CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, December 15, 2020 This meeting of the Galt City Council was conducted by video/teleconference in compliance with the State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29- 20, which allowed for a deviation of teleconference rules required by the Brown Act. Council Members and City staff participated via remote video/telephone connections and the meeting was broadcast on Metro Cable and livestreamed on the City’s website. The Mayor called the meeting to order at 6:09 pm. Council Members present: Sandhu, Papineau, Vandenburg, Lozano and Farmer. Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Steiner, Interim Community Development Director Hoffman, Finance Director Tyson, Human Resources Director Van Steyn, Interim Police Chief Kalinowski and Public Works Director Selling. Absent: Parks and Recreation Director Solis. OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None. PRESENTATIONS: None. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items via the email submission process identified on the agenda. She stated no discussion or action would be taken on any item that was not listed on the agenda. She said those who submitted written public comments would be read out loud by the City Clerk, subject to the customary five minute time limit, on any item scheduled on the agenda at the time that item was being considered. No public comments received. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Sandhu attended the Sacramento Transportation Authority Board of Directors Meeting on December 10, 2020. Lozano attended the Sacramento Area Council of Governments (SACOG) Policy and Innovation Committee Meeting on December 7. Farmer attended the Sacramento Public Library Authority Board Meeting On December 10. INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 5. 1. SUBJECT: Minutes of the Regular Meeting of December 1, 2020. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and File Warrants for period ending December 2, 2020. RECOMMENDED ACTION: Receive and file warrants for the period ending December 2, 2020. GALT CITY COUNCIL MINUTES REGULAR MEETING OF DECEMBER 15, 2020 PAGE 2 3. SUBJECT: Environmentally Preferable Purchases and Practices Policy. RECOMMENDED ACTION: Adopt Resolution No. 2020-92 approving an Environmentally Preferable Purchases and Practices Policy for the City of Galt. 4. SUBJECT: January 5, 2021 City Council Meeting Cancellation. RECOMMENDED ACTION: Cancel the City Council Meeting of January 5, 2021. 5. SUBJECT: Regional Early Action Planning grant – 25 Percent Allocation. RECOMMENDED ACTION: Adopt Resolution No. 2020-93 1) Authorizing the City Manager to execute a Memorandum of Understanding (MOU) with the Sacramento Area Council of Governments (SACOG) for the Regional Early Action Planning (REAP) Grant program for $13,000 in Fiscal Year (FY) 2020-21 and $65,000 in FY 2021-22; 2) Authorizing City staff to take additional actions necessary to secure the REAP grant; and 3) Appropriating funds in accordance with the REAP grant requirements. ACTION: Upon a motion by Papineau, seconded by Vandenburg, the consent calendar was approved by a unanimous roll call vote. SCHEDULED MATTERS - PUBLIC HEARING: None. REGULAR CALENDAR: CITY MANAGER’S OFFICE: 1. SUBJECT: Coronavirus (COVID-19) Update. RECOMMENDED ACTION: Information only. Hines gave the update. Bonnie Rodriquez, Galt Chamber of Commerce, asked if the City was continuing an educational approach regarding enforcement. City Council directed staff to draft a letter to county and state officials addressing funding for local businesses, mechanisms on how businesses would receive said funding and relaxing restrictions based on statistics. COMMUNITY DEVELOPMENT DEPARTMENT: 2. SUBJECT: 2021-2029 Housing Element Update Kick-Off Presentation. RECOMMENDED ACTION: Receive a presentation for the kick-off of the 2021-2029 Housing Element Update. Hoffman introduced Rick Rust and Amy Yang, Mintier Harnish, who gave the presentation and answered City Council questions. Jerry Sauter, asked that this item be well communicated to the citizens of Galt. Bob Balliet, congratulated the new council members and offered to communicate with the seniors regarding the housing element. GALT CITY COUNCIL MINUTES REGULAR MEETING OF DECEMBER 15, 2020 PAGE 3 PUBLIC WORKS DEPARTMENT: 3. SUBJECT: Approval of the Final Map, Subdivision Improvement Agreement and Development Impact Fee Credit Agreement for Cedar Flats Estates Phase 1. RECOMMENDED ACTION: Adopt Resolution No. 2020-94: 1) Approving the Final Map for Cedar Flats Estates Phase 1 and authorizing the filing and recordation thereof; 2) Authorizing the City Manager to execute the subdivision improvement agreement, including the conditions of approval, with TL Partners XI LLP and the filing and recordation thereof; 3) Authorizing the Director of Public Works to execute a Development Impact Fee Credit Agreement with TL Partners XI LLP and the filing thereof; and 4) Authorizing the Director of Public Works to execute any future Development Impact Fee Credit Agreements and the filing thereof. Selling introduced Bill Forrest, Senior Civil Engineer, who gave the report. ACTION: Upon a motion by Lozano, seconded by Sandhu, adopting Resolution No. 2020-94 was approved by a unanimous roll call vote. 4. SUBJECT: Cosumnes Subbasin Groundwater Management Update. RECOMMENDED ACTION: Receive a presentation on the current status of efforts to ensure compliance with the Sustainable Groundwater Management Act (SGMA). Selling gave the presentation. COMMUNICATION: None. CITY CLERK’S REPORT: 1. SUBJECT: Consideration of Appointment of Representation to City Council Committees, Commissions and Boards. RECOMMENDED ACTION: Review the Committees/Commissions/Boards Matrix and receive direction from City Council to consider appointments or reappointments to vacant positions on local committees, commissions and boards. Hubert gave the agenda report. Vandenburg appointed Paige Lampson to the Beautification Committee with a term ending December 2024. Vandenburg appointed Andrea Johnson and Papineau appointed Robert Balliet to the Commission on Aging with terms ending December 2024. Vandenburg appointed Paige Lampson and Papineau appointed Michael Hodge to the Galt Youth Commission with terms ending December 2024. Vandenburg appointed Chris Smith and Papineau appointed John McNamara to the Parks and Recreation Commission with terms ending December 2024. Papineau appointed Keith Jones to the Planning Commission with a term ending December 2024. Lozano appointed Jeff Hood to the Planning Commission with a term ending December 2022. Farmer appointed Timothy Reed to the Public Safety Committee with a term ending December 2022. ACTION: Upon a motion by Lozano, seconded by Farmer, appointing Ida Denier and Geoff Joliff to the Historic Preservation Advisory Committee with terms ending December 2023, was approved by a unanimous roll call vote. ACTION: Upon a motion by Papineau, seconded by Lozano, appointing Marcia Mooney to the Sacramento-Yolo Mosquito & Vector Control District with a term ending December 2022, was approved by a unanimous roll call vote. Bob Balliet, thanked Papineau for the nomination. 2. SUBJECT: Review City Council Appointments to Regional Boards, Commissions and Committees. RECOMMENDED ACTION: Review City Council appointments to regional boards, commissions and committees and consider taking the following actions: 1) Fill vacancies on the Cosumnes Community Services District (CSD 2x2), 457 Deferred Compensation Plan Committee, City and Schools Together (CAST), Galt Youth Commission, Sacramento Metropolitan Air Quality Management District (SacMetro AQMD), Sacramento Metropolitan Cable Television Commission (Cable Commission), and South Sacramento Conservation Agency, 2) Consider filling any assignments where City Council members desire to be removed from a current position, and 3) Consider making any other changes to assignments as desired by City Council. ACTION: Upon a motion by Lozano, seconded by Farmer, appointing Lozano and Sandhu to the Cosumnes Community Services District (CSD) 2x2 Committee, Vandenburg to the 457 Deferred Compensation Plan Committee, Papineau and Farmer as the members and Vandenburg as the alternate to the City and Schools Together (CAST), Farmer to the Galt Youth Commission, Papineau as the alternate to the Sacramento Area Council of Governments (SACOG), Papineau as the member and Vandenburg as the alternate to the Sacramento Metro Air Quality Management District, Vandenburg to the Sacramento Metro Cable Television Commission with the approval of Rancho Cordova City Council, Sandhu as the member and Vandenburg as the alternate to the South Sacramento Conservation Agency was approved by a unanimous roll call vote. City Council asked that adding an alternate city council member to the Galt Youth Commission be brought back at a later date. COMMENTS BY STAFF: Kalinowski said there was an outstanding turn out for the toy drive. He thanked the Mayor and his family for their efforts with the drive. Selling said the new water meter service data provider had the system back up and running. He said the contractor for the Hauschildt property was making progress on the improvements. Van Steyn gave an update on the open job positions. Mendes gave an update on the COVID-19 restrictions regarding youth sports. She talked about programs available for small businesses and appreciated City Council’s guidance trying to help the local businesses. Staff wished everyone a happy and safe holiday season. GALT CITY COUNCIL MINUTES REGULAR MEETING OF DECEMBER 15, 2020 PAGE 5 COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR SANDHU: Thanked South County Services for the senior luncheon and the Galt Sunrise Rotary Club for the community dinner. He also thanked the Chamber of Commerce for helping the small businesses and wished everyone happy holidays. COUNCIL MEMBER LOZANO: Thanked everyone with helping out with the community events. Recognized the police department, Mayor Farmer and Cosumnes Fire Department regarding the toy drive. He also thanked the Galt Sunrise Rotary and wished everyone happy holidays. COUNCIL MEMBER VANDENBURG: Thanked Amie Mendes for her comments regarding the small businesses. He thanked the Galt Rotary Club and everyone who volunteered for the commissions and boards. He wished everyone a Merry Christmas. COUNCIL MEMBER PAPINEAU: Complimented the professionalism of the City Manager and all staff he had dealt with thus far. He wished everyone a Merry Christmas and said he looked forward to working with everyone in 2021. MAYOR FARMER: Thanked South County Services for providing a great meal along with all the volunteers. Thanked Galt Sunrise Rotary and the local businesses who donated to the events. Thanked Galt Police Department and CSD for their help with the toy drive. Said he was thankful to staff and the community for his support. Wished everyone a happy and safe holiday.
