REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, May 18, 2021
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act. Council
Members and City staff participated via remote video/telephone connections and the meeting was
broadcast on Metro Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 6:02 pm. Council Members present: Sandhu, Papineau,
Vandenburg, Lozano and Farmer.
Staff members present: City Manager Hines , City Clerk Hubert, Interim City Attorney Steiner, Community
Development Director Hoffman, Economic Development Manager Mendes, Finance Director Tyson,
Human Resources Director Van Steyn, Interim Police Chief Small, Parks and Recreation Director Solis,
and Public Works Director Selling.
OPENING CEREMONIES: Silent prayer was observed, the flag salute was recited, and the City Clerk
read the replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: Farmer pulled Item F4.
PRESENTATIONS:
1. SUBJECT: Sacramento-Yolo Mosquito and Vector Control District Annual Report to City
Council.
Gary Goodman, District Manager, gave the presentation.
Marcia Mooney, City of Galt Representative, introduced herself and thanked City Council for her
appointment last year.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the email submission process identified on the agenda. She stated no
discussion or action would be taken on any item that was not listed on the agenda. She said those who
submitted written public comments would be read out loud by the City Clerk, subject to the customary five
minute time limit, on any item scheduled on the agenda at the time that item was being considered.
Bob and Tara Wilson gave suggestions regarding the Galt Market Plan.
Chelsea Haight expressed concerns regarding trash at the Galt Market.
Dolcey Selke, Dudley Cox, Jennifer Michaelsen, expressed concerns regarding trash at the Galt Market.
Tiffany Hawkins, expressed concerns about speeding around Harvey Park.

REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: Sandhu attended the Sacramento Transportation Authority Board of Directors meeting
on May 13. Lozano attended the Sacramento Area Council of Governments (SACOG) Policy and
Innovation Committee meeting on May 10. Farmer attended the Community Clean Up day hosted by the
Galt Beautification Committee and the Galt Youth Commission on May 15.
INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 4, excluding Item 4 which
was pulled for discussion.
1. SUBJECT: Minutes of the Regular Meeting of May 4, 2021.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: Receive and File Warrants for period ending May 5, 2021.
RECOMMENDED ACTION: Receive and file warrants for the period ending May 5, 2021.
3. SUBJECT: Award of Contract for Consultant Services for Wastewater Treatment Plant
Optimization.
RECOMMENDED ACTION: Adopt Resolution No. 2021-23 authorizing the City Manager to
execute a contract with Dan Cortinovis for optimization services at the Wastewater Treatment Plant
(WWTP) in the amount of up to $33,280.00 for Fiscal Year 2021-22.
ACTION: Upon a motion by Lozano, seconded by Sandhu, the consent calendar was approved by
a unanimous roll call vote.
4. SUBJECT: Rejection of Bids for the Wayfinding Signage Program.
RECOMMENDED ACTION: Adopt Resolution No. 2021-24 1) Rejecting all bids for the
Wayfinding Signage Program (CIP521F); and 2) Directing staff to re-advertise for project bids.
Farmer had questions regarding the bid process.
ACTION: Upon a motion by Vandenburg, seconded by Sandhu, adopting Resolution No. 2021-
24 was approved by a unanimous roll call vote.
SCHEDULED MATTERS - PUBLIC HEARING: None.
REGULAR CALENDAR:
CITY MANAGER’S OFFICE:
1. SUBJECT: Coronavirus (COVID-19) Update.
RECOMMENDED ACTION: Information only.
Hoffman and Mendes gave the update.
City Council directed staff to invite Dr. Mackey to a future City Council meeting.

PARKS AND RECREATION DEPARTMENT:
2. SUBJECT: City of Galt Special Event Sponsorship Application Overview for Fiscal year 2021-
22.
RECOMMENDED ACTION: Review the Special Event Sponsorship requests for Fiscal Year
(FY) 2021-22 and provide direction to staff regarding the approval of events, monetary amounts
and/or in-kind contributions.
Solis gave the presentation and answered City Council questions.
City Council made no changes to the special event sponsorship requests at this time.
COMMUNICATION: None.
CITY CLERK’S REPORT: None.
COMMENTS BY STAFF: Small said May 9 through 15 was National Police Week, thanked the Galt
Police Officers, and recognized the sacrifices of Officer Kevin Tonn and Stockton Police Officer Jimmy
Inn. He also recognized Galt’s K9 teams that competed in the Stanislaus County K9 Trial. Hoffman
discussed the Galt Clean Up day. Mendes discusssed the Sacramento Emergency Rental Assistance
Program. Solis spoke about the Grab and Go Dinner events along with the Independence Day Celebration
(IDC) events. Selling said it was Public Works week and thanked the Public Works staff for their hard
work and dedication. He said Chad Harper was recruited as the Water Conservation Officer.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR SANDHU: Thanked the staff for their hard work on the reports and thanked the citizens
for public comment. He thanked the non-profit organizations for bringing back events to the city. He would
like to bring back for discussion the $20 fee for the fireworks event at Veterans Field. City Council agreed
and would like the discussion to include the “Fireworks in the Pool” event.
COUNCIL MEMBER PAPINEAU: Stated Officer Inn’s funeral was tomorrow at 11:00 am and the
service would be broadcast on the City of Stockton’s website.
COUNCIL MEMBER VANDENBURG: Thanked staff for their hard work and said he appreciated
Public Works.
COUNCIL MEMBER LOZANO: Thanked the Public Works staff and recognized the Galt Police
Department for National Police Week and honored Officer Kevin Tonn. He asked about providing Dr.
Mackey a proclamation thanking him for his efforts. He also appreciated the public comments and thanked
staff for their hard work.
MAYOR FARMER: Thanked the police department for their continued traffic enforcement efforts. He
congratulated the K9 Officers and thanked Public Works and Parks and Recreation for their efforts on weed
control. He also thanked the Beautification Committee, Youth Commission and Craig Hoffman for their
participation in the Galt Clean Up day. He commented on the amount of trash already in the streets and
sidewalks and asked the public to be more cognizant and asked business owners to help keep their
storefronts clean and to lead by example.

To protect our constituents, City officials and City staff, the City requests all members of the public to
follow the California Department of Health Services’ guidance and the County of Sacramento Public
Health Officer Order for the Control of COVID-19 restricting group events and gatherings and
maintaining social distancing. Additional information regarding COVID-19 is available on the City’s

Consistent with Executive Order N-29-20, the meeting will be held via teleconference/electronically
and the City Council will participate via teleconference/electronically. In-person participation by the
public will not be permitted and no physical location from which the public may observe the meeting
will be available. Remote public participation is available in the following ways:
