SPECIAL CITY COUNCIL MEETING – CLOSED SESSION
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, July 21, 2020
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act.
The Mayor called the meeting to order at 2:04 pm. Council Members present: Lozano, Campion, Lampson
and Sandhu. Absent: Farmer
Staff members present: Interim City Manager Haglund, City Clerk Hubert and Interim City Attorney Hood.
PUBLIC COMMENTS: The City Clerk announced there were no public comments regarding the closed
session itemS.
Farmer entered the meeting at 2:10 pm.

RECONVENED TO OPEN SESSION: The City Council reconvened to open session at 4:03 pm at which
time the Interim City Attorney announced there was no reportable action on Item No. 1.
Item No. 2: Council unanimously authorized city to initiate litigation if necessary; further disclosure will
be made upon inquiry if litigation is formally commenced, unless to do so would jeopardize the City’s
ability to conclude existing settlement negotiations.
Item No. 3: Council unanimously authorized City to negotiate a tolling agreement with the environmental
groups threatening litigation regarding the City’s Climate Action Plan and authorized legal counsel to
defend the City if litigation is filed.

CORONAVIRUS DISEASE (COVID-19) ADVISORY
To protect our constituents, City officials and City staff, the City requests all members of the public to
follow the California Department of Health Services’ guidance and the County of Sacramento Public
Health Officer Order for the Control of COVID-19 restricting group events and gatherings and
maintaining social distancing. Additional information regarding COVID-19 is available on the City’s

Consistent with Executive Order N-29-20, the meeting may be held via teleconference/electronic means.
In-person participation by the public will not be permitted and no physical location from which the public
may observe the meeting will be available. Remote public participation is available in the following way:

City Clerk will read the comments out loud during public comment, subject to the customary 5-minute

Conference with Legal Counsel – Anticipated Litigation
Government Code section 54956.9(d)(2) (1 case)
On July 16, 2020, I received a voice message from and spoke by telephone with attorney
Don Mooney, who informed me that he represents several environmental groups
prepared to file a legal challenge to the City of Galt’s Climate Action Plan (CAP).
The Interim City Attorney has determined that this statement qualifies as “existing facts
and circumstances” under the Brown Act, specifically Government Code section
54956.9(e)(5) and that there is significant exposure to litigation pursuant to Government
Code section 54956.9(d)(2).
