CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, May 4, 2021 This meeting of the Galt City Council was conducted by video/teleconference in compliance with the State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29- 20, which allowed for a deviation of teleconference rules required by the Brown Act. Council Members and City staff participated via remote video/telephone connections and the meeting was broadcast on Metro Cable and livestreamed on the City’s website. The Mayor called the meeting to order at 6:02 pm. Council Members present: Sandhu, Papineau, Vandenburg, Lozano and Farmer. Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Steiner, Community Development Director Hoffman, Economic Development Manager Mendes, Finance Director Tyson, Human Resources Director Van Steyn, Interim Police Chief Small, Parks and Recreation Director Solis, and Public Works Director Selling. OPENING CEREMONIES: Silent prayer was observed, the flag salute was recited, and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: Hines requested Item G2, Carillion Boulevard Corridor Plan, be continued to the June 15 City Council meeting to complete follow-up with the Fair Political Practices Commission (FPPC). ACTION: Upon a motion by Vandenburg, seconded by Papineau, moving Item G2, Carillion Boulevard Corridor Plan, to the June 15 City Council meeting was approved by a unanimous roll call vote. PRESENTATIONS: None. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items via the email submission process identified on the agenda. She stated no discussion or action would be taken on any item that was not listed on the agenda. She said those who submitted written public comments would be read out loud by the City Clerk, subject to the customary five minute time limit, on any item scheduled on the agenda at the time that item was being considered. Bob and Tara Wilson gave suggestions regarding the Galt Market Plan. Joe Bitondo, Galt Lions Club, spoke about the Littleton Center refrigerator and meeting with City Manager Hines. Galt District Chamber of Commerce on behalf of an anonymous citizen, spoke about parking issues at the Galt Market. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Sandhu attended the South Sacramento Conservation Agency Joint Powers Authority meeting on April 26. Papineau attended the Sacramento Metropolitan Air Quality Management District Board of Directors meeting on April 22. Farmer attended the Special Public Safety meeting on May 3. GALT CITY COUNCIL MINUTES REGULAR MEETING OF MAY 4, 2021 PAGE 2 INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 2. 1. SUBJECT: Minutes of the Special Meeting of April 16, 2021 and the Regular Meeting of April 20, 2021. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and File Warrants for period ending April 21, 2021. RECOMMENDED ACTION: Receive and file warrants for the period ending April 21, 2021. ACTION: Upon a motion by Sandhu, seconded by Vandenburg, the consent calendar was approved by a unanimous roll call vote. SCHEDULED MATTERS - PUBLIC HEARING: Farmer stated the public hearing on the Carillion Boulevard Corridor Plan was continued to the June 15 City Council Meeting. 1. SUBJECT: DRAFT 2021-2029 Housing Element Update. RECOMMENDED ACTION: Review and accept by motion the Draft 2021–2029 Housing Element Update document and direct staff to submit the document to the Department of Housing and Community Development (HCD) to start the State’s 60-day review and comment period. The City Council is not adopting or approving the draft housing element document at this time. Hoffman introduced Rick Rust and Amy Yang, Mintier Harnish, who gave the presentation and answered City Council questions. ACTION: Upon a motion by Lozano, seconded by Papineau, accepting the Draft 2021–2029 Housing Element Update document and directing staff to submit the document to the Department of Housing and Community Development (HCD) to start the State’s 60-day review and comment period was approved by a unanimous roll call vote. 2. SUBJECT: Carillion Boulevard Corridor Plan. RECOMMENDED ACTION: 1) Receive a presentation; 2) Open public hearing and receive comments and; 3) Upon closing the public hearing, adopt a resolution approving and adopting the Initial Study/Mitigated Negative Declaration (IS/MND) prepared for the Carillion Boulevard Corridor Plan; accepting the Carillion Boulevard Corridor Plan and master planning effort as complete, not approving or adopting Alternatives 1 or 2 as proposed in the Carillion Boulevard Corridor Plan; and approving City Council’s preferred guidance direction for future Carillion Boulevard improvements. REGULAR CALENDAR: TREASURER’S OFFICE: 1. SUBJECT: City of Galt Investment Policy for Fiscal Year 2021-2022. RECOMMENDED ACTION: Accept by motion the City of Galt Investment Policy as submitted. Farrell gave the policy update. SUBJECT: Treasurer’s Report for period ending March 2021. RECOMMENDED ACTION: Accept the Treasurer’s Report as submitted. Farrell gave the report. ACTION: Upon a motion by Vandenburg, seconded by Farmer, accepting the Treasurer’s Report as submitted was approved by a unanimous roll call vote. CITY MANAGER’S OFFICE: 3. SUBJECT: Coronavirus (COVID-19) Update. RECOMMENDED ACTION: Information only. Hines gave the update. PARKS AND RECREATION DEPARTMENT: 4. SUBJECT: City of Galt Special Event Sponsorship Program Preview for Fiscal Year 2021-2022. RECOMMENDED ACTION: Review the Special Event Sponsorship requests for fiscal year 2021-2022. Solis gave the report. Robert Olsen, President, Galt High Alumni Association spoke about the all class reunion. Bonnie Rodriguez, Galt District Chamber of Commerce, spoke about the chamber events. PUBLIC WORKS DEPARTMENT: 5. SUBJECT: Proposed Administration, Governance, and Funding Methodology for Groundwater Management of the Cosumnes Subbasin. RECOMMENDED ACTION: Receive a presentation on the proposed administration, governance structure, and funding methodology necessary for groundwater management of the Cosumnes Subbasin. Selling gave the presentation and answered City Council questions. COMMUNICATION: None. CITY CLERK’S REPORT: None. COMMENTS BY STAFF: Hines gave an update on “Connect with Galt.” He also gave responses to the public comments received at tonight’s meeting. He said the Finance Department had received the Certificate of Achievement for Excellence in Financial Reporting award and that said “First Thursdays” were full in May and almost full in June. He gave an update on the new approach for speeding enforcement discussed at last night’s Special Public Safety Committee meeting and thanked the Mayor, the Public Safety Committee members and Interim Chief Small for developing the new strategy. Tyson was thankful for the recognition of the Finance award. Solis thanked CalWaste, Togos, Walmart, South County Services, Sacramento County, Dr. Oshita, and the Church of Jesus Christ of Latter-day Saints for all their help and donations to host the April 24 vaccination clinic. Solis also thanked CSD Fire, South County Services, the Commission on Aging, CERT and Sacramento County for their help organizing the April 29 mobile GALT CITY COUNCIL MINUTES REGULAR MEETING OF MAY 4, 2021 PAGE 4 vaccination clinic. Solis said the Galt Gator program started May 3 with modified guidelines and the Parks and Recreation Department would be accepting registrations for adult softball next week. Selling said information on the upcoming activities and workshops on the cosumnes subbasin can be found at www.waterforum.org. Small said he appreciated the opportunity to serve as Interim Police Chief. He acknowledged the detectives working on a case since 2018 who recently secured a guilty plea in Federal Court which used significant resources and coordination with State and Federal agencies. He also acknowledged TJ Guidotti who was able to present the 15 year old “character counts” program with over 100 meetings via Zoom with the support of local teachers and schools. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR SANDHU: Welcomed Interim Chief Small. Thanked the public for their comments and thanked Hines for his feedback regarding the public comments. He attended the April 24 vaccination event in which Supervisor Don Nottoli and Dr. Kyserie attended, said it was well organized and thanked Solis for the event. He thanked the staff for a great job and good reports. COUNCIL MEMBER PAPINEAU: Thanked staff, the treasurer and consultants and appreciated the concise yet thorough reports. He appreciated the solutions arrived at the special public safety meeting. COUNCIL MEMBER VANDENBURG: Thanked everyone for their hard work, congratulated the interim police chief, and thanked everyone who gave public comment and encouraged others to also submit comments. COUNCIL MEMBER LOZANO: Thanked the Public Safety Committee and was pleased with their starting point solutions regarding speeding enforcement. He attended the Galt Youth Commission meeting to see off the outgoing commissioners and was impressed with their leadership ability and encouraged them to continue to build their skill sets. Appreciated outgoing adult mentor, John Gordon, and said he would be missed. He welcomed Interim Chief Small. MAYOR FARMER: Appreciated the public input and encouraged more. Welcomed Interim Chief Small. Thanked the public safety committee members for their hard work and participation and said great ideas were given for a starting point on the speeding enforcement. He congratulated Claire Tyson and thanked Amie Mendes for the “Connect with Galt.” He said Tea at the Rae House was May 8, there was a vaccine clinic tomorrow at the Galt Market, and Community Clean Up was May 15 and volunteers would meet at SMUD Park.
