REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, April 20, 2021
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act. Council
Members and City staff participated via remote video/telephone connections and the meeting was
broadcast on Metro Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 6:04 pm. Council Members present: Sandhu, Papineau,
Vandenburg, Lozano and Farmer.
Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Steiner, Community
Development Director Hoffman, Economic Development Manager Mendes, Finance Director Tyson,
Human Resources Director Van Steyn, Interim Police Chief Kalinowski, Parks and Recreation Director
Solis, and Public Works Director Selling.
OPENING CEREMONIES: Silent prayer was observed, the flag salute was recited, and the City Clerk
read the replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: Hines requested Item G1, Carillion
Boulevard Corridor Plan, be continued to the May 4 City Council meeting as some of the council members
have property close to Carillion Boulevard and are awaiting advice from the Fair Political Practices
Commission (FPPC) to confirm if a conflict existed.
ACTION: Upon a motion by Lozano, seconded by Vandenburg, moving Item G1, Carillion Boulevard
Corridor Plan, to the May 4 City Council meeting was approved by a unanimous roll call vote.
PRESENTATIONS: None.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the email submission process identified on the agenda. She stated no
discussion or action would be taken on any item that was not listed on the agenda. She said those who
submitted written public comments would be read out loud by the City Clerk, subject to the customary five
minute time limit, on any item scheduled on the agenda at the time that item was being considered.
Anonymous was against selling the flea market.
Jerry Sauter thanked Farmer for his podcast and keeping the public informed.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: Lozano attended the Sacramento Area Council of Governments (SACOG) Board of
Directors Meeting on April 15. Farmer attended the Galt Youth Commission Special Meeting on April 12.
INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 8.
Papineau recused himself from voting on Consent Item No. 5 due to an ownership in real property which
was within 500 feet of the proposed annexation area.

Taxes in a Community Facilities District, Including Certain Annexation Territory Identified as
Annexation No. 1 (Veranda), into City of Galt Community Facilities District No. 2020-1 (Public
Services).
RECOMMENDED ACTION: Adopt Ordinance No. 2021-03 of the City Council of the City of
Galt authorizing the levy of special taxes in a Community Facilities District, including certain
annexation territory identified as Annexation No. 1 (Veranda), into the City of Galt Community
Facilities District No. 2020-1 (Public Services) to complete the process for the annexation into the
City of Galt Community Facilities District No. 2020-1 (Public Services).

8. SUBJECT: Acceptance of the Marengo Road Railroad Crossing Improvements per the
Development Impact Fee Credit Agreement with Elliott Homes Inc. for the River Oaks 3c
Subdivision.
RECOMMENDED ACTION: Adopt Resolution No. 2021-20 accepting the Marengo Road
Railroad Crossing improvements per the Development Impact Fee Credit Agreement with Elliott
Homes, Inc.
ACTION: Upon a motion by Sandhu, seconded by Vandenburg, the consent calendar Items No.
1-4 and 6-8 were approved by a unanimous roll call vote.

ACTION: Upon a motion by Sandhu, seconded by Lozano, consent calendar Item No. 5 was
approved 4-1 by a roll call vote with Papineau absent due to stated conflict.
SCHEDULED MATTERS - PUBLIC HEARING:
Farmer stated the public hearing on the Carillion Boulevard Corridor Plan was continued to the May 4 City
Council Meeting.
1. SUBJECT: Carillion Boulevard Corridor Plan
RECOMMENDED ACTION: 1) Receive a presentation; 2) Open public hearing to receive
comments and; 3) Upon closing the public hearing, adopt a resolution approving and adopting the
Initial Study/Mitigated Negative Declaration (IS/MND) prepared for the Carillion Boulevard
Corridor Plan, accepting the Carillion Boulevard Corridor Plan and master planning effort as
complete, without approving or adopting Alternatives 1 or 2 as proposed in the Carillion Boulevard
Corridor Plan, and approving City Council’s preferred guidance direction for future Carillion
Boulevard improvements.

1. SUBJECT: Coronavirus (COVID-19) Update.
RECOMMENDED ACTION: Information only.
Hines gave the update.
POLICE DEPARTMENT:
2. SUBJECT: Body Worn and In-Car Cameras.
RECOMMENDED ACTION: Adopt Resolution No. 2021-21: 1) Approving an initial five-year
contract with Axon Enterprises Inc. to purchase body worn and in-car cameras along with the
associated software and authorizing the City Manager to execute the agreement in a form approved
by the City Attorney in the amount of $496,000 for a period of five years from July 1, 2021 to June
30, 2026; 2) Converting one Measure R Police Dispatcher position to a position of Administrative
Analyst I/II and; 3) Adjusting Fiscal Year 2021-22 appropriations in Measure R Fund 047 in the
amount of $219,010 and General Fund 001 in the amount of $18,180 for the first year of the body
worn and in-car camera program.
Kalinowski gave the agenda report.
Michael Little, President, Galt Police Officers Association (GPOA), supported the body worn and
in-car cameras.
Ralph Cortez, asked if cameras would be applicable to K9 Officers.
ACTION: Upon a motion by Lozano, seconded by Papineau, adopting Resolution No. 2021-21
was approved by a unanimous roll call vote.

PUBLIC WORKS DEPARMENT:
3. SUBJECT: C Street Enhancements Project, CIP 520F – Consultant Contract Award.
RECOMMENDED ACTION: Adopt Resolution No. 2021-22 authorizing the City Manager to
execute a consultant contract with Psomas in the amount of $498,156 for the C Street
Enhancements Project, CIP 520F, with a contingency of $29,844 for unanticipated costs.
Selling gave the report and answered City Council questions.
Rose LaVine expressed her concerns regarding the project.
Jerry Sauter expressed his concerns regarding the project.
ACTION: Upon a motion by Sandhu, seconded by Papineau, adopting Resolution No. 2021-22
was approved by a unanimous roll call vote.

CITY CLERK’S REPORT: None.
COMMENTS BY STAFF: Hines discussed “First Thursdays with the City Manager” and gave an update
on the Galt Market Master Plan outreach efforts. Tyson thanked City Council for their support on the
refunding bonds. Kalinowski appreciated the participation in the swearing in ceremony and announced it
was his last council meeting as Interim Police Chief and Lieutenant Small would be taking over. Selling
said the Great American Little Town banners were now up throughout the city and reminded the citizens
about water conservation. Mendes gave information about the Galt Market Community Plan on the City’s
website and informed City Council about the City’s Facebook issues. Van Steyn gave an update on open
recruitments. Hoffman said the draft housing element would be presented to City Council on May 4. Solis
said the County had recently allowed swim practices, the opening of the aquatic center, and modified
tournaments at the sports complex. He also said there would be a vaccine clinic Saturday, April 24 and
there was a request for proposals for landscape services.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR SANDHU: Thanked the City Manager and staff for the reports and thanked the
community for the public comments. He attended the swearing in ceremony and congratulated the new
officers and dispatchers. He thanked Kalinowski for his service as Interim Police Chief.
COUNCIL MEMBER PAPINEAU: Said the Parks and Recreation staff was doing a great job keeping
up with the landscaping. Thanked Kalinowski for the last six months and staff for the reports.

COUNCIL MEMBER VANDENBURG: Said he attended the swearing in and it was great seeing a Galt
graduate come back to serve their community. Thanked Kalinowski for the last six months and appreciated
his service and diligence. He would like to see the opening of Walker Park and/or Veterans Field and
changes to the Elections Code. City Manager Hines would be contacting the City Council regarding these
items. Farmer stated he would be in favor of looking into the opening of Walker Park and Veterans Field.
COUNCIL MEMBER LOZANO: Stated he had spoken with the City Manager regarding Walker Park
and Veterans Field and knew the City Manager and Solis were working on the issue. Thanked Kalinowski
for his time as interim chief and said he had done an awesome job and his leadership had brought great
morale to the department. Thanked staff and the City Manager for answering his questions regarding the
agenda reports.
MAYOR FARMER: Told the citizens to keep an eye on social media regarding the upcoming vaccination
clinic. Said the Drug Take Back event was April 24 at the police department from 10:00 am – 2:00 pm, the
Historical Society was hosting “Tea at the Rae House” on May 8 with more information on galthistory.org
and there was a Special Galt Public Safety Meeting on April 26 regarding traffic concerns. Said he
appreciated the public comments and thanked Mr. Sauter for the kind words. He also thanked Kalinowski
for his job over the last six months and stated he also heard morale was very high. He thanked staff for the
reports and for clarifying issues beforehand.
There being no further business to come before City Council, the Mayor adjourned the meeting at 8:55 pm.
