REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, January 19, 2021
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act. Council
Members and City staff participated via remote video/telephone connections and the meeting was
broadcast on Metro Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 6:04 pm. Council Members present: Sandhu, Papineau,
Vandenburg, Lozano and Farmer.
Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Steiner, Community
Development Director Hoffman, Finance Director Tyson, Human Resources Director Van Steyn, Interim
Police Chief Kalinowski and Public Works Director Selling. Absent: Parks and Recreation Director Solis.
OPENING CEREMONIES – Silent prayer, in honor of Fallen Deputy Adam Gibson, was observed, the
flag salute was recited and the City Clerk read the replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: Hines requested a portion of his staff
comments be moved to presentations.
PRESENTATIONS: Hines discussed the proposed placement of a sexually violent predator (SVP) on
Harvey Road in the unincorporated area of Sacramento County. He said there would be a Special City
Council Meeting on Friday, January 22, to discuss the matter further.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the email submission process identified on the agenda. She stated no
discussion or action would be taken on any item that was not listed on the agenda. She said those who
submitted written public comments would be read out loud by the City Clerk, subject to the customary five
minute time limit, on any item scheduled on the agenda at the time that item was being considered.
No public comments received.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: Lozano attended the Sacramento Area Council of Governments (SACOG) Board of
Directors Meeting on December 17, 2020. Farmer attended the Galt Youth Commission Meeting on
January 4 and the Sacramento County Criminal Justice Cabinet Meeting on January 14. Vandenburg
attended the Galt Youth Commission Meeting on January 4.
INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 4.
1. SUBJECT: Minutes of the Regular Meeting of December 15, 2020.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: Receive and File Warrants for period ending January 6, 2021.

3. SUBJECT: Treasurer’s Report for period ending November 2020.
RECOMMENDED ACTION: Accept the Treasurer’s Report as submitted.
4. SUBJECT: City of Galt Groundwater Sustainability Agency Boundary Changes.
RECOMMENDED ACTION: Adopt Resolution No. 2021-01 1) Approving non-material
changes in the City of Galt’s Groundwater Sustainability Agency (GSA) boundary due to recent
city annexations and authorize the Director of Public Works to submit the necessary documentation
to the California Department of Water Resources (DWR); and 2) Authorizing the City Manager to
sign the respective Memorandums of Understanding (MOU) between the City of Galt and Galt
Irrigation District and the City of Galt and Sloughhouse Resource Conservation District.
ACTION: Upon a motion by Lozano, seconded by Sandhu, the consent calendar was approved by
a unanimous roll call vote.

REGULAR CALENDAR:
CITY MANAGER’S OFFICE:
1. SUBJECT: Coronavirus (COVID-19) Update.
RECOMMENDED ACTION: Information only.
Hines gave the update.
2. SUBJECT: City Council 2021 Priority Items.
RECOMMENDED ACTION: Receive a presentation on the projected priority items that will
come before the City Council during calendar year 2021.
Hines gave the presentation.
COMMUNITY DEVELOPMENT DEPARTMENT:
3. SUBJECT: Carillion Boulevard Corridor Plan Study Session and Discussion.
RECOMMENDED ACTION: Participate in study session on the proposed Carillion Boulevard
Corridor Plan. Staff seeks feedback, comments, and concerns regarding the current
recommendations. Staff will return to City Council at a later date for a public hearing for action
on the planning effort.
Hoffman gave the agenda report and answered City Council questions.
Jerry Sauter thought it was important to satisfy the terms of the grant and to pick an option that
provided the flexibility to do some things in the not too distant future.
City Council directed Staff to bring back a hybrid of Options 2 and 3 to provide a timeframe and
allow for flexibility of tools used at specific intersections. City Council would also like urgency
placed on the issue of reducing traffic lanes by 1 to 1.5 feet in width to provide for wider bike lanes.

POLICE DEPARTMENT:
4. SUBJECT: Police Department Police Radio Purchase.
RECOMMENDED ACTION: Adopt Resolution No. 2021-02 approving the purchase of 30
police portable radios with Measure R funds and amending the Fiscal Year 2020-21 annual
budget/expenditure plan accordingly
Kalinowski gave the agenda report.
ACTION: Upon a motion by Lozano, seconded by Sandhu, adopting Resolution No. 2021-02 was
approved by a unanimous roll call vote.

PUBLIC WORKS DEPARTMENT:
5. SUBJECT: Solid Waste Legislation, Franchise Agreement, and Rates Overview.
RECOMMENDED ACTION: Receive a presentation on the solid waste legislative mandates,
franchise agreement, and current disposal rates in preparation for an upcoming ordinance
amendment to Chapter 8.16 of the Galt Municipal Code to comply with SB 1383.
Selling gave the agenda report and introduced Jeremy Wilson, Administrative Analyst, who
answered City Council questions.
COMMUNICATION
CITY CLERK’S REPORT:
1. SUBJECT: Planning Commission Appointment.
RECOMMENDED ACTION: Council Member Vandenburg appointment of Daniel Denier to
the Planning Commission to fill a vacant position with a term ending December 2024.
Hubert gave the agenda report.
ACTION: Vandenburg appointed Daniel Denier to the Planning Commission with a term ending
December 2024.
COMMENTS BY STAFF: Hines said the letters to Governor Newsom and the Sacramento County Board
of Supervisors, on behalf of the City’s business community, had been sent per City Council’s direction at
the December 15, 2020 City Council Meeting. He also said there were a number of COVID-19 updates on
the City‘s website with appropriate links, including links regarding vaccine availability. Hoffman said he
hoped City Council liked the format of the study session. Mendes said there was a public forum with Dr.
Kasirye and the Public Health Immunization Program Manager, Rachel Allen, Thursday, January 21, 6:00
pm, regarding vaccine distribution. Kalinowski said there was a good turnout for the Kevin Tonn Memorial
and he thanked City Council for their vote supporting the department’s equipment needs.

VICE MAYOR SANDHU: Thanked staff and congratulated Craig Hoffman. He also attended the Kevin
Tonn Memorial.

COUNCIL MEMBER PAPINEAU: Thanked the Directors for the thorough reports and said he was
looking forward to the Friday meeting to discuss the SVP problem.
COUNCIL MEMBER VANDENBURG: Congratulated Craig Hoffman and thanked staff for the reports.
Said his heart goes out to the family of the fallen officer and was thinking about them.
COUNCIL MEMBER LOZANO: Talked about sending congratulation letters to newly elected members
of boards, committees, commissions, person of the year and volunteer of the year.
MAYOR FARMER: Thanked staff for the thorough and informative presentations and congratulated
Craig Hoffman. Appreciated the PIO position and commended Amie Mendes on her community outreach
efforts. Thanked the citizens for opposing the SVP issue. Expressed his condolences to Officer Gibson’s
family, thanked him for his service and asked everyone to keep the family in their thoughts and prayers.
There being no further business to come before City Council, the Mayor adjourned the meeting at 9:40 pm.
