REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, July 7, 2020
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act. Council
Members and City staff participated via remote video/telephone connections and the meeting was
broadcast on Metro Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 6:00 pm. Council Members present: Lozano, Farmer, Campion,
Lampson and Sandhu.
Staff members present: Interim City Manager Haglund, City Clerk Hubert, Interim City Attorney Hood,
Community Development Director Erias, Finance Director Tyson, Human Resources Director Van Steyn
Parks and Recreation Director Solis, Police Chief Sockman and Public Works Director Selling.
OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk
read the replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None.
PRESENTATION:
1. SUBJECT: Special Events Co-Sponsorship Applications.
Eric Lewis and Nicole Blackwell spoke on behalf of Vet-Traxx.
Rachelle Herendeen spoke on behalf of the Galt District Chamber of Commerce.
Grace Malson spoke on behalf of the Galt Sunrise Rotary.
Bob Olsen spoke on behalf of the Galt High Alumni Association.
Becca Dennis spoke on behalf of Liberty Ranch High School.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the email submission process identified on the agenda. She stated no
discussion or action could be taken on any item that was not listed on the agenda. She said those who
submitted written public comments would be read out loud by the City Clerk, subject to the customary five
minute time limit, on any item scheduled on the agenda at the time that item was being considered.
Jerry Sauter, voiced his concern regarding the Carillion Boulevard Master Plan.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: Lozano attended the Sacramento Area Council of Governments (SACOG) Board of
Directors Meeting on June 18. Campion attended the South Sacramento Conservation Agency Joint Powers
Authority Meeting on June 22. Lampson attended the Sacramento Metropolitan Air Quality Management
District Board of Directors Meeting on June 25.

INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 5.
1. SUBJECT: Minutes of the special meeting of June 16, 2020, regular meeting of June 16, 2020,
special meeting of June 19, 2020, and special meeting of June 29, 2020.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: Receive and File Warrants for period ending June 24, 2020.
RECOMMENDED ACTION: Receive and file warrants for the period ending June 24, 2020.
3. SUBJECT: Formation of Community Facilities District No. 2020-1 (Public Services).
RECOMMENDED ACTION: Adopt Ordinance No. 2020-03 of the City Council of the City of
Galt Acting in its Capacity as the Legislative Body of the City of Galt Community Facilities District
No. 2020-1 (Public Services), County of Sacramento, State of California, authorizing the Levy of
a Special Tax in Such Community Facilities District.
4. SUBJECT: Senior Nutrition Program-Contract Services with Meals on Wheels by Asian
Community Center.
RECOMMENDED ACTION: Adopt Resolution No. 2020-40 1) Authorizing the City Manager
to enter into a two-year agreement with the Asian Community Center to provide the Senior
Nutrition Lunch Program at the Chabolla Community Center; 2) Authorizing the City Manager at
his or her sole discretion to enter into three (3) annual renewals of this agreement; and (3) Waiving
all rental fees of the Chabolla Community Center.
5. SUBJECT: Treasurer’s Report for period ending May 2020.
RECOMMENDED ACTION: Accept the Treasurer’s Report as submitted.
ACTION: Upon a motion by Lozano, seconded by Lampson, the consent calendar was approved
by a unanimous roll call vote.
SCHEDULED MATTERS - PUBLIC HEARING: None.
REGULAR CALENDAR:
CITY MANAGER’S OFFICE:
1. SUBJECT: Approval of New Job Classification and Salary for Economic Development
Manager.
RECOMMENDED ACTION: Adopt Resolution No. 2020-41 establishing the Economic
Development Manager job classification by approving the proposed job specification and salary
range and reclassification of the current part-time Project Management Specialist to Economic
Development Manager.
Haglund introduced Stephanie VanSteyn, Human Resources Director, and she gave the agenda
report.
ACTION: Upon a motion by Campion, seconded by Farmer, adopting Resolution No. 2020-41
was approved by a unanimous roll call vote.

2. SUBJECT: Coronavirus (COVID-19) Update.
RECOMMENDED ACTION: Information only.
Haglund gave the update along with an update on the Dine at Home Sacramento Program.
COMMUNICATION: None.
CITY CLERK’S REPORT:
1. SUBJECT: Galt Youth Commission - Student Member Appointments and Administering the Oath
of Office.
RECOMMENDED ACTION: Accept the student member appointments selected by the Galt
Youth Commission adult mentors.
Hubert gave the agenda report.
ACTION: Upon a motion by Campion, seconded by Lozano, approving the appointment of Anna
Romero, Ysabella Sosa, Alexa Murillo Cuevas, Alexis Gold and Ashley Rivas as student members
to the Galt Youth Commission was approved by a unanimous roll call vote.
Hubert administered the oath of office to Romero, Sosa, Cuevas, Gold and Rivas.
COMMENTS BY STAFF: Solis said the last day for the Wally show was this Saturday and Sunday.
Sockman said the Lights for Heroes was an amazing event. Selling congratulated the new Galt Youth
Commissioners. Hood congratulated the new youth commissioners and said staff was working on the
CARES Act allocation. Erias said the Carillion Boulevard Master Plan was going before the Planning
Commission this week. He also said he gave his notice and would be working for the City of Manteca. He
said it was an extremely difficult decision and would miss everyone.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR LOZANO: Asked about the public notice given for the Carillion Boulevard Master Plan
and what kind of public input had been received. He thanked Parks and Recreation, Public Works, the
Police Department and all staff who were involved with the Lights for Heroes event and said the Wally
exhibit was second to none. He also congratulated Erias and thanked him for all his help and said he would
be missed.
COUNCIL MEMBER FARMER: Thanked Parks and Recreation, Public Works, the Police Department
and everyone who was involved with the Lights for Heroes event and said he heard great feedback regarding
the event. He thanked the Police Department for their hard work on the Fourth of July. He also thanked
Erias for his service to Galt and said he liked the fact he did not take things personally and wished him the
best of luck in his endeavors.
COUNCIL MEMBER CAMPION: Congratulated Erias and admired his personality and ability to work
with people.
COUNCIL MEMBER LAMPSON: Congratulated Erias and said she liked the way he handled and spoke
to crowds.

MAYOR SANDHU: Said the Lights for Heroes was a really nice event and thanked the City and the
Police Department. He reminded everyone to practice social distancing and to be safe. He congratulated
the youth commissioners. He also congratulated Erias and said he admired his qualities of dignity and
respect.
There being no further business to come before City Council, the Mayor adjourned the meeting at 7:48 pm.

To protect our constituents, City officials and City staff, the City requests all members of the public to
follow the California Department of Health Services’ guidance and the County of Sacramento Public
Health Officer Order for the Control of COVID-19 restricting group events and gatherings and

Consistent with Executive Order N-29-20, the meeting will be held via teleconference/electronically
and the City Council will participate via teleconference/electronically. In-person participation by the
public will not be permitted and no physical location from which the public may observe the meeting
