REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, November 17, 2020
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act. Council
Members and City staff participated via remote video/telephone connections and the meeting was
broadcast on Metro Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 6:03 pm. Council Members present: Lozano, Farmer, Campion,
Lampson and Sandhu.
Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Hood, Interim
Community Development Director Hoffman, Finance Director Tyson, Human Resources Director Van
Steyn, Parks and Recreation Director Solis, Interim Police Chief Kalinowski and Public Works Director
Selling.
OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk
read the replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS:
PRESENTATIONS:
1. SUBJECT: Proclamation for Fire Chief, Michael W. McLaughlin – City Council
City Council Members recognized Michael W. McLaughlin.
2. SUBJECT: Introduction of Fire Chief, Felipe Rodriguez – Hines
Joshua Green, General Manager, Cosumnes Community Services District, introduced Felipe
Rodriquez.
Farmer left the meeting at 6:21 pm.
3. SUBJECT: Jingle through the Market – Parks and Recreation
Jackie Garcia, Special Events Manager, gave the presentation.
4. SUBJECT: Beautification Committee Annual Report for Fiscal Year 2019-2020 – Hines
Hines gave the annual report.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the email submission process identified on the agenda. She stated no
discussion or action would be taken on any item that was not listed on the agenda. She said those who
submitted written public comments would be read out loud by the City Clerk, subject to the customary five
minute time limit, on any item scheduled on the agenda at the time that item was being considered.

REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: Lozano attended the Sacramento Area Council of Governments (SACOG) Policy &
Innovation Committee on November 9.
INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 4.
1. SUBJECT: Minutes of the Special Meeting of October 27, 2020 and the Regular Meeting of
November 3, 2020.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: Receive and File Warrants for period ending November 5, 2020.
RECOMMENDED ACTION: Receive and file warrants for the period ending November 5, 2020.
3. SUBJECT: Approve Hunting Environmental, LLC On-Call Services Contract for Project
Condition Compliance with the South Sacramento Habitat Conservation Plan.
RECOMMENDED ACTION: Adopt Resolution No. 2020-87 authorizing the City Manager to
execute a Master Task Order agreement with Hunting Environmental, LLC for on-call biological
consulting for project condition compliance.
4. SUBJECT: Lease Agreement with California Department of General Services for Warehouse
Space at 140 Enterprise Court in the City of Galt for Three Years.
RECOMMENDED ACTION: Adopt Resolution No. 2020-88 authorizing the City Manager to
execute a lease agreement with the California Department of General Services for warehouse space
at 140 Enterprise Court in the City of Galt for a term of three years.
ACTION: Upon a motion by Lozano, seconded by Campion, the consent calendar was approved
by a unanimous roll call vote of council members present. Absent: Farmer

REGULAR CALENDAR:
CITY MANAGER’S OFFICE:
1. SUBJECT: Coronavirus (COVID-19) Update.
RECOMMENDED ACTION: Information only.
Hines gave the update.
Farmer re-entered the meeting at 6:44 pm.
PARKS AND RECREATION DEPARTMENT:
2. SUBJECT: Youth Softball Program.
RECOMMENDED ACTION: Adopt Resolution No. 2020-89 allowing the Galt Youth Baseball
Organization to assume responsibility of the girls’ softball program for ages 6 to 14 and approving
an Amended and Restated License Agreement Granting a License to Use Certain City Facilities to
Galt Youth Baseball including use of the snack bar located at the Sports Complex.

Solis gave the report.
ACTION: Upon a motion by Lozano, seconded by Lampson, adopting Resolution No. 2020-89
was approved by a unanimous roll call vote.
PUBLIC WORKS DEPARTMENT:
3. SUBJECT: Green Zone Designation
RECOMMENDED ACTION: Adopt Resolution No. 2020-90 approving designation of a Green
Zone to promote infill development within the City of Galt as part of the Sacramento Area Council
of Governments’ Green Means Go Program.
Selling gave the report.
ACTION: Upon a motion by Farmer, seconded by Lozano, adopting Resolution No. 2020-90 was
approved by a unanimous roll call vote.
COMMUNICATION: None.
CITY CLERK’S REPORT: None.
COMMENTS BY STAFF: Hines announced the City had launched a LinkedIn profile. VanSteyn gave
an update on the current job openings. Solis said the youth basketball program had been postponed and
said the playgrounds, parks and restrooms remained open at this time. Kalinowski gave an update on the
annual toy drive along with the Santa & Sirens event. Selling said sandbags were not being offered at this
time but staff would be monitoring the situation as the season progresses. Mendes said playgrounds were
allowed to remain open under the purple tier and said the City would soon be launching an Instagram page.
Hood wished everyone a happy Thanksgiving.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR LOZANO: Wished everyone a happy holiday season. Encouraged everyone to
participate in the upcoming toy drives.
COUNCIL MEMBER FARMER: Spoke about the job openings being posted on the City’s social media
sites. He asked about cash being accepted for utility payments and also asked for information on the
community dinner. He wished everyone a safe and happy Thanksgiving.
COUNCIL MEMBER CAMPION: Wished everyone a safe and healthy holiday.
COUNCIL MEMBER LAMPSON: Wished everyone a happy Thanksgiving. Reminded everyone the
Sunshine Food Closet, Real Life Church, was providing a food pantry for those in need during the holidays.
MAYOR SANDHU: Reminded everyone to social distance and to stay safe. Said everyone needed to
work together to help the small businesses and wished everyone a happy Thanksgiving.
There being no further business to come before City Council, the Mayor adjourned the meeting at 8:02 pm.

CORONAVIRUS DISEASE (COVID-19) ADVISORY
To protect our constituents, City officials and City staff, the City requests all members of the public to
follow the California Department of Health Services’ guidance and the County of Sacramento Public
Health Officer Order for the Control of COVID-19 restricting group events and gatherings and
maintaining social distancing. Additional information regarding COVID-19 is available on the City’s
website at www.ci.galt.ca.us.
Consistent with Executive Order N-29-20, the meeting will be held via teleconference/electronically
and the City Council will participate via teleconference/electronically. In-person participation by the
public will not be permitted and no physical location from which the public may observe the meeting
will be available. Remote public participation is available in the following ways:
