MINUTES
REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, December 1, 2020
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act. Council
Members and City staff participated via remote video/telephone connections and the meeting was
broadcast on Metro Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 6:03 pm. Council Members present: Lozano, Farmer, Campion,
Lampson and Sandhu.
Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Hood, Interim
Community Development Director Hoffman, Finance Director Tyson, Human Resources Director Van
Steyn, Parks and Recreation Director Solis, Interim Police Chief Kalinowski and Public Works Director
Selling.
OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk
read the replay statement.
NOVEMBER 3, 2020 ELECTION RESULTS:
1. SUBJECT: Certification of November 3, 2020 General Municipal Election Results.
RECOMMENDED ACTION: Adopt Resolution No. 2020-91 certifying the election results of
the November 3, 2020, General Municipal Election.
Hubert gave the agenda report.
ACTION: Upon a motion by Lozano, seconded by Lampson, adopting Resolution No. 2020-91
was approved by a unanimous roll call vote.
Lampson and Campion left the virtual meeting.
REORGANIZATION OF THE GALT CITY COUNCIL:
1. SUBJECT: Oath of Office and Reorganization of Galt City Council.
RECOMMENDED ACTION: 1) Administer the Oath of Office to the Galt City Council
Members Elect; 2) Roll Call; 3) Election of Mayor; and 4) Election of Vice Mayor.
Hubert administered the oath of office to Council Elect Vandenburg and Papineau. Hubert called
roll. Council Members present: Sandhu, Lozano, Farmer, Vandenburg and Papineau.
Sandhu recognized Lozano and thanked him for his service as Vice Mayor.
Hines recognized Sandhu and thanked him for his service as Mayor.
Hubert opened nominations for mayor. Sandhu nominated Farmer. Hearing no further
nominations, Hubert closed the nominations.

ACTION: Farmer was elected Mayor by a majority roll call vote.
Farmer opened the nominations for vice mayor. Farmer nominated Sandhu. Hearing no further
nominations, Farmer closed the nominations.
ACTION: Sandhu was elected Vice Mayor by a majority roll call vote.
Paige Lampson, former council member, expressed her appreciation for her tenure on city council.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS:
Farmer requested his council comments be moved to the beginning of the meeting.
Farmer honored lifetime Galt resident Doris “Louise” Loll Dowdell who recently passed away.
PRESENTATIONS: None.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the email submission process identified on the agenda. She stated no
discussion or action would be taken on any item that was not listed on the agenda. She said those who
submitted written public comments would be read out loud by the City Clerk, subject to the customary five
minute time limit, on any item scheduled on the agenda at the time that item was being considered.
No public comments received.
Omac asked if the City of Galt had considered being a sanctuary city to protect businesses.
Ryan Montgomery expressed his thoughts on the requirements needed for the next chief of police.
Kami Martin congratulated the new city council members and voiced her concerns regarding Measure R
funds.
Grace Malson, Galt Sunrise Rotary, gave an update on the community dinner.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES:
Lozano attended the Sacramento Area Council of Governments (SACOG) Board of Directors Meeting on
November 19.
Sandhu did not want the warrants pulled but asked for clarification on one specific warrant.

1. SUBJECT: Minutes of the Regular Meeting of November 17, 2020.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: Receive and File Warrants for period ending November 18, 2020.
RECOMMENDED ACTION: Receive and file warrants for the period ending November 18,
2020.
3. SUBJECT: Treasurer’s Report for period ending October 2020.
RECOMMENDED ACTION: Accept the Treasurer’s Report as submitted.

ACTION: Upon a motion by Papineau, seconded by Sandhu, the consent calendar was approved
by a unanimous roll call vote.

Hines gave the update.

CITY CLERK’S REPORT: None.
COMMENTS BY STAFF: Solis thanked the Parks maintenance staff for their hard work on the Christmas
decorations and landscaping efforts. He thanked Real Life Church for their help with the landscaping along
with thanking Galt Lions Club for their continued support with Lions Oak Park. Solis said the reverse
parade was Saturday, December 5 and Muffins with Santa was Saturday, December 12. Mendes gave an
update on the Governor’s orders regarding potential lock down orders and state aid programs. She also said
the City’s Instagram page was recently launched. Kalinowski gave an update on the Santa & Sirens event
and the Cars for Kids Toy Rally.
Staff congratulated the new council members, mayor, and vice mayor and gave well wishes to outgoing
Council Members Campion and Lampson.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR SANDHU: Thanked Lampson and Campion for their service to the City and congratulated
new Council Members Vandenburg and Papineau and Mayor Farmer. He said to be safe and reminded
everyone to social distance.
COUNCIL MEMBER LOZANO: Provided information on the Santa & Sirens event and thanked Laurel
Schamber for organizing the event. He thanked Armando Solis and his crew for the landscaping and said
it was looking great. He said he had been in touch with Galt Youth Softball and they were moving right
along. He thanked Amie Mendes for providing the packet for the Eat Drink Support Local Program. He
congratulated Council Members Vandenburg and Papineau along with the new mayor and vice mayor.
COUNCIL MEMBER VANDENBURG: Thanked everyone for the well wishes. He thanked Council
Members Campion and Lampson for their service the past four years. Said he looked forward to working
with everyone. Wished everyone a safe holiday and thanked the citizens of Galt for their vote of confidence.

COUNCIL MEMBER PAPINEAU: Thanked everyone for the congratulations and said he was looking
forward to working with everyone and being part of the team. He thanked outgoing Council Members
Campion and Lampson for their service.
MAYOR FARMER: Congratulated and welcomed the new council members and thanked outgoing
Council Members Campion and Lampson.
There being no further business to come before City Council, the Mayor adjourned the meeting at 7:31 pm.

CORONAVIRUS DISEASE (COVID-19) ADVISORY
To protect our constituents, City officials and City staff, the City requests all members of the public to
follow the California Department of Health Services’ guidance and the County of Sacramento Public
Health Officer Order for the Control of COVID-19 restricting group events and gatherings and
maintaining social distancing. Additional information regarding COVID-19 is available on the City’s
website at www.ci.galt.ca.us.
Consistent with Executive Order N-29-20, the meeting will be held via teleconference/electronically
and the City Council will participate via teleconference/electronically. In-person participation by the
public will not be permitted and no physical location from which the public may observe the meeting
will be available. Remote public participation is available in the following ways:
