF: Sockman spoke about the cancelled peace officer memorial events county and nationwide and thanked the community for their support. Hood said she would keep City Council apprised of the Governor and County Health Officer’s orders. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR LOZANO: appreciated the City and the citizens’ efforts minimizing the spread of the virus and asked the public to be patient with law enforcement. COUNCIL MEMBER FARMER: reminded the public that vandalism was still occurring and appealed to the public to be aware of their surroundings. COUNCIL MEMBER CAMPION: Absent. COUNCIL MEMBER LAMPSON: hoped moving forward the council meetings would be held in the council chambers. She hoped the City and Galt Chamber of Commerce would work together to send letters to the Governor. MAYOR SANDHU: thanked City staff working during the pandemic. Told the community to stay safe and remember social distancing. There being no further business to come before City Council, the Mayor adjourned the meeting at 9:00 pm.
