CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, February 2, 2021 This meeting of the Galt City Council was conducted by video/teleconference in compliance with the State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29- 20, which allowed for a deviation of teleconference rules required by the Brown Act. Council Members and City staff participated via remote video/telephone connections and the meeting was broadcast on Metro Cable and livestreamed on the City’s website. The Mayor called the meeting to order at 5:31 pm. Council Members present: Sandhu, Papineau, Vandenburg, Lozano and Farmer. Staff member present: City Manager Hines, City Clerk Hubert, Interim City Attorney Steiner, and Human Resources Director VanSteyn. ADJOURNED TO CLOSED SESSION: 1. LIABILITY CLAIM pursuant to Government Code Section 54956.95 Claimant: Johnathan Weiler Agency: City of Galt RECONVENED TO OPEN SESSION The meeting was called to order at 6:04 pm by the Mayor. Council Members Present: Sandhu, Papineau, Vandenburg, Lozano and Farmer. Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Steiner, Community Development Director Hoffman, Finance Director Tyson, Human Resources Director Van Steyn, Interim Police Chief Kalinowski, Parks and Recreation Director Solis and Public Works Director Selling. OPENING CEREMONIES: Silent prayer, in honor of Retired CSD Fire Captain Kevin Whiteley, was observed, the flag salute was recited and the City Clerk read the replay statement. REPORT FROM CLOSED SESSION: The Interim City Attorney announced there was no reportable action. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None. PRESENTATIONS: 1. 14th Annual 2021 Winter Bird Virtual Festival – Parks and Recreation. Jackie Garcia, Special Events Manager, gave the presentation. GALT CITY COUNCIL MINUTES REGULAR MEETING OF FEBRUARY 2, 2021 PAGE 2 PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items via the email submission process identified on the agenda. She stated no discussion or action would be taken on any item that was not listed on the agenda. She said those who submitted written public comments would be read out loud by the City Clerk, subject to the customary five minute time limit, on any item scheduled on the agenda at the time that item was being considered. No public comments received. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: 1. SUBJECT: League of California Cities New Mayors and Council Members Academy - Farmer, Vandenburg, Papineau. Sandhu attended the South Sacramento Conservation Agency Joint Powers Authority Meeting on January 25. Papineau attended the Sacramento Metropolitan Air Quality Management District Board of Directors Meeting on January 28 and reported on the League of California Cities New Mayor and Council Members Academy. Vandenburg reported on the League of California Cities New Mayor and Council Members Academy. Lozano attended the Sacramento Area Council of Governments (SACOG) Board of Directors Meeting on January 21 and the Greater Sacramento Economic Council (GSEC) Champions Program webinar on January 29. Farmer attended the Galt Youth Commission on February 1 and reported on the League of California Cities New Mayor and Council Members Academy. INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 3. 1. SUBJECT: Minutes of the Regular Meeting of January 19, 2021 and Special Meeting of January 22, 2021. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and File Warrants for period ending January 19, 2021. RECOMMENDED ACTION: Receive and file warrants for the period ending January 19, 2021. 3. SUBJECT: Approval of the Final Map and Subdivision Improvement Agreement for Dry Creek Oaks. RECOMMENDED ACTION: Adopt Resolution No. 2021-03 1) Approving the Final Map for Dry Creek Oaks and authorizing the filing and recordation thereof; and 2) Authorizing the City Manager to execute the subdivision improvement agreement, including the conditions of approval, with CRV Investments, LLC and the filing and recordation thereof. ACTION: Upon a motion by Lozano, seconded by Vandenburg, the consent calendar was approved by a unanimous roll call vote. SCHEDULED MATTERS - PUBLIC HEARING: None. REGULAR CALENDAR: GALT CITY COUNCIL MINUTES REGULAR MEETING OF FEBRUARY 2, 2021 PAGE 3 TREASURER’S OFFICE: 1. SUBJECT: Treasurer’s Report for period ending December 2020. RECOMMENDED ACTION: Accept the Treasurer’s Report as submitted. Farrell gave the report. ACTION: Upon a motion by Papineau, seconded by Lozano, accepting the Treasurer’s Report as submitted was approved by a unanimous roll call vote. CITY MANAGER’S OFFICE: 2. SUBJECT: Coronavirus (COVID-19) Update. RECOMMENDED ACTION: Information only. Hines gave the update. COMMUNITY DEVELOPMENT DEPARTMENT: 3. SUBJECT: Caterina Estates Study Session. RECOMMENDED ACTION: Conduct study session on the proposed Caterina Estates project. Staff seeks feedback and comments on the proposed General Plan Amendment and Rezone and will return to City Council at a later date for a public hearing for action on the project. Hoffman gave the report and introduced Aidan Barry, True Life Companies, who answered City Council questions. PARKS AND RECREATION DEPARTMENT: 4. SUBJECT: Walker Community Park Improvements, CIP 619B. RECOMMENDED ACTION: Adopt Resolution No. 2021-04 approving the Walker Community Park Master Plan Update as recommended by staff. Solis introduced Mike Selling, Public Works Director, who gave background information and introduced Senior Civil Engineer, Trung Trinh, who gave the report. Leslie Frazier and Jeff Chess Psomas; Alicia Moniz, Moniz Architecture; and Perry Cardoza, Nuvis, were introduced, gave the presentation and answered City Council questions. Joe Bitondo, urged City Council to send the plan back to the drawing board. Papineau made a motion to adopt the resolution approving the Walker Community Park Master Plan Update as recommended by staff, seconded by Lozano. Farmer made a substitute motion to adopt the resolution approving the Walker Community Park Master Plan Update as recommended by staff, with the addition that staff provide City Council with a clear strategy of public engagement efforts, if funding became available beyond the 1.7 million, seconded by Vandenburg. After further discussion, Farmer withdrew the second motion. GALT CITY COUNCIL MINUTES REGULAR MEETING OF FEBRUARY 2, 2021 PAGE 4 ACTION: Upon a motion by Papineau, seconded by Lozano, adopting Resolution No. 2021-04 was approved 4-1 by a roll call vote with Vandenburg dissenting. ACTION: Upon a motion by Farmer, seconded by Vandenburg, giving direction to staff to introduce a formal strategy to engage the public on the Walker Community Park Master Plan for additional funding options that would be received beyond the 1.7 million was approved by a unanimous roll call vote. COMMUNICATION: None. CITY CLERK’S REPORT: 1. SUBJECT: Beautification Committee Appointment. RECOMMENDED ACTION: Council Member Papineau appoint Amarjit (Amy) Sandhu to the Beautification Committee to fill a vacant position with a term ending December 2024. Hubert gave the report. Amy Sandhu thanked Council Member Papineau for the appointment. ACTION: Papineau appointed Amarjit (Amy) Sandhu to the Beautification Committee with a term ending December 2024. 2. SUBJECT: Commission on Aging Appointment. RECOMMENDED ACTION: Council Member Lozano appoint Bob Wilson to the Commission on Aging to fill a vacant position with a term ending December 2022. Hubert gave the report. ACTION: Lozano appointed Bob Wilson to the Commission on Aging with a term ending December 2022. COMMENTS BY STAFF: Hines encouraged the public to take advantage of the website for vaccine information. Kalinowski said members of the organization would be in attendance at Deputy Adam Gibson’s funeral tomorrow and said there would be some outreach on the department’s Facebook page regarding Black History Month. Selling recognized city staff for their response to the recent storms and commended the citizens for keeping their gutters clean. Solis reminded the public they could go to the City’s website to download the COVID-19 testing information and said he had an appointment with the County tomorrow to discuss vaccines. Solis thanked Jackie Garcia and her team for keeping the Winter Bird Festival going during COVID-19 along with sponsors, CalWaste and the Audubon Society. He also thanked his staff and Public Works for their work during the recent storms. Steiner said the Legislature was back in session and one of the first items was to extend protections for evictions until July 2021. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR SANDHU: Thanked staff for doing an excellent job during COVID-19, thanked the citizens for public comment and congratulated his wife, Amy Sandhu, and Bob Wilson for their committee/commission appointments. GALT CITY COUNCIL MINUTES REGULAR MEETING OF FEBRUARY 2, 2021 PAGE 5 COUNCIL MEMBER PAPINEAU: Attended the Humboldt County virtual hearing and was impressed with the quick decision. Thanked staff and the public’s overwhelming response for their support on the issue. COUNCIL MEMBER VANDENBURG: Thanked the local restaurants and citizens for supporting the fallen officer and his family. He also thanked the staff for their responses to his questions. COUNCIL MEMBER LOZANO: Thanked the community and staff for their engagement in the sexual violent predator issue. He congratulated Amy Sandhu and Bob Wilson on their appointments and thanked the staff for their hard work. MAYOR FARMER: Said he was impressed with the community, elected officials and the entire collaborative effort regarding the Joshua Cooley issue and it was a good victory for the City of Galt. Reminded the public that Fallen Deputy Adam Gibson’s funeral was tomorrow and told everyone to be safe.
