SPECIAL CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Friday, January 22, 2021
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act.
The Mayor called the meeting to order at 12:31 pm. Council Members present: Sandhu, Papineau,
Vandenburg, Lozano and Farmer.
Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Hood, and Interim
Police Chief Kalinowski.
PUBLIC COMMENTS ON SPECIAL CITY COUNCIL MEETING:
Randy and Tina Lindahl asked the City Council to oppose the placement of Joshua Cooley.
CITY MANAGER’S OFFICE:
1. SUBJECT: Proposed Placement of Sexually Violent Predator in Unincorporated Area of Galt.
RECOMMENDED ACTION: Authorize the Mayor to sign a letter on behalf of the City Council
opposing the placement of a Sexual Violent Predator (SVP) from Humboldt County in Sacramento
County for supervised release just outside City limits and provide further direction to staff related
to the upcoming hearing on January 29, 2021 regarding the proposed SVP placement in Sacramento
County.
Hines gave the report.
ACTION: Upon a motion by Lozano, seconded by Sandhu, authorizing the Mayor to sign a letter
on behalf of the City Council opposing the placement of a Sexual Violent Predator (SVP) from
Humboldt County in Sacramento County for supervised release outside City limits and approving
the City Manager, Mayor and Interim Police Chief Kalinowski to speak at the hearing on January
29, 2021, was approved by a unanimous roll call vote.
There being no further business to come before City Council, the Mayor adjourned the meeting at 1:07 pm.

CORONAVIRUS DISEASE (COVID-19) ADVISORY
To protect our constituents, City officials and City staff, the City requests all members of the public
to follow the California Department of Health Services’ guidance and the County of Sacramento
Public Health Officer Order for the Control of COVID-19 restricting group events and gatherings
and maintaining social distancing. Additional information regarding COVID-19 is available on the
City’s website at www.ci.galt.ca.us.
Consistent with Executive Order N-29-20, the meeting will be held via
teleconference/electronically and the City Council will participate via
teleconference/electronically. In-person participation by the public will not be permitted and no
physical location from which the public may observe the meeting will be available. Remote
public participation is available in the following ways:
1) Email public comments concerning this special meeting to pubcom@cityofgalt.org. The City
Clerk will read the comments out loud during public comment, subject to the customary 5-minute
time limitation. If you have issues submitting a public comment via email, please contact the City
