CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, February 16, 2021 This meeting of the Galt City Council was conducted by video/teleconference in compliance with the State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29- 20, which allowed for a deviation of teleconference rules required by the Brown Act. Council Members and City staff participated via remote video/telephone connections and the meeting was broadcast on Metro Cable and livestreamed on the City’s website. The Mayor called the meeting to order at 6:04 pm. Council Members present: Sandhu, Papineau, Vandenburg, Lozano and Farmer. Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Steiner, Community Development Director Hoffman, Finance Director Tyson, Human Resources Director Van Steyn, Interim Police Chief Kalinowski, Parks and Recreation Director Solis and Public Works Director Selling. Recreation Director Solis. OPENING CEREMONIES: Silent prayer, the flag salute was recited by Military Veteran, Bob Balliet, and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: Vandenburg asked if Items C1 and C2 could be presented in reverse order. PRESENTATIONS: 2. SUBJECT: Overview of Galt Municipal Code Section 3.40.140 (Measure R). RECOMMENDED ACTION: Receive presentation on Galt Municipal Code Section 3.40.140 (Measure R). Hines gave the report. Hines, Kalinowski, and Steiner answered City Council questions. 1. SUBJECT: Measure R Citizens’ Oversight Committee Fiscal Year 2018-19 Annual Report. RECOMMENDED ACTION: Approve the Measure R Citizens’ Oversight Committee Fiscal Year (FY) 2018-19 annual report as presented. Kalinowski gave the report. Kalinowski, Hines and Tyson answered City Council questions. Kami Martin was concerned about what she felt was a misallocation of Measure R funds. ACTION: Upon a motion, by Papineau, seconded by Lozano, approving the Measure R Citizens’ Oversight Committee Fiscal Year (FY) 2018-19 annual report as presented was approved 4-1 by a roll call vote with Farmer dissenting. GALT CITY COUNCIL MINUTES REGULAR MEETING OF FEBRUARY 16, 2021 PAGE 2 PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items via the email submission process identified on the agenda. She stated no discussion or action would be taken on any item that was not listed on the agenda. She said those who submitted written public comments would be read out loud by the City Clerk, subject to the customary five minute time limit, on any item scheduled on the agenda at the time that item was being considered. Deneen Felix asked the City to consider returning the basketball hoops and volleyball nets to get kids back to physical activity. Annette Kunze asked City Council to join the cause for an in-person education. Bob Balliet thanked Farmer for the invitation to lead the Pledge of Allegiance, thanked Lozano for his appointment of Bob Wilson to the Commission on Aging and asked about vaccination access for the elderly. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Lozano attended the Sacramento Area Council of Governments (SACOG) Policy and Innovation Committee Meeting on February 8. INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 2. 1. SUBJECT: Minutes of the Regular Meeting of February 2, 2021. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and File Warrants for period ending February 2, 2021. RECOMMENDED ACTION: Receive and file warrants for the period ending February 2, 2021. ACTION: Upon a motion by Sandhu, seconded by Papineau, the consent calendar was approved by a unanimous roll call vote. SCHEDULED MATTERS - PUBLIC HEARING: None. REGULAR CALENDAR: CITY MANAGER’S OFFICE: 1. SUBJECT: Coronavirus (COVID-19) Update. RECOMMENDED ACTION: Information only. Hines gave the update. PUBLIC WORKS DEPARTMENT: 2. SUBJECT: Adoption of Resolutions of Intention to Annex into Community Facilities District No. 2020-1 for Veranda at River Oaks, Cardoso I, and Cedar Flats Estates. RECOMMENDED ACTION: Adopt Resolution Nos. 2021-05, 2021-06, 2021-07 declaring intention to annex territory to the City of Galt Community Facilities District No. 2020-1 (Public Services) and adopting a map of the area proposed to be annexed thereto: Annexation No. 1 Veranda at River Oaks, Annexation No. 2 Cardoso 1, and Annexation No. 3 Cedar Flats Estates. GALT CITY COUNCIL MINUTES REGULAR MEETING OF FEBRUARY 16, 2021 PAGE 3 Papineau recused himself due to an ownership in real property which was within 500 feet of the proposed Veranda at River Oaks annexation which would have been a conflict of interest and left the virtual meeting. Selling gave the agenda report on the Veranda at River Oaks annexation. Selling said the public hearing date was incorrectly stated as March 2, 2021 in Section 10 of the resolution. ACTION: Upon a motion by Vandenburg, seconded by Sandhu, adopting Resolution No. 2021- 05 and changing the public hearing date to April 6, 2021 in Section 10 of the resolution was approved by a roll call vote of council members present: Absent: Papineau. Papineau re-entered the meeting at 8:42 pm. Selling gave the agenda report on the Cardoso 1 and Cedar Flats Estates annexations. Selling said the public hearing date was incorrectly stated as March 2, 2021 in Section 10 of the resolutions. ACTION: Upon a motion by Vandenburg, seconded by Farmer, adopting Resolutions No. 2021- 06, 2021-07 and changing the public hearing date to April 6, 2021 in Section 10 of the resolutions was approved by a unanimous roll call vote. 3. SUBJECT: Wastewater Rate and Capacity Fee Information. RECOMMENDED ACTION: Receive a presentation on the development and implementation of Wastewater Rates and Capacity Fees. Selling gave the report and introduced Mark Clarkson, Deputy Public Works Director, who gave the presentation and answered City Council questions. COMMUNICATION: None. CITY CLERK’S REPORT: None. COMMENTS BY STAFF: Mendes said the City launched a page on the Next Door app. Solis thanked his parks maintenance crew for their clean-up work after the recent storms. He reminded City Council that park pruning was occurring and weeds would be popping up with the different weather conditions. VanSteyn gave an update on current job openings. Kalinowski said Officer Herrera started last week, a new dispatcher would start March 1 and another officer would start soon thereafter. Hoffman said the Community Development Department and the Public Works Department kept track of projections. Hines said there was a rash of mailbox thefts and reminded the public to be vigilant and to check daily for mail. He also mentioned there was a rash of catalytic converter thefts. Selling expressed appreciation for Clarkson’s knowledge and thoroughness in covering the sewer rates and capacity fees. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR SANDHU: Thanked staff for the good reports. He also thanked the community members for public comment and thanked Ms. Martin for her comments regarding Measure R. COUNCIL MEMBER PAPINEAU: Thanked staff for the thorough reports. GALT CITY COUNCIL MINUTES REGULAR MEETING OF FEBRUARY 16, 2021 PAGE 4 COUNCIL MEMBER VANDENBURG: Said there was an on-demand COVID-19 testing site at Manteca Urgent Care, 241 W. Yosemite Avenue, Manteca. Said he attended the Parks and Recreation Commission meeting and said it was very informative and thought the Commission should share their presentation with the public. He also thanked the Measure R Committee members. COUNCIL MEMBER LOZANO: Said a citizen asked if the shrubs could be trimmed on Carillion just south of Walnut by the crosswalk to allow for better visibility of pedestrians. MAYOR FARMER: Said a few senior citizens had reached out to him on how to pay their utility bills with cash and thought a protocol should be in place. Thanked staff for good presentations and thanked Ms. Martin for her diligence. There being no further business to come before City Council, the Mayor adjourned the meeting at 10:01 pm.
